Lacomb and Old Euro Region to annex.....

In a brave move by the Republic of Lacomb and the Old Euro Region, President Maffret is seeking to annex Devils island [Isle du Diable]. The Island is located some distance from French Guyane in South America. The Island was once home to French criminals. The intentions of the annex are not quite clear as of yet. Sr. Political Advisor Leblanc announced the idea yesterday claiming the annex as just a betterment to the Nation and its heritage. France the cuurent owners of the Island have been involved in lengthy discussions with Lacomb. A Spokewomen from France said that the annex could benefit both nations equally, but the final dicision would come after talks with a few allied nations. For Lacomb the Island could have an unlimited amount of uses to include housing a military base for a larger and longer Air Force capability. The Island could also be used as a new science station, Lacomb is a leading Information Tech. supplier to the world, as well as having a fairly large Aviation Tech. industry. The final word will come some time next week.

Talks over whether or not France is going to allow Lacomb to annex Devils Island are still ongoing. France is discussing the issue with other nations at this time.
The President of France has been out of the country talking with some allies about the Devils Island Annex proposal. It seems that France is torn between allowing the annex and selling to the highest bidder. President Chirac is holding a dinner next week to get some more input.

Lacomb will annex [take control] of Devils Island and all buildings and occupants that remain 180 days after the annex.
Lacomb will be responsible for all financial obligations of and for Devils Island, including but not limited to 100,000,000 Euros.
Lacomb will continue all trade relations associated with Devils Island to France.
Lacomb will pay an amount to be released upon acceptance of said proposal.
Lacomb will endevour to maintain the original culture of Devils Island and France.
Lacomb will also send a substantial amount of aid* to French Guyane [France] in an effort to stabilize its infostructure.
Lacomb will NOT use the Island for any illegal purpose according to NATO and UN,[however the island will no longer be apart of the UN].
Lacomb will NOT permit anyone to use the Island illegally.
Lacomb will NOT use the Island for testing of any long term enviromentally damaging substances.
Lacomb will NOT use the Island as a dump for any waste. But may maintain a dump for waste generated on the Island.
Lacomb will NOT sell the Island to anyone not allied to both France and Lacomb.
Lacomb will NOT use the Island as a prison. But can Maintain a prison for those who commit crimes on the Island.
Lacomb will Maintain all its former ally agreements with France.

Today, France and Lacomb, have reached an agreement!
France has decided to allow Lacomb to annex its territorial island "Devil's Island". After nearly a month of talks and diliberations between not only these two nations but countless other allied nations. The President of France and Lacomb's President will sign the final Annex documents tonight in Paris. President Maffret had this to say "It is a good day when two nations can come together in a peaceful manner to decide what is the best for their people". This annex is a first for both nations and the President of France said that the next couple of years are going to be tough, but has faith in Lacomb and its leadership.

All nations friendly to France and Lacomb are invited to Paris, France where the two nations will be hosting a dinner comemerating the Annex agrrement. The Legion Band will be on hand and playing as well as L.Poverotti. The events will begin at 5pm(french time) and should end around 1am. Security is extremely tight so RSVP Lacomb.

The final documents have been signed and both presidents are very excited about this event. Lacomb has paid France a whopping 47,000,000 Euro's for the Island. Lacomb also has begun planning to move key military and civilian resources to the Island. France still has 180 days to take with it any people or buildings or material it wishes, according to the final agreement. Also Lacomb has promissed to aid France with Guyane over the next 5 years. According to sr. military advisors within Lacomb, Devils Island will contain a large Naval presence as well as possibly an Airforce as well. President Maffret expects everything to be completed within the next 2 years. Devils Island will also house an Enviromental Protection Facility, designed to house about 200 people and serve as an International Enviromental studies center.
