Famine worsens on Korean peninsula

Background, as reported on various interested news media magazines-
For centuries the Drapoel people -living under a primitive feudal empiral dynasty- survived largely by subsistence farming and hunting. In the 1931-38 Suloist Revolution a policy of forced ruralisation emptied what few little cities existed as the authoritarian socialists ceased power from Emperor Wiman. This rural collectivisation actually improved the nation's nutrition for a time, as the townsfolk too became providers. However, it was not efficient, and required much land to be used simply to keep people alive, leaving nothing to export and creating an economic and technological backwater. When the slightly more industrially-minded Director Kurosian I replaced the deceased Sulo, he inherited this stagnant balance.

The invasion of Dra-pol by a primarily Christian force -called by Kurosian the Crusader Coalition- ended with -as well as more than two million Drapoel war dead- the annexation of a large area of land on the Republic's east coast around Hamhung and Hungnam. This represented some of the most heavily farmed land in the primarily mountainous republic, and tipped the balance against the survival of the people. In the years since the Crusader Wars, malnutrition has been the norm in Dra-pol, especially as the armed forces are believed to maintain large food reserves along with other stores against the possibility of further invasion by the Christians or their capitalist allies.

Kurosian I initiated serval schemes to cope with the food shortage, allowing limited urbanisation and industrialisation in hopes of improving farming technologies (though this merely created an urban population no longer contributing directly to the gathering of crops). He ensured that every inch of available land was farmed, even inhospitable mountainsides seeing some terracing installed. However, this required clearing of many forests.

After Kurosian I was assassinated while on a diplomatic visit to China (DaKhiem, capital of the CPRD, has blammed Quinntonians or other Christians, but has never been able to prove the case), Hotan, Secretary of the Communist Party, rose eventually to power. Hotan continued Dra-pol's industrialisation, demanded the return of Hamhung and Hungnam (and was refused it), and eventually was driven in despiration to the invasion of the Republic of Korea, hopefull of gaining new farmland in the less mountainous south, and of assimilating an industrial and agricultural base founded on capitalist rather than feudal beginings. This war ended with Kilean nuclear strikes against the CPRD, and with Drapoel nuclear strikes against coalition fleets off shore. More farmland and fishing grounds were ruined, and only part of the south (including Seoul) was 'liberated' by the north.

The current situation-

It appears that last winter's heavy rains hit crops hard, especially since the Drapoel have been forced to farm the shallow and exposed soils of the mountains, and to carry out massive deforestation. Countless tonnes of crops were, it seems, simply washed away from the fields. The mobilisation of several million men and women during the war more quickly depleted what stores existed, and a population living since the Crusader Wars of the 1990s on the brink of malnutrition has now, say several aid agencies, toppled into nationwide famine.

In response to the worsening famine in Korea, the Hudecian government has agreed to send food aid to S. Hanguk (AKA remnants of South Korea) to help the south survive with the radioactive water and contaminated soil.

Food aid would be offered to Drapol on the contingency that they renounce all claims to South Korean territory. However, most politicians in Hudecia blame Drapol's draconian tactics on the current crisis and are suggesting that more troops are needed in the south to prevent another attempt by Drapol to conquer and occupy the south.

Still, Hudecian military power has been at the highest alert for over a week since the crisis in the pacific broke (see Rogue Submarine thread), and Hudecian military units are preparing for a secret return to the peninsula shortly.

The old man was brushed aside as the Red Bamboo (he had not instantly recognised the Sub-Lieutenant's rank in the new order of the commando force, and spoke on a safe bet, placing the uniformed man in the warrior class) junior officer stormed into the collective farm's central buildings, flanked as he went by a whole squad of elite troops.

"Discraged comrade Lee Uyami-Ko, you have been accused of hording the following: six yams, twenty-four pounds of rice, three pounds of workable iron...the Local Directorature has considered the case and passed judgement." Even as the Sub-Lieutenant, barely twenty-one years old, was finishing his announcement, two other young men and one woman were fanning out across one wall of the single-room building into which they had rushed, raising their D-Type-50-KM sub-machineguns, stamped and pressed 8mm weapons of the PPSH family.

Six or seven seconds later the Red Bamboo departed, and shortly behind them followed South Korean levies bearing the confiscated goods and the corpses of the Paegam Lee 13th November Collective.

Therefore, food aid can be shipped in quickly aboard the LRRN's three Algol fast RO/ROs and Il-79 large-capacity transports.

The aid itself would be distributed by Drapoel authorities, if it was to be given at all, and the foreigners restricted to the commercial parts of the airports or ports in which they arrived. Efforts would be made to ensure that nothing more was learned of the many new south-facing airstrips emerging from hills and mountains in occupied South Korea, barely five-minutes flying time from the nearest major ROK cities.

To Weapons-Tech incorp DaKhiem has said nothing. The authoritarian communist state has no interest in the insurance industry, but it does have possibly the largest trained militia in the history of the world, and does almost certainly represent the most suicidally dangerous location for any power to assault. Anyone stupid enough to invade the CPRD would be too stupid to face-down comrade Director Secretary Hotan on the field of battle and come away other than humiliated or dead.

i dont want them to join our job force ,i want them to insure there nation from damage. an exp. player like your self should no that an nation will attack a weak nation in time of national emergancy. you protecting them will not be enough. they need to insure there major buildings and government offices.

(Yeah, the Drapoel don't think much of such industries. There's no insurance industry in the Republic. Most of our culture is geared towards being invaded, and how we'll respond, but I appreciate the offer, anyway :) )

The Ministry of External Affairs today gave the go-ahead to an organisation known as Fermiers sans Frontières (Farmers Without Borders) to export over a million tonnes of grain from the Empire to Dra-pol.

Reservations have been expressed by Church leaders, and the Palace has refused to comment, however the Bishop of Arn-Maciska spoke from the pulpit, saying "If we have the ability to act to save these people, and we do, and instead of helping them, we leave them to starve, then we are no better than those who would murder them in their sleep".

Rumour has it that the primary reason that the Empire is exporting the grain is that the store houses are filled to capacity, and there simply isn't enough room to keep the grain over a long period (more than six months).

A FsF spokeswoman said that if Dra-pol accepts the Empire's offer, then the food aid can arrive within a week.

It is unknown if Dra-pol will accept the food aid, due to the extremely thin and rather blurred line between the Macisikani State, and the Church.

There was much hesitation in DaKhiem over the Macisikan offer, as the Republic had no greater enemy than the Christian coalition that'd sought to destroy its centuries old culture. It was less than a year since Christian soldiers had last hung crucified along the Republic's border with Quinntonian-administrated Hamhung.

Still, it was decided to accept the offer, and to direct the offered aid to Seoul... it would be tested upon the liberated South Koreans, before being distributed amongst the more pure Drapoel peoples. Of course this would be played to the international community as a sign of DaKhiem's acceptance and protection of the liberated southerners, though it was in truth done out of all consuming Drapoel paranoia...

Recently becoming aware of the situation in Dra-pol, the ARSB offers its assistance to the nation and its people. Our harvest this year was one of the largest in the last twenty years with surpluses in edible beans, spring wheat, winter wheat, and corn. We will gladly send aid workers along with shipments of food and water treatment systems to Dra-pol to assist in the situation.

If any military assistance is needed, the ARSB can also provide...

The Soviet bloc will find it easier than most to approach the Drapoel borders without being shot at at all, though aid, if given, will still be accepted in the confines of sea or airports, or border stations, and then taken on by the Drapoel themselves. The arrival of a few dozen Chinese scientists in the Republic almost caused a riot in the xenophobic and superstitious population.

The Sinoese may laugh, but Kuro's Two Billion Struggle continues without regard for the rigours of famine, near war, weather, hour, or any other concern affecting the outside world. Even as the first famine deaths are reported to and covered-up by The Central Directorature, Chinese Type 730 30mm CIWS are tested on the Yellow Sea as Project Mago continues.

Very well... Due to the extreme range that we would have to go in order to ship by sea (either around Africa or through the Suez and thats still a long way), most of the shipment will take place via airlifts.

Land shipments may be possible, although, if any, they will be small shipments...

The ARSB's Parliament has passed the Dra-pol Aid Resolution, providing Dra-pol with 323,000 metric tons of edible beans (soybeans, lima beans, pinto beans, lentils, etc.), 450,000 metric tons of grain (spring wheat, winter wheat, durum wheat, barley), and 200,000 metric tons of field corn.

A further shipment of 350,000 metric tons of assorted foodstuffs (dairy products, packaged foods, vegetables, fruits, etc.) will arrive shortly after via aircraft.

FsF has confirmed that the first convoy of food aid has departed the Empire, bound for Seoul.
FsF officials have been quick to confirm that the crews of the ships will remain aboard their vessels at all times, and that all interactions with the authorities will be handled by FsF personnel, to avoid any friction.

The House of Lords has passed a resolution praising the Soviet Bloc for also extending aid to "a people in most desperate need". The resolution also contains provision for another 500,000 metric tonnes of grain to be shipped to Dra-pol if it is needed.

A few M.P.'s have been scathing in their remarks on the Sinoese (?) reaction, with one saying "They hear of a starving people, and they laugh. I hope they won't be surprised if the world laughs at them should they ever need aid", but most have refused comment. The Ministry for External Affairs has issued a statement emphasising that these are the private views of private individuals, and do not express the official view, and shouldn't be taken as such.

The FsF spokeswoman who first brought the matter to the attention of the government has received a citation from the King-Emperor for services to humanity.

It won't feed your entire nation, but it should feed a few thousand people. Every little bit helps right? We'll prepare another shipment as soon as we can. Any other help you need, we shall provide if we can. We were considering allowing some of your citizens to begin farming some of the spare land we have in Helgoland, for no cost; however we're not entirely sure how much use this would be seing as there's not nearly enough to feed even a fraction of your population. And we'll probably end up needing it back as our population grows anyway.

We express our extreme sorrow to the valiant Drapoel people and our proximity to your nation would mean that food transportation could be accomplished with ease. However, we are also a starving nation, with most of our population barely living off the mountain valleys and the marshy interior lowlands. It is only trade deals we received through the Lyong Treaty that have allowed our population to grow.

At the beginning of the War for Korean Unification, North Yaman made it known that it did not support the unilateral actions of some of the Asian Alliance members who pushed for a war which ended in disasterous nuclear strikes that we could even feel and see from our peninsula. We also understand your hate for the Crusaders, having almost clashed with Tordian knights on the sacred grounds of Mioka-ro hill.

With a feeling of sympathy for the Drapoel people, we offer an oil deal...it is widely known that oil is needed in Drapol. The SFD is only beginning to tap its oil reserves and would be willing to exchange the fuel for raw metals we need to further our military industries. Transportation could be achieved through Kaioken, Tagan or Tordian ports(OOC: Kaioken just ceased to exist, but is going to be restarted) or simply taken through Russia(not sure who RP's the Russian territory between the two Peninsula's) if allowed.

We await your answer. Once again, many sympathies for your plight.

DaKhiem has been generally accepting of donations, always insisting that its own agencies can distribute aid once it arrives in ports, checkpoints, and airfields.

Though the Central Directorature has not made any specific announcements on the scale of the problem, in truth something likely in the order of a hundred million tonnes of the more than half billion required by the population living healthily and safely can be counted in the year's food production short-fall. The already fairly basic rations provided to residents in major cities such as Seoul have been cut by anything from ten to twenty percent, with rural populaitons much more seriously hit.

The oil deal offered by North Yaman has been greeted with perhaps even more enthusiasmy by DaKhiem, which has already ordered a massive cut in bicycle production and ceased expansion of the merchant marine in order to save raw materials that might in exchange be exported to the nation. It has also been suggested that the CPRD might offer some sort of technical assistance to NY, perhaps in nuclear or hydro electric power generation, the orbiting of small satellites, or the production of defensive arms. The self-reliant and isolated republic has a fairly narrow technological base, with only such few areas of specialty available to it.

They are made to make the most of available resources in terms of growth and they are resistant to infection. The SFD greets the enthusiastic acceptance of dealings from DaKhiem with great joy and the growing loud speaker system in SFD-controlled North Yaman is quick to make announcements.

"This young nation has entered into trade relations with a powerful and respected elder in the Asian community. This is a great step forward in fostering good relations with the most powerful nation of our neighbouring peninsula, Korea! Praise the wisdom of the Drapoel!"

Preparations are less quickly set in motion, due largerly to the near-anarchistic tribal country side and the resulting difficulties in getting anything done. More troops of the Spearguard travel south to Arentaka, which will be the destination for the heavily guarded caravans of oil coming from the oil fields of the south east. Orders are put out for the construction of more military factories to facilitate the modernization of the SFD's forces. Within Yanheshi-shange(Spearguard Command) plans are drawn for an expansion of the transit railroad and the creation of a strictly military railway system to move resources within NY faster.

Two LRRN Algols, the LRRNS David Bowie and Roy Orbison approach Dra-pol, within sight of the coast.

On board, they carry thousands of tons of food aid, mostly rice, 'tatoes, and the heartier vegetable varieties. Seed and grains are also included in large amounts, to help with next season's crop. An Mi-26 sits on the big helipad, tied down in case of wind gusts.

Overhead, 15 Il-79 large-capacity transports make for the designated airport, also carrying copious amounts of food. Strangely, these same aircraft and ships had delivered LRRA paratroopers and armored divisions to fight the Dra-pol attack on the ROK.

The Hudecian government would like to take a moment to remind N. Yaman that the oil it is giving Drapol will result in blood spilled by the allied forces. Oil given to Drapol will be used not in helping its people but in helping to fuel its tanks and fighters.

We offer to match or exceed Drapol if you send the oil instead to S. Hanguk. S. Hanguk is a country who's people are also suffering dearly as the effects of Drapolian nukes begin to wear off. Its major city centres are only now being rebuilt. The oil given to the nation will not be used in the military, and such promises can be openly verified, unlike Drapol.

Drapol is uniquely responsible for its own tragedy in many respects. While food aid may seem to be helping people in the nation, the truth of the matter is that food aid will be given to soldiers first and the general populace last. We have seen it before by Drapol and will see it again.

We ask all nations to think twice before they support such a nation that would poison its own waters with nuclear depth charges and poison its land with nukes.

The Imperial Government has announced that it will take the Hudecian government's position into consideration.

The Imperial Government would also remind Hudecia that "the Imperial resolutions to give aid to Dra-pol have restricted the aid to food, and food only, and are only in force for the duration of the current crisis".

Three more convoys carrying grain have departed the Empire for Dra-pol, under the supervision of FsF.

The SFD will not be pressured or bribed. The unilateral actions of certain meddling nations within the Asian Alliance was never endorsed by the High Council of North Yaman. These nations even allied themselves with a Christian Imperialist nation to achieve their petty goals, which runs against the grain of the founding principles of the AA.

This War, this petty war created by the counter attacks of moralists, warmongers and christians, ended with nothing gained. Many people died, many more than would have, had these nations not been so trigger happy. Did you hear the bombs from Hudecia, like we did? Did the blast from the nukes shatter your windows? Who trully were the people that suffered in the Korean War for Unification? Not the Hudecians...

Lack of understanding and knowledge caused this disaster...this is the North Yamani reaching out to repay a wrong and learn of their neighbours. What Drapol does with the oil is their business. Perhaps it might even prevent wars, if other nations actually face Drapol on equal ground.

As for South Hanguk, I would never take the word that no oil would go to the military. A general has assumed power, and we greatly question his popular support. These allies have broken their word to restrain from nuclear weapons, and if we have seen it before, we will see it again.

We ask that Hudecia thinks twice before trying to take the moral high ground with so much blood on its hands.

(OOC: Just so everyone knows, it would be common knowledge that North Yaman is part of the mountainous region of Lyong...thus logically would have access to many raw materials already. As for how Hudecia intercepted a private wire, I would certainly like to know...as this would mean most or all communication into and out of Drapol is being monitored.)

Might I remind the North Yaman High Council that the Hudecian government did not drop a single nuclear device. Despite the fact that not only were our fleets targeted specifically for nuclear attack, but as well all our major military bases.

DESPITE THIS, NO HUDECIAN ICBM WAS EVER LAUNCHED.

The war was started when Drapol troops poured over the ROK border and burned and murdered their way down to Andong. Towns that refused to surrender or put up a fight were obliterated mercilessly. That is when the Hudecian military stepped in.

Supporting a nation that murdered tens of thousands of innocent civilians goes against the grain of everything the AA stands for.

Face Drapol on equal grounds you say? It was only through our superiority in training and firepower that saved ROK from complete obliteration by the Drapol armies for the time. Giving the Drapol oil gives them the ability to destroy what little remains in the south.

The Hudecian government is reconvening to discuss how to deal with the N. Yaman problem.

In the Austar Union, two large aid ships had been reported to leave port, in destination of Korea. It will take a few months for them to reach the ocean, as the Austar Union is located closer to the Atlantic, however they are certainly on their way.

Again, Hudecia shows its moralist side. Again, Hudecia applies Western values to the East...war will always be war, and in war civilians will die. Many more will die if the war is escalated by other forces, this is simple reasoning.

North Yaman may be a young nation, but the Tribes are old and have fought many wars. To regain lost territory is important. To unify a people is important. North Yaman understands this. The Night of the Red Gate led to the wholesale slaughter of a great warrior Tribe. The wolves no longer howl in the woods, and this was necessary to further the control of North Yaman by the SFD.

Communicating and attempting, seriously attempting, to have dealings with a nation before counter attacking it and scaring it into using nuclear weapons is important. When Hudecia and its Crusader allies entered South Korea(ooc: astonishingly quickly I might add) Spyran diplomats were already inside the country...despite almost being shot down by their allies. Then, with amazing insight, the allied forces bombed nearly to the ground the one city that foreigners had ever been allowed into.

We do not question the intentions of Hudecia, only your resulting actions and the wisdom and understanding they did not hold.

We have been through this before and we do not wish it again. The Asian Alliance is not what we believed we were joining. Now, polluted by foreigners who are ignorant of our ways and do not comprehend Asian history or culture, the Asian Alliance is a sham. Anti-imperialists who will ally themselves with Imperialists and adopt Imperialist tactics to defeat Imperialists...where is the reason? The Alliance now exists primarily as a meeting place for nations to argue over old disputes and bully anyone who actually tries to make those disputes right.

As the sun rose beside the awesome Yanheshi Shange which stood framed by the eastern highlands, one man stood upon the sacred Mioka-ro(Shrine of the Viewing Hill) and looked over the wooden houses that had now consumed the landscape around the capital. How this place had changed. Few years ago there was not but a shrine and a near by village. Now there rose to the east here a great fortress Spyr had provided, that black tower that cut the sun in two, from where a fateful wire had just been sent...it was the future, shining black and tall, surrounded by activity, training, factories belching smoke and military parades, railways and bunkers, proud and strong Yanheshi Shange. The black, shiny, modern future in the East. But to the West?

The figure turned briefly to regard the plain to the west of the capital. The Western woods had been so much closer before that night...the monument the Spyrans erected to the Wolf Spirit now stood in a plain, the forest taken for the emerging city. Nothing remained to show there was ever an army that had stood before the Kyu-Hi rifles of the Spearguard.

The figure spoke to the rising sun.

"Oh father...we need guidance again. With you gone, where can we turn but to him? He is who you turned to...you trusted the great man in the East, you told me so. And his words speak wisdom..."

Eiji Jidoshin trailed off in thought and sad contemplation. Almost thoughtlessly he drew a cellphone from his pocket, one with a direct line to the Spearguard Command.

"Ber? It's Eiji...I want someone to contact my father's student in Spyr...You know, O-Rendo. Tell him we need to meet with someone high up in Spyr. Strain, if we can. It is time to implement our plans. It is time for the Emperor to return."

With that he cut the line and pocketed the phone. With one last look west, he walked back to the Council hall. In the wind the ancient cherry tree stood fast, its branches moving ever so slighly in the breeze.

The ARSB Air Force, complying with the Parliaments decision, has begun the airlift of food and other supplies to Dra-pol. Along with with the shipments, humanitarian aid workers will assist the government in handing this food out or setting up some sort of delivery system.

Also noted, the force, primarily composed of eighteen C-214 heavy lifters and eight of the lighter CL-15 transports, will be escorted by a half dozen ARSB aircraft (one DP-21 and five F-87 Zvezda multi-role aircraft. The transport aircraft will land at designated airports to off-load the rations. A total of eight flights will bring in the bulk of the rations and a series of smaller flights by either CL-15s, C-214s, or other aircraft will deliver the rest.

Two CL-15 transports will bring in engineers and other construction experts, including two submarine designers (for submarine dimensions), to assist Dra-pol in constructing sub-pens capable of housing the Red Tide-class SSBN. And, if you decide to allow our Marine construction forces (from the Pacific-based 1st Battle Fleet), they will land at any port of your choosing to assist in the construction of any submarine maintenance or housing facilities.

Those coming in to deliver aid via air will be directed to Seoul, Haeju, Kanggye, and for those who dare, the twice 'nuked' military city of Pyongyang, now inhabited again, inspite of any dangers. Seoul was starting to look like a major city, again, though one had to wonder whether Drapoel high rises were built to the previous standard- those in the Open City had fallen quite quickly when hit by Kilean and Promise of Joshuan missiles. Haeju was the most accustomed to this sort of operation, the sprawling settlement was one of low-rise orientation, essentially a large number of small collective farms and workshops jammed together in supporting what may have been Dra-pol's oldest port, and more recently a small military airbase.

In all cases, foreigners would be confined to the immediate vacinity of their landing.

The Soviets would be treated with perhaps the most respect, and the marines invited to Wonsan, home of Admiral Kim-Kuro's East Sea Fleet.

The Central Directorature has continued to defend the Drapoel case regarding the War For Korean Unification, airing film depicting communist uprisings in Seoul (actually handfulls of students guided by Banat agents working as professors at ROK universities, and only effective in the last hours of the siege), Mass Games happening in the liberated territories, and both Drapoel and South Koreans suffering the after effects of Kilean nuclear strikes. DaKhiem was actually shocked by the nuclear strikes, believing that the coalition would realise their initial mistake in firing ballistic missiles when the CPRD responded in kind. Dra-pol holds that it was the party that first stopped shooting, as it did not react to the Kilean strikes on Pyongyang, despite having the range of cities like Tokyo and Taipei, amongst other targets.

As for the northern border- the Chinese length is policed mainly for the sake of stopping refugees and defectors (ah, traitors and criminals, I mean!) from crossing and annoying Beijing, while DaKhiem really couldn't care less what Moscow thinks, having never got around to forgiving the Russians for what is perceived as Stalin's cowardice and self-interest. The 19km stretch that joins the Russian Federation to the CPRD is the least well defended or developed stretch of border on the peninsula. It is probably the closest thing to a lawless territory in the CPRD, and sees a lot of narcotics trafficking, which has lately become an increasingly important trade in secretly state sponsered form.

A small force of ships left the protective 'walls' of the 1st Battle Fleet. Their course was towards the North-West, straight for the Korean peninsula. A total of eight ships existed in this fleet; three Zlatoslav-class DDGs, three Captain Sedirov-class FFGs, and two Red Squall-class Marine transports. The force was spread out in a staggered line while some fighter aircraft would escort them part of the way, they were based off of the Chlevenkov II, the first and only ship of the Premier-class carriers.

As the contingent approached Drapoel waters, repeated radio broadcasts were sent on multiple frequencies to any receiving units, some directly sent to Dra-pol command centers. In the event Drapoel ships didn't receive the transmissions, signal flags were set up to show their peaceful intentions.

For now, the force would sit in international waters, awaiting the return signal...

The PAAF and the new warships available to the CPRD provided significant escort to incoming aid and especially to the Soviet Marines, who were given a reply after a brief delay in which modestly equipped maritime patrol aircraft rattled about on the horizon, peering at the incoming vessels.

The welcome was extremely formal, but invited the ships in to Wonsan none the less. Approaching, they would see the periscopes of countless D/E submarines darting through the water amongst a handfull of merchant vessels and numerous patrol craft and missile boats protecting the HQ of the East Sea Fleet ashore, from where rose HQ-2B and S-200/SA-5 Gammon SAMs, 75mm and 100mm AAA tubes, 150 and 190mm coastal guns dug into cliff faces and hillsides along with several anti-shipping missiles, both native DSJ-1 and the more modern native/Penglai Qian Wei. Mi-14 helicopters operated almost constantly over the port along with rusting Mi-2, and during the minutes of their approach, the Soviets would see more than one over-flight by S-6 (Flagon) and S-7 (Fishbed).

The entire town of Wonsan was low-rise in construction save half a dozen white blocks that rose at least six stories above the surrounding structures. They were essentially giant guard towers, appearing as if cheap blocks of flats but infact proof to direct hits by many heavy artillery rounds and air-launched munitions short of the most massive penetrators. They were akin to the flak towers from which the Germans resisted the Russians to the very last, taking thousands of high explosive hits, and some said that they represented the eastern-most openings of Dra-pol's vast underground empire.

Comrade Lieutenant Suro, Hero of the Revolution* would be amongst the first to directly greet whomever the Soviets sent ashore.

*For his work in smuggling via-submarine Banat agents into nations such as Quinntonia, where they carried out great works including the assassinations of several key enemies of the people.

Upon receiving permission to enter Drapoel waters, the force continued on in their staggered formations until the port was within view. The captains of the combat ships in the 'task group', fell back, letting their ARSB Marine transports lead the way. As they approached the massive dock assembly of the port, they radioed in for dock assignments. As soon as they were received, the ships maneuvered into port, mooring to their assigned positions. These vessels weren't Marine assault landing vessels, for landing on beaches and what-not, but were rather Marine reinforcement vessels and they required a port to dock at.

As soon as the ships were docked and their propulsion systems powered down, gangways were lowered and three dozen ARSB Marines descended from the RNS Commander Stanislav, a Red Squall-class vessel. Following them were three Marine officers, all three in their dress uniforms. With them were six Marine enlisteds, two senior and four junior, all in their dress uniforms. The three Marine officers would be Major General Boris Sedentov, commander of the 5th Marine Division; Lieutenant General Yuriy Komrosky, executive commander of the 5th Marine Division; and Colonel Ruslan Federovich, operations commander of the 59th Marine Engineering Brigade (attached to the 5th Marine Division). The six Marine enlisteds were two senior non-commissioned officers and four junior enlisted soldiers as bodyguards. The other vessel, the RNS Commander Bodechenko, held still at her assigned dock and lowered unloading ramps to begin off-loading the construction equipment held in her cavernous interior.


As the last of the Marines were stepping onto Wonsan's dockwork, an HVC-03 medium transport helicopter appeared in the horizon, escorted by two SAH-24 Marine attack helos. The three helicopters landed atop the Commander Stanislav on her designated helicopter decks. Two men appeared from the interior of the HVC-03, both dressed in their fleet dress uniforms, a bright and unforgiving white each adorned with numerous campaign ribbons, service medals, recognition medals, and achievement medals.

As the two officers descended the gangplank, each Marine, both officer and enlisted, brought up a stern salute for the two officers who were among the most revered in the ARSB. The first down was Rear Admiral Serj Namerov, formerly the captain aboard a Zlatoslav-class guided missile destroyer, but now commander of the 14th Expeditionary Fleet. The next officer was Fleet Admiral Boris Chernavin, fleet admiral of the 1st Battle Fleet, and veteran of two seperate wars. His chest was covered in multi-colored ribbons, silver and gold medals, and campaign ribbons.

The group of Marine and Navy officers quickly moved towards shore and the awaiting Drapoel delegation. As they approached, the Marine and Navy officers spread out with the two Navy officers in the middle. Two yards away from the Drapoel delegation and they stopped, coming to attention and bringing up a stern salute to the delegation. After receiving a return salute, Fleet Admiral Chernavin stood forward, offering his hand to shake to whoever was the 'primary' delegate. As he did so he spoke in his gruff voice, "Fleet Admiral Boris Chernavin, Navy of the Armed Republic of Soviet Bloc."

Comrade Lieutenant Suro, Hero of the Revolution, East Sea Fleet Sub-Marine Defence Force introduced himself to the impressive delegation facing him, and after the briefest of hesitations shook the Admiral's hand. Suro, like most Drapoel, was dark of complexion and slight of stature, around five and a half feet tall. His uniform was quite drab, though he at least wore tidy boots, granted him on becoming a Hero of the Revolution, where many others going about their work or clinging to their weapons around him made do with sandals and bindings about their feet and legs.

"I apologise, comrades, for the absence of equivalent ranks in your greeting, but Admiral Kim Kuro has been out of the country on further procurement business. He should arrive to meet you at the regional head quarters, I am assured."

Suro lead the Soviets to said facility, where in they would be met by the recently arrived Admiral, who would invite them to review with him the state and conditions of the business set to be done between the two nations. On their way to the HQ, the Soviets would have to pass the newest and largest facility above ground at Wonsan. Covered by temporary roofing and camouflage netting, the two massive slips would be hard to miss from the ground, one, Oryonggeo, itself under construction, the other, Yongwang, already hosting its own works as thousands of tonnes of primarily Chinese-origin steel began to betray two hundred and fifty metres of hull.

Through the reinforced windows of Kim Kuro's office one could regard the cranes that were lifting, "sections of the new pipelines for the supply of gas to the harbour and the clean air ventilation of the Wonsan bunker complexes."

Beyond the city, where no foreigner had walked since those Crusader War days of desperate retreat to the relative safety of Quinntonia's Westguaard Line, the famine continued to weigh on the population at large. Further north, the Chinese border remained so secure as ever, the UPA and Banat, on their relatively good rations, policing with deadly force it against the emmigration that fequently threatened to annoy vital Beijing.

With the full deployment of Hudecian troops completed, the Hudecian armed forces began digging in and searching for the ever elusive tunnel systems that had been the undoing of the ROK.

Also, in the chief administrative city of Pusan, Hudecian MP divisions began making sporadic appearances to demonstrate their presence. Hopefully, the self proclaimed leader of S. Hanguk would take notice.

The Admiral greeted his guests quite formally, apparently concerned to finalise business fairly quickly... life in the Republic these days was hectic. Officers and officials in the port were perfectly helpful in accomodating the Soviets and discussing the work to be done on submarine pens, explaining that major public works could be activated to radically alter the harbour or evne carve out a second facility near by if it would better suit the sought Red Tides.


Da'Khiem meanwhile continued to speak vaguely of the on going nature of the famine, accepting aid into tightly controlled facilities such as Haeju's port and airfield.
It was likely that nobody had actually died as a result of the famine, but by now millions were on the brink. The most at risk were probably the tens of thousands of infant war orphans housed in massive camps in the invisible interior or scattered amongst collectives that now lacked some of their productive power, especially near the former DMZ and in northeastern and central western parts of the former ROK, where civilian casualties resulting from Kilean nuclear strikes were especially high.

After being greeted and invited to speak, the ARSB delegates quickly spoke up with the Fleet Admiral leading... "Comrade... I am no naval engineer, however, I have been briefed on what is planned..." He halted for a minute before pulling out a series of dossiers, blueprints, and other official documents. He slipped on a pair of reading glasses as he read through one of the documents. He cleared his throat before continuing, "Alright. Aerial surveys of your port here indicate we can fit three single-submarine pens in the open areas out here. One of those three would be capable of also doubling as a drydock for extensive submarine repair and refit. A series of outer areas allow for two additional submarines to receive supplies, crew, light repairs and re-armament. Or, we could combine the three into one massive facility to house up to four submarines. However, if that was to happen, no dry dock could be placed inside and one would have to be built... Which doesn't appear to be a problem. However, this plan takes up far more room than the first and leaves you with little expansion abilities in your port." He pulled off his glasses and spoke, "So, what'll it be?"

As this was being done, Marine engineering groups began the construction process by carving out areas that would be needed with either decision. Supply officers called for their Drapoel counterparts to haul in as much cement, steel, wrought iron, rebar, gravel, and rocks as they possible could. Diving teams also began surveying the sea-floor to make sure it could support any facility, any wreckage was also removed.

The Marine construction group always carried along enough steel, cement, and other items to allow for at least a small base of operations to be built in any theater, these materials were used to create an initial frame that could be modified later on.

Construction, if it went as planned, would be finished within 3-6 months.

Five minutes ago, two EMPs were set off, within two and a half minutes of each other, against Drapoel air defences. Now, a six plane flight of new H12 bombers roared over Drapoel airspace, not daring to venture too far in.

"Sho Flight, you are cleared for air drop," the AWACS air control officer replied.

"Roger," the flight leader replied. He had thought of this mission as rather hare-brained, a training mission with live munitions and an enemy willing to use them? But he was only a flight commander, so his opinion mattered little to the brass.

"Bomb bay doors opening," he announced. Similar verifications came across from all his planes, by now split up across the night skies.

"Cargo away!" the bombardier yelled.

"LEt's get out!" the flight commander yelled. In unison, six planes closed their bomb bay doors, turned tails, and fled, running at the limit of their supercruise ability.

Another EMP was detonated to cover their exit.

Those over the eastern Drapoel coast would find large, gray pallets dropping from the sky, on parachutes. Once landed, they would discover pallets marked with Korean instructions, telling the receivers to open up the objects and take what was inside.

Inside were ten pound bags of rice, yams, jars of kimchee, even several cuts of beef or pork, plenty of seasoning, wheat and rice seeds (for planting), more kimchee, and a sort of bean paste common in Korea.

Each pallet weighed 500 kg (about 1000 lbs), and if not shot down by Drapoel missile batteries, would descend quickly and be on the ground in one minute.

Admiral Kim nodded several times during the Soviet's assessment, and eventually replied that he thought the former option -that which allowed dry dock facilities along with three main pens- was favoured.

The engineers would find that -while some areas of modern infrastructure seemed to be a little lacking- the manpower made available was apparently limitless. More than that, it was organised efficiently, and its constituents were both willing and able to work flat-out until they dropped, although what appeared to be on-the-job party rallys occured even as materials were hauled and labour was done. Military and civilian officers would read aloud from Comrade Director Secretary Hotan's Student Of The Kuro Revolution as their comrades worked, the labourers sometimes injecting a patriotic, revolutionary, xenophobic, traditional, or militant cry into their work. From time to time an individual worker would vanish without open explanation.

The Islandian aircrews would find themselves first to be confronted by the aircraft probably known to the enemies by name but not sight or specification, as S-5 Ultra Shinden (http://img.photobucket.com/albums/v148/Chivtv/NS1/S5UltraShinden.jpg) scrambled with 30mm aviation cannon, unguided rockets, and in a few cases with DRAR-1 IR-guided SRAAM, but precious little in the way of avionics, certainly no ability to deploy radar-guided weapons or navigate safely over unknown terrain in any difficult conditions, and not even the capacity for supersonic speeds in level flight. Still, they were up in force, their numbers great to begin with and only increased following the EMP events that made high-ranking officers hesitant to scramble more valuable 3rd and 4th generation jets.

They would certainly attack whatever fell from the aircraft, as would optically-guided ground-based systems. The aircraft would at least behave aggressively towards the intruders, though the use of (attempted) deadly force depended upon their reaction to PAAF posturing.

Nb. data provided in S-5 image may not be perfectly accurate, as the image was uploaded in a different climate, when the project was pre-production.

The S-5 super shidens that scramble after the Islandian bombers are heavily documented, or at least the ones that get overzealous in their pursuit are.

Several, upon crossing into international waters, find themselves being photographed by LRRAF MiG-21s out of Sakhalin. They appear quite different from the S-7s, with their redesigned look and better performance, but still bear resemblance with that classic Fishbed frame.

The newest piece of LRR military hardware, the APC-7 T-SEP personnel carrier, is much easier to get a good picture of. The APC-7 is essentially an LRR modification of the SEP-series armored personnel carrier, the tip top of modern APCs. Approx. 55,000 of many variants are in service with the infantry divisions. Dra-pol agents could possibly have even sat in one during a display, or waited for one in traffic.

Also, the MLV-2 truck has been recieved by armored units in Korea, after the infantry divisions got theirs. They are far above Dra-pol truck technology, and are just one vehicle in the motley crue of LRR logistics vehicles. The PTS-M also probably draws attention to itself, carrying large weights across rivers and lakes during displays of the LRR amphibious prowess. CPRD spies probably have also seen stretched Wiesel 3s with Striker-style ATGM launchers, presumably fitted with AT-16 or AGM-114II, or possibly EFOGM missiles (10, 15, and 13km ranges respectively). Several have been delivered to the Korean penninsula.

After the choice was made, the orders were changed and sent to the Marine engineers beginning construction. Now that the design was finalized, serious construction began with heavy machinery and the Drapoel workers providing the muscle to complete the project.


In related news, the ARSB has announced that Drapoel's first (and only?) Red Tide-class SSBN has completed construction. The choice was made to finish a half-built Red Tide-class that had been sitting in drydock for the better part of three years. This SSBN, however, was fitted with all-new electronics, fire control, sonar, and computer systems, giving it a slight edge over the older Red Tides.

The vessel would sit in its assigned ARSB port until the sub-pens were completed.

The LRR logistics ships make regular runs from Magadan, Damogran, and ports on Kamchatka to Dra-pol, carrying tons of needed food aid, as well as seed and agricultural equipment.

In fact, several of the brand-new MT-3 tractors are included in the aid package, bound to be marked improvements over Dra-pol machines.

In Dra-pol, though diplomatic traffic in the state of the famine has abated somewhat, the truth is that the crisis is slowly gaining momentum in spite of aid. This is occuring as stockpiled food finally begins to run-out and the impact of this year's poor harvest begins to make itself apparent.

LRR tractors -named similarly to the UPA's best battle tank, the imported MT-3 Hotan, from Beth Gellert- are probably the sort of thing that will make at least a slight difference...next year. It is unfortunate that spoilt crops can not be healed, new ones grown spontaneously, nor people live a year without food. Today, six people were executed for hoarding, and the UPA opened a new secret bunker off the Pyongyang Unified People's Air Force Base City Metro Line for the stowage of an extra two hundred thousand tonnes of grain.

In seperate news, Da'Khiem unexpectedly announced the immediate release of two LRR soldiers from detention (at Facility 10 in the Drapoel sector of Andong, although these specifics were not mentioned, since Facility 10 "doesn't exist, nor would it do 'that sort of thing' with inmates even if it did exist, which it certainly doesn't"). They had apparently been held since the war, charged with Conspiracy To Commit Acts Of Physical And Mental Terror Upon The Korean People and with Acting Against The Interests Of Korean Unity and similarly of Acting Against The Interests Of The Revolution.

Da'Khiem said it was satisfied that the two had learned the error of their ways and were ready to return to civilisation without threatening the Korean people or the Revolution.

It is quite possible that the soldiers were presumed dead in the back-and-forth tide of battle down the east coast and the nuclear exchanges that later rocked the area, and probably raises questions as to how many further foreigners remain captive, though it is possibly meant as a good-will gesture to the LRR, as no other coalition states have had prisoners returned.

One of the released prisoners would likely be forever that little bit quieter than friends remembered, while the other crossed the border twitching and almost ready to speak of the inhuman sounds originating from behind the doors bearing biohazard markers, and possibly the painstaking efforts at re-education he'd undergone before his premature release.

A fact aside: The S-5 is actually not related to the Fishbed, being an ancestor of the experimental Japanese WWII Shinden piston engine canard fighter. These were later built by Dra-pol, eventually fitted with primitive jet engines, then with more powerful ones and with delta wings as the S-4 which went supersonic and operated guided AAMs (both firsts for the CPRD at the time), and now this, which may actually be a step back from the S-4, and really takes the place of the Fagots, Frescos and such that Dra-pol could no longer easily acquire.

The two returning prisoners are greeted by their families at Magadan airport, and many tears are shed, both of them having been presumed dead.

Of course, the three missing pilots from the Naval Aviation Carrier Wing still have not been accounted for, but the release is looked upon favorably by the LRR government. Most Dra-pol troops captured without injury had been returned a while back, but many wounded of both sides still reside in extensive LRR hospitals.

OCC: Dra-pol, yeah I know what you're talking about with the Shiden. I heard they had major stability problems with the thing, though...or mabye I'm thinking about the XP-48 or something like that.

I was talking about the MiG-21s that I was using to photograph the several S-5s that strayed outside CPRD airspace, and with their primitive avionics I assumed that a few might have.

The Hudecian government has taken the initiative on an issue that has been of great concern to the people of Korea for the last few months.

After the war ended, it was apparent that many families had been separated by the border. We would hope that said families would be allowed to safely visit or contact each other despite the situation.

The Hudecian government requests that Drapol provide a spokesperson to whom the allied governments may address their concerns.
