Vice-Premier Coyotepec sat at his desk, reading a report. It wasn't a particulary favorable report. Much of the population was angry about the terrorist attack on Equality Plaza, the building that took care of the social welfare needs of the people. In addition, it looked like more were to come.

He was ready to call it a day when four Soviet Congressmen of the opposition party walked in. John Kirkland, the Minority Leader began talking "Vice-Premier, I know you and I hardly agree on anything, but let's put our disagreements behind us and work on what is best for our people."

The Vice-Premier was already getting annoyed, but he said "Alright, go ahead."

John Kirkland then stood upstraight. "Well, we know the attacks and impending coup will not look well to our people or the International Community. It seems more then likely another attack will completely stop our system. We don't want that to happen, so we propose that the government create a secret agency to destroy possible rebellions, coups or whatnot. It is called the Internal Security and Protection Agency, ISPA for short. We want you to authorize it."

Without a bit of hesitation, Coyotepec said "No, this is too authoritarian.

The Congressmen looked at each other and said "Too bad then, under Article 229, the Soviet Congress approves of the bill to create the ISPA by a 260-0 vote."

Irrate, the Vice-Premier knew what John Kirkland meant - The Soviet Congress has bypassed the Premier or Vice-Premier's authority because they had a unaminous vote. It was the first time ever.

"You only have one choice...Will the new organization be under the Federal Government's command or will it be under the Aztlan Intellengence Agency?"

The Vice-Premier looked at him and said "You can go to hell. If I must choose, put it under the AIA's control, I don't want any of the corruption involved with the government."

Smiling, John Kirkland said "Very well."

With that, the ISPA was formed.

Hearing reports about the changes in ANL, and the good possibility of more to come, President Maybury felt he should offer some aid.

"Hey Asherman, can you get me on the phone with Vice-Premier Coyotepec of ANL? I've got something to speak to him about."

"I'll go do that now, John." says Mr. Asherman, rushing to his desk to get Coyotepec on the phone.

The Vice-Premier was at his desk, angry at what has happened. "What the hell was Congress thinking when they superceded my authority and the authority of Premier Quetzalcoatl? Although the Premier was busy at a conference, they still should have brought it up to him.

The phone rang...it was the International Line.

Coyotepec was hesitant to pick up the phone. He didn't want to deal with some "nübe" nation declaring war, nor did he feel like dealing with some international crisis. But, since he was the highest official in the building, he had to. He picked up the phone:

"Hello, this is Vice-Premier Coyotepec, Aztec National Leage..."

Location: Veracruz

The blue ocean lapped onto a tan line of sand, seperating it from the jungle of concrete, adobe, glass and greenbelts that is Veracruz. The sun shined brightly on the city. It was a beutiful day.

However, down the main throughfare of the city, 4 Military grade vehicles rumbled down the road, heading towards on of the manufacturing plants in the industrial part of the city. All the cars swerved out of the way of the trucks, as they weaved in and out of traffic, not yielding for any stoplights.

They reached the manufacturing plant, smoke rasing from it's smoke stacks. As soon as the trucks stopped, 150 armored men stepped out, armed with TZ-39s, the same assult rifle as the Jaguar Warrior Infantrymen, the ANL's elite Army Core uses. Their flak jackets had the ensgina of the ISPA. The men move off to the side, making way for one of the trucks. The truck got into position, the driver guned the engine and drove towards the wall of the building. Like a bullet through glass, the wall of the building collasped into nothing, the truck reciving no damage.

The 150 men ran into factory, yelling out "FREEZE! PUT YOUR HANDS UP AND GIVE UP!" Several of the factory workers immediatly put their hands up and were promptly arrested. However, some of the factory workers hid from the ISPA Officers and as soon as they could, began to fire AK-47s at the ISPA officers. The officers took cover and returned fire. A assult rifle battle ensued...

Within 10 mintues, the ISPA officers were victorious. The factory workers that decided to fight were quickly overwhelmed and when they lost 5 out of their small army of 20, they decided to give up. They were arrested with the rest of the factory workers and driven off to an interorgation center. The other ISPA officers raided the factory, taking all the files and personel files. After they were done, they loaded up back into the truck and drove off to the command center, where they would wait for their next task. The factory that was raided would be repaired and new crews would be placed to operate them.

That day, the ISPA raided 7 sites in the ANL, all in similar fashion. Over 500 people were arrested, charged with conspiracy to commit treason or assisting treason and interorgated, 123 were cleared of all charges immediatly, within the next day, 63 more were cleared. The rest are awaiting trial.

NEWSUPDATE!

Within the first few days of the ISPA being operational, much of the internal security problems in the ANL have begun to diminish. About 2,000 arrests have been made, 934 people have had sufficent evidence bought against them that they are going to be charged with a crime or crimes, namely Attepting to or partaking in Activities to Undermine the Soverignity of the Union (Treason) or charges of supporting or partaking in Terrorist acts.

If found guilty, they will be sentenced to 35 years at a prision performing hard labor. After those 35 years are up, they will be incarsertated in a maximum security prision until a judge paroles them. Since the death penalty is banned, their will be no executions.

In addition to the recent crackdowns in the ANL, one anarchist party is being presured to shut down, while two anti-communist parties have been shut down. The two capitalist parties seem to have connections with anti-communist terrorists in the nation. Also, several drug trafficing rings and illigitimate buisnesses have been busted and non-nationalized, legitimate buisnesses have been investigated. So far, most of the buisnesses have not been found to have ties with terrorists.

Premier Quetzalcoatl just released this statement:

"The Soviet Republican Party's blatant defiance of the ANL's beliefs is disgusting. They first circumvent my authority and the authority of the Vice-Premier. Then they set up a police organziation that could possibly be perverted into a fascist organzation, then they don't even bother with monitoring this organization's activites. Yet, considering how the ANL's internal security was is a dismall mess, plus the fact that a terrorist organization is dedicated to overthrowing the ANL government, it seems that in these times, we must accept such an organization. I will allow the organizationm the ISPA to exist, but it's activities will be monitored, to make sure human rights violations and illegal activities do not occur or go unpunished."

The ANL has offically banned the Nazi party from being able to run in any elections. The Nazi Party was the least political party in the ANL, so not much reaction is expected. Part of this was due to the fact that the Nazis were contributing to the rebellion now deceased rouge General Azhultan had been planning that has now been crushed by forces other then the ANL military. The AIA or ISPA won't reveal who crushed the rebellion.

In addition, Veracruz University Professor Dundov has been arrested and is awaiting charges of treason and assisting the terrorist organization being led by now deceased rogue General Azhultan.

Also, the ANL is beginning to ask that all fellow nations send information about incomming passengers. Also, the ANL is placing armed ISPA agents on all Trans-National Airlines and Aztec Airways.

Finally in this news update, several Jaguar Warrior Infantrymen have been sent on seek and destroy missions, aiming to destroy any bit of terrorist resistance. AIA and ISPA agents have been dispatched to the main rebel bases to investigate and try to find any financial or political ties to the terrorist organization.

NEW LAW IN EFFECT:

Following the terrorist attacks in ViZon, the ANL is implementing a new law to try to minimize the possibility of an ariel terrorist attack. All planes traveling within the ANL must keep regular radio contact every 15 minutes with either a ANL miltiary base or a ANL airport. If radio contact is not achived within two 15 minute intervals, military escorts will fly along side the plane and request it land immediatly. Planes will not be shot down unless if they pose a threat to ANL security. Even in that event, firing upon the plane will be an absolute last option.

In addition, domestic flights are required to file a report, detailing the flight path, the time of departure and ETA to the destination airport within 30 days of the flight with the ANL government's Air Traffic Board. International flights are required to make flight plans with the ANL government's Air Traffic Board within 25 days of travel. All reported flights will be allowed to fly in ANL airspace unhampered, aircrafts not reported to the Air Traffic Board will not be authorized to fly in ANL airspace and will be escorted down to the closest ANL airbase and released as soon as:

-if a ANL citizen, after being questioned and deemed not a threat
-if a foriegn national, after the government of the national is notified and asks for the return of the citizen.

Hell, might as well legalize torture too. Relax some of the laws, breaking in into random houses? Geez you're as bad as a conservative, I though socialists were supposed to give the people happiness. Instead you're making them more scared then a Jew in a skinhead rally. Now I am asking you, as a friend, to loosen these laws. I mean, constant contact every 15 minutes? I can imagine what would happen if the pilot spilled coffee, I wonder if you'll ban pencils inside airplanes too? Hell that's the way I see it going... by the way, there's terror everywhere, doesn't mean it's going to hit you too.

The Vice-Premier read the response from TIOR. It was quite suprising, if not a little disturbing. He had read the reports about possible human rights violations, and he wanted to get to the bottom of this.

It has come to our attention that the ISPA is conducting it's investigations with too much authoritarian powers. In addition, I believe our new airline guidelines are too restrictive. I suggest we change them and make them more relaxed.

-NEWSBREAK-

The Federal government has made a sweeping change of several of the anti-terrorism laws. Although some people believe this was purely a partisan move, the laws will be changed immediatly. The following laws have been changed:

-In the new aviation law passed today, aircrafts were mandated to report in every 15 minutes. This is no longer the situation. Aircrafts are no longer needed to contact any government agency unless, and are only required to keep in contact with air traffic control when executing a landing or take off procedure. The only other case of a plane having to keep in contact with both air traffic control and the government is in emergency situations. However, aircrafts are still required to file the flight plan with the Air Traffic Board within 30 days of the flight.

-The government was granted the ability to break apart any political party it wished if there was conclusive evidence that they were supporting terrorists. This law is no longer in effect. Instead, the government can only prosecute the individual party members that are contributing to terroristsm but not shut down the party.

-The ISPA was authorized by the Soviet Congress to wiretap the phones of anyone they saw fit. This has been overturned, and the ISPA can only do wiretaps if it has a proper warrent to do so from a Superior Court. A warrent can only be issued if conclusive evidence is brought up.

-In the referendum to form the ISPA, the ISPA was allowed to do seaches without a warrent. Now, the ISPA must obtain a warrent from a Superior Court. A warrent can only be issued if conclusive evidence is brought up. Any search that is performed without a warrent is considered illegal and void.

-Several government loopholes were closed, too. The Referendum to form the ISPA was passed without authorization from the Premier or Vice-Premier. This was because their was a law saying if it recived a unaminous congressional vote, the bill would automatically pass. That loophole was closed, and all bills have to be signed into law by the Premier or Vice-Premier. The law that allowed the Premier and Vice-Premier to re-write the anti-terrorism laws was also closed.

In addition to these laws being re-written, three new laws have just been enacted.

-The AIA and ISPA must report all of it's activites, domestic and abroad to the Federal Authorities and Congress. In addition, the AIA and ISPA must get Congressional Approval before starting any mission. This also means the AIA and ISPA must comply to all UN laws, most notably the Fair Trial, The Universal Bill of Rights, Due Process, Wolfish POW Convention, End Barbaric Punishments and Definition of a Fair Trial UN Resolutions.

-The ANL Military can not take over resposiblity for the government, even in times of emergency and/or martial law. The ANL Military must remain at the control of the ANL Government.

-Despite all the other changed, the Congress and Premier have authorized a bill to create a program like the National Gaurd. Called the Civil Defense Systems Act, it asks for voulnteers in between the ages of 20-40 to assist the military in times of crisises, considering that guns are and always have been banned from civilans. The Civil Defense Gaurd will be armed with lower grade weapons then what the miltiary use and will only be activated in times of crisises. The ANL government is considering making a Coast Gaurd, also.

"We were definately disappointed to see such a strong member of the civil rights endorsing community give up their ways for more authoritarian policy, but it appears that Premier Quetzalcoatl has got his countries's minorities under control. While being a small nation, Portuglan's support of Premier Quetzalcoatl's choices are in full effect and Portuglan wishes to see more nations follow in the Aztec National League's footsteps
