USSCR Needs Oil

Moscow, USSCR
Inside the Press Room

The crowd of mostly male reporters waited in anticipation for another juicy announcement from the Premier. Last week there was a media circus over the handing over of the Caucaus region. Tabloids reported the USSCR was being blackmailed. Loud talking hushed to whispers as the security guards filed into the room with top advisors. Whispers gave way to silence as the Premier of the USSCR stepped to the podium. Something new this press conference, the video media was allowed to attend. Cameras were all over the place, and many international stations were seen. Apparently this would be an international statement.

"People of the United Socialist States of Communist Rule, people of the International Community, and those scum who pirate off our radio waves: Dobriy Dehn," the Premier waited for the chuckling to end, "I have came to this press announcement with a request concerning the future of our great nation.

"Recently, the Caucas regions were given to the ARSB. I am now announcing that this transaction occured mainly as a security measure, preventing a Mediterranean landing of troops in the event of a war."

The room was filled with the sound of scribbling.

"However, the end result of this safety measure is the lack of oil coming into the USSCR," the Premier clasped his hands behind his back, "Currently we have a deal with the ARSB for 572,500 barrels of oil per each C-130 variant that we have been forwarding from the Dominion of Zokk.

"This is not enough. We are looking to purchase massive oil fields in another nation."

Whispers filled the room, momentarily. Pens clicked, pencils broke.

The Premier pulled out a notecard, "To those nations that are willing to allow us to purchase their oil fields, we require three things.

1. Complete and uninterrupted access to our oil wells, refineries, and storage tanks.

2. The ability to construct new facilities on said acreage of land purchased.

3. The land purchased will be considered USSCR soil, much the same way an embassy functions. We will have troops stationed, security vehicles, and private communications. Any foreign encroachment on this territory will be considered espionage unless invited by the officials at the facilities."

The reporters had fire in their pants, waiting to jump up and ask questions.

"The USSCR is willing to spend vast amounts of money to secure the nation's oil-driven future. That is all."

The Premeir walked off the small stage to the disappointment of the reporters, who had to listen to the Minister of Agriculture drone on about the current cost of oil, and what it meant to USSCR citizens.

OOC: I will ask that all offers be made in an IC fashion, please.

I produce over 50 million barrels of oil per day from Mississippian Libya and Mississippian Egypt. I also produce over 20 million barrels per day from my North American possessions and Mississippi herself.

I have a large stockpile of oil. I will sell you 500 million barrels of oil at the price of 20 dollars per barrel. Deal?

The USSCR is looking to buy actual oil fields if possible.

Further, we do not recognize your holdings of Egypt/Libya.

The Federation has several oil-fields in our agricultural provinces that have since been abandoned as we have abandoned fossil-fuels for alternate means of energy.

As we have no real use for these fields, consider this an invitation to drill our land.

Provided the most recent surveys are correct, you are looking at about 14,000 acres of unused and unihabitated land.

OOC: Not really sure about the price of all that. Consider this an opportunity to take advantage of me!

Novvis Atlantis, The USSCR is interested in the approximate geological location on Earth as well as the price you would be asking for.

Weapons-Tech incorp, the offer is interesting, and will be looked at if we cannot acquire oil fields of our own.

The Federation of Novvs Atlantis is located in the mid-Pacific in the region of Atlantian Oceania.

OOC: I'm not really sure where my region is in the real world. But I'm going to go out on a limb and say mid-Pacific along the Equator.

I'll also say that Atlantian Oceania (my region) is significantly larger than Australia.

Unless you're doing it on purpose claiming extraordinary amounts of oil, 20$ per barrel is insanely cheap..

The geographic location is acceptable to the USSCR. We are now asking the price for the acreage?

we sell ours so cheap because we ran the numbers and if we sell that more barrels at cheaper prices you will sell more.

We're trying to do what OPEC likes to try to do, flood the world with cheap oil so they don't attempt to find alternative sources, it also makes them dependent on the oil. The OPEC nations actually sell the oil at decent prices, but the US Oil companies really jack up the prices (They recently declared record profits, so they are obviously gouging) In 1990 Iraq wanted the oil price to be 25 per barrel, Kuwait wanted 18 per barrel. Iraq accused Kuwait of "flooding the world with cheap oil." Kuwait was able to produce oil cheaper than Iraq, and Iraq was being forced to sell oil at costs that were not beneficial to them.

I don't mind selling at 20 per barrel. I've sold for 6 per barrel before. It's also a diplomatic maneuver, makes me popular. :D

I'm thinking of late when the Russian oil giant threatened to go on strike, leading to the fantastic raise in gas prices this week.

The Federation unsure of the value of oil fields trusts the USSCR to make a fair approximation of the price per acre.

:Qvaestor Aemilia Avrelia Lvcilla

OOC: As I said, take advantage of me if you want, I have no use for the oil, and we can use this as a way to strengthen our diplomatic ties.

The USSCR will purchase the land in Novvs Atlantis for approximately 42,000,00 USD. However, as an act of good will we will commit an extra 8 million leading to the 50,000,000 USD payement.

Note: This figures concluded off a 2003 median price per acre of land.

Should the Government of NA find this acceptable, we shall begin shipping men and material immediately.

Two weeks prior to this day, a plot of land in the northern region of our nation was discovered to hold crude oil. As our nation has more than enough resources at present, we would be more than willing to sell this 4,850 acre plot of land for, say, as low as US$8,000,000. In return, we wish only to become better allies with your esteemed nation, and perhaps set up other trade networks.

Our only condition is that, considering this land will be surrounded by our Azunan land, you allow inspectors to check that there is nothing that might bring conflict, or raise questions (ie weapons production, military training, terrorist training, and most other activities not included in the process of obtaining, refining, and shipping oil). This will perhaps be an annual check, and will be more to please the more paranoid citizens than to actually fully check, as we trust your intentions to be honest.

The area is almost completely uninhabited, and you will run into no trouble with any of our countrymen, as our nation is rather devoid of radical groups.

EDIT: OOC: I see you already acquired land. Oh well, the offer still stands.

Both offers accepted. Men and materials are shipping immediately.

Estimated production from these territories: 500,000 barrels per day.
