I know it's a dumb question to ask but how do I send money when I want to buy anything? And the amount of money I have to buy military equipament equals what percentage of my defence budget? Thanks in advance.

There is no actual system for that, no actual button to press. It's all roleplay, or story telling if you prefer.

You have as much money as other players will accept that you have. You send it by posting that "the money has been wired" or some such similar thing. Just make the amount reasonable based on your country. For example, a small country with 10 million people is not going to have 300 Billion to spend on 110 fully loaded aircraft carriers.
