"Earlier today, Lieutenant-General Fusaturo Teshima, the Tokarev Minister of Economy, Trade, and Industry, announced that Osaka International Seaport will be opening to foreign investment soon.

What this means is, foreign powers will be able to purchase different subsections of the Seaport, and they will recieve all the retinue from that particular section of the port.

The entire Seaport consists of twenty ports. Each port costs 100 billion dollars to purchase. A nation may name the port it has purchased. Each port contains seven cargo terminals, one passenger terminal, two logistics terminals, three oil terminals, and six transhipment hubs. Every year (approximately 1 RL week) a total of 347,694,200 tons of cargo will pass through a port, of which 206,447,500 is in conventional, 123,374,700 is in oil, and 17,872,000 is in other forms of cargo. This produces a yearly profit in excess of 121.6 billion dollars.

At present, representative nations are responsible for security of each individual port, though I must note that Osaka itself is protected by an elaborate defensive system, you can read about it in this thread:

The Osaka defenses should be sufficient, and I'm sure members within the Seaport will be respectful of their neighbors in this matter. I'd hate to see a conflict happen within the confines of the seaport.

We have a major naval base at Osaka and close to 400,000 troops in the surrounding locales. We will intervene to prevent conflict, with force if necessary (as strange as that sounds :)).

If during a time of war between two nations that share ports here, Tokarev will close both ports to any military units that they may send.
