It is with great sincerity I convey to you, our neighbors in the North Pacific, the utmost importance of our non-agression attitude as our great nation begins research on the use of inexpensive un-manned aircraft. These aircraft are being STRICTLY designed for coastal surveillance scenarios in order to compensate for our lack of manpower in the armed forces. Each aircraft is unarmed and will not enter your soverign's airspace, as per our disclosure of non-agression.
