It was the heart of rush hour in Torcairn. Millions of people jammed onto the city's rapid transit sytem to get them to work for the day. Torcairn Central Station was located in the heart of the city's business district. Over four million people pass through the station every morning and evening, making it the busiest station in the nation by far. Everyone seemed to be rushing around. Torcairnians always seemed to be rushing. However, there was one man who seemed to be in no hurry at all. He was dragging an oversized duffel bag along the station's concrete floor as people trotted past him.

"Hey chief, get the fuck out of the way," yelled one man who was talking on his cellular phone as he walked at a brisk pace. "Fuck you too, go shove the phone up your ass and enjoy life," the man with the said with an eerie smile. On the other end of the phone, "Heh. George, what's wrong?" He replied, "Some loser on a phone carrying this goddamly enormus duffel bag." Suddenly, there was a loud boom and the connection went dead. "George? Hello George? Stupid modern technology. The world worked so much better without it." He hung up the telephone and walked over to the television.

The man from the telephone sat down and turned on one of Torcairn's most popular morning news shows, "Good Day Torcairn." As they wrapped up a section on cooking, the anchor put a finger in his ear and looked off to the side for a brief second. "We have breaking news coming in from the downtown business district. We are recieving unconfirmed reports that there was an explosion in Torcairn Central Station moments ago. Please stay tuned with us for the latest information on this breaking situation." The man walked over to his window and looked down into the street where he could see Allen Avenue, a main artery heading into downtown. He saw police car after police car whiz by. Fire trucks were rolling down the avenue doing about fifty miles per hour. The thick rush hour traffic was no bother, most of the emergency vehicles were driving on the wrong side of the road. He scratched his head and walked back to the TV, where the picture broke off and turned to a black screen with the message, "National Emergency Broadcast System." The following message rolled across the screen, "This is an actual emergency. The NEBS is being used to warn you of a dangerous situation and to get you the most updated information possible. This is not a test. This is an actual emergency broadcast. Do not change the channel. Stay tuned for more information."

He heard a voice, "This is an official message from the Governor of Torcairn, Veronica Niemens. Approximatly ten minutes ago, there was an expolosion in Torcairn Central Station. As I speak, members of the Torcairn Fire Department and Torcairn Regional Police Department are conducting emergency operations at the station. Until such time that the government can get the situation under control, Torcairn is in a state of emergency. All pubic transportation is suspended until further notice and sections of the MajWay are closed to traffic. I advise all people to shelter in place and avoid central Torcairn to allow emergency services to operate unhindered. Thank you and God Bless. As soon as more information become availible, the NEBS will be reactivated."

The picture then revereted back to the news desk and the anchors.

After being woking up from a very busy first day President Davis of The Democratic Republic of Dhabi was rushed to his office. When we arrived his staff as waiting for him with the TV on showing the smoke comming form a crater and shwoing that that use to be a subway station. The Pesident sat down in his chair and said what can we do he was informed. He picked up his phone and called up over 150 troops and some medical personal from surrounding citys to be flown to Majesto as quickly as he could. He also made a call to the leader of Majesto to tell him help was on the way and that he is really sorry.

President Davis, I ask that you recall your troop detachment as I cannot except them. Although the nation appreciates your gesture of good will, the Torcairn Regional Police Department has the situation under control at the moment and foreign troops would only alarm the people. However, your medical personnel are greatly appreciated.

After reciving the call from Victor Ambrose the troops were recalled the President replaces them with doctors and tells Victor Ambrose that his country will accept any people that are wounded if the hospitals are under satffed.

*Downtown Torcairn, Torcairn Central Station, News Briefing With Patrick Hastings - Chief of the Torcairn Regional Police*

As the chief waked over to the mass of reporters, he had to turn his head down to the floor to shield his eyes from the camera flashes. "Ladies and Genetlemen, as you are well aware, about fourty-five minutes ago, there was a reported explosion in the station. A few minutes ago, the TFD (Torcairn Fire Department) declared the situation as under control. However, the repercussions are dire. Right now, the count is that there are about four hundred fifty people who died in the explosion and another seventy five that died in the stampede out of the station. Furthermore, another three to four thousand are being triaged for injuries ranging from broken bones and scrapes to burns and smoke inhalation to shock." He rubbed his eyes and cleared his throat. [i]"As we speak, Fire Marshalls, Bomb Technicians, and the cities finest detectives are combing the station for clues as to what set this off. Also, members of ISA (Internal Security Agency) are on their way to the scene. Now, are there any..." After a loud noise, the picture went dead. However, a news chopper covering the story caught the whole incident on live television. Three garbage cans simulatiously exploded in the area. One was located next to the police chief, one was 75 yards from the front door of the station, and one was a located on the far corner where a crowd of on lookers had gathered.

I was just informed of the deadly attack that took place. I hope that you will accept our deepest sympathy. We have a detachment of Doctors, Nurses, Engineers, Rescue Workers, and Supplies ready. They are all civilian of course, i do agree with foriegn troops alarming your people. Foriegn help by civilians just shows that there is still unity among the world. I will give any money, food, or any needed supplies you need. I also have a team of our governments finest investagators, that will be more than happy to work under the supervision and direction of you glorious police forces.

In the Command and Control post at the RN/WTI Complex located south of Torcairn, Lieutenant Admiral Edgar Vance stood looking at in coming information. It was Lt. Admiral Vance's job to ensure the security of the RN/WTI Complexes in Majesto as well as the security of all Hamptonians living in the Great Autocracy.

"Admiral, we have received postive information reports...another bomb has gone off. Indications show that local emeregency response teams have been decimated." an Ensign reported to Vance.

"We still have 11 of our people we can't find. From the log out entries and their tracking braclets, they should have been in the current 'dead area'." Colonel Wallis, CO of the 221st Royal Police Battalion, said over the loud hum of the Command Room.

"Order all our facilities to close and secure all points of entrance and exit. Get all our people back on base and Colonel,"Vance says while turning to Colonel Wallis, "ready your men for possible deployment.

Everyone else, you know what to do."

With that Colonel Wallis left the Command Post to gather his Battalion and Lt. Admiral Vance ran off to the Communications Center to get a message off to the Majestoian authorities.



Official Communique from the Office of Security Operations, RN/WTI Complex, Torcairn South

We have been monitoring your current situation, with the very recent explosion at the disaster site, it is doubtful your local emergency response teams can handle the influx and reestablish order. I am detaching, at your acceptance, the 1,500 men and women of the 221st Royal Police Battalion to assist at the disaster site.

If you do not wish for regular Royal Police Officers, the 221st Royal Police Battalion will detach their 5 Medical Assistance Companies totaling 500 doctors, nurses, and medicially trained assistants. They will be able to set up on-site triage and medical centers to help those that need it most.

Additional, the Newport Class Guided Missile Destroyer HNS Gullible and the Mercy Class Hospital Ships HNSS Blue Cross and HNSS Kaiser are being sent to from this facility to assist the recovery effort.

Our men and material, once accepted, will be available for deploy and should reach the disaster sites within 1 hour.

On a separate, but related note, we have lost contact with 11 Hamptonian Citizens. They are officially considered missing. Any information or assistance you could provide us would be most welcomed.

Lieutenant Admiral Vance, first of all, let me assure you that we will do everything in our power to locating the missing Hamptonians. If we do locate them, we will contact you as soon as possible. Secondly, the hospital ships and missile destroyer are most greatfully appreciated. We also appreciate your donation of Royal Police officers. However, we ask that you send one hundred fifty officers along with the five Medical Assistance Companies. At this time, we would use your officers to man the MajWay blockades so our officers may be freed up for more important tasks.

Lieutenant Admiral, the Great Autocracy thanks you for your concideration in our time of need. Your assitstance is most greatfuly appreicated and will not be forgotten.

Governor Niemens, the three ships are already on their way. Helicopters from the Blue Cross and Kaiser are fly toward the disaster area as I am writing this. The 5 Medical Assistance Companies and the requested 150 Royal Police Officers are being dispatched immediately and should arrive on station in less than a hour.

Colonel Hubert Wallis, CO of the 221st Battalion, will lead the force and will report to the necessary authorities. Any further requests for assistance should be funneled through him.

We deeply appreciate your dedication to finding our lost personnel.

Dran, Head of Kozake Intelligence walks into his office with 2 of his top advisor’s "Fuck, How could this of fucking happened? How in HELL did they know our agents were in the area?” One of the advisor's, Anthony, spoke up "All the information we currently have leads to nothing conclusive, it may have had nothing to do with us". Dran then asked "How many agents were on this mission again?, and how in hell are we going to break it to Majesto that it may have been our operations that have killed there citizens?, and if it was not related to us, then why was is soo close to where the operation was being run?, Hell the attack was almost dead center! Explain that!” Another Advisor, Josh, spoke up "We had approx. 12 agents working on the operation, and 10 of them were in the vicinity when the explosion happened, Only 1 of the 10 have reported back in to HQ..... from the hospital, the rest are presumed dead.", Anthony also spoke up "We are also contacting the Majesto Intelligence office now, and I know this probably won’t help you with the fact you may have lost your son from this attack, but we don't know if it was the terrorists we were after or not yet"..... Dran collapses into a near by chair and breaks into tears.....

All of Kozake grieves for Majesto’s lost lives from the recent attack. Due to recent information coming from sources within the government, they have led us to believe Kozakes activities in the area may or may not have caused the death of many Majesto citizens, because of this, Kozake is offering the Majesto government an aid package worth over 640million zokate's (aprox. 300million USD)we also have 3 fleets of troops and medical staff awaiting orders, each fleet consists 50 troops, 150 Doctors, 90 Royal Disaster Control Response team members and 10 Royal Police officers. All of Kozake grieves your loss, and is willing to help in any way possible.

Kozake: The post (although very nice) is ignored. This is one RP out of about two or three that help lead up to something with another nation and it sort of has a set ending.

Deep from within his command bunker, the Most Supreme Dictator prepared to go on camera. About twenty four hours had past since the explosion in Torcairn Station and the situation was well under control. Luckily, the night had been quiet and the government regrouped. Someone yelled out, "Ok Dan, you're on in 3... 2... 1... GO!" All around the nation, the Emergency Broadcast System broke into programming for the imporant broadcast.

"Greetings fellow citizens of Majesto. These last twenty four hours have been some of the most troubling in the history of the nation. The blast in Torcairn Central Station killed 503 people and injured thousands. The secondary blasts killed 496 people, mostly emergency responders, including Patrick Hastings, the 26 year veteran and 5 year chief of the Torcairn Regional Police. Throughout the night, the Fire Marshals of the Torcairn Fire Department, the Bomb Specialists and Investigators of the Torcairn Police, and Special Agents with the Internal Secuity Agency conducted an inestigation." The dictator cleared his throat. "It is believed that the bomb originated in a duffel bag and was constructed using lawn fertilzer and diesel fuel. The secondary explosive devices were pipe bombs. Also, we have traced the duffel bag back to a one Jeffery Addington of Torcairn through the use of dental records and DNA." After a pause, "At this time, it is believed that these explosions are the work of a group called Democracy Now, a small, dedicated group of people determined to establish democracy in Majesto, of which Mr. Addington was a member of. The Internal Security Agency has launched a full scale manhunt for members of this rebel organization." The dictator looked down at a paper, "Finally, I must discuss the important topic of security with you all. Ever since the blast, public transport in Torcairn has been suspended and the MajWay has been closed in Torcairn. The entire Torcarin Urban Area has been under Martial Law and Curfew. Tomorrow morning, Torcairn transit facilities will open as usual under tight security. Please anticipate delays. The MajWay will also reopen under tight security. However, all four of the nation's urban areas are under a curfew of eight at night to six in the morning. During those hours, martial law will be in effect. If we uncover any more information, the NEBS system will be reactivated once again." The dictator smiled. "I will keep the people of the nation, especially the recently deceased, in my prayers. I ask that you do the same. Thank you, God Bless, and good night.
