Report To The High Priest of PDB

At roughly 1800 Professor Johan Dundas sent our administration the following memo:

I've done it! After years of research I have developed it! I have to get more money to develop further! I can managed to correctly configure a synaptic disruptor that will work on rats!

We sent a team to investigate his claims. Sir, it is true that he can control the rats. This could be quite a discovery. We could use this technology to help clean up our war-torn nation. It is a device that he places on their heads and it disrupts their synaptic responses. We could easily find breaks in water lines, oil lines, an infite number of uses.

There is an issue though. The device cost him $20,000 to configure. While relatively inexpensive, it will take quite a few of them to impact our recovery.

I am requesting you increase the funding and staff of this facility.

Well, it looks like we have a large decision to make.

Do we almost fully cut our defense budget to help rebuild?

After days of arguing and deliberation, the counsil of PDB has decided to focus most of it's resources on the development of this new technology.

Military spending will be cut down to the bare minimum as scientist build more of these devices.
