On behalf of President Stanton, I take great pride in composing and sending this memorandum to the various Forign Ministries and State Departments across this world. The Democratic Republic of Triancia would like to invite other nations in setting up Embassies and/or Consolutes in the Jospeh II Federal District, in order to furthur relations between Triancia and other countries. We ask that, when you respond, please tell us how this embassy should be contructed, the staff/para-military/military force attached, and the name of the Ambassador or Consul you will place here. We will then approve the arrangment if nothing is amiss. I look forward to your responses.

While the Government of Triancia is somewhat concerned by the Fascist Confederacy's actions inside it's borders, we always wish to estiblish better diplomatic relations with our nieghbors. Our Federation is for our region, our only bind is that we vote on all regional descisions and no descision may be made concerning law within our countries boundries. Our main goal is mutual support.

The Regional Consul would represent all countries within our Federation as a whole, however they are allowed to seek individual consuls for thier own governments, Our Regional Consul would be for you to talk directly to the Federation

Political Parties are only allowed at the local level in our country, The Emperor is selected by birth right and no political party is allowed control over imperial or forien matters of state

Ah, I see. Well, though I find this Federation interesting, I must decline to join it. But I will form a pact, an alliance with New Goudland. The terms are as follows:

-If either nation is in need, the other will supply the need.
-If either nation is in an unjust situation, the other is strongly encouraged to help in anyway possible.
-If warcrimes against one allie, to another (Fascist Confederacy to New Goudland, or any of eithers allies) are found (Note: Allies were stated, not races, species, etc.) the doer is to be dealt with.

If New Goudland agrees to these terms, the alliance will be legally confirmed. Have your President sign.

If this is acceptable, a labor force of forty (40) laborers, ten (10) engineers, and one (1) master architect will be sent for the construction of His Lordship's embassy. Supplies for the construction of the embassy will also be provided for. Upon completion of said embassy, our diplomat, Ms. Jessica Spade, will be escorted by fifty (50) royal guards, who will, upon arrival, act as personal guards for Ms. Spade, as well as for guarding said embassy.

The United Sovereign Nations of Southeast Asia has heard most noble tales related to the Federal Kingdom of Triancia via our relations with the Democratic States of Wingarde and the Federation of the Vuhifellian States. However, prior to that, we received a positive first impression of the Federal Kingdom because of our observations of a state that we have long known and respected (if my memory serves me right, this name should be familiar and bring on a smile), the Grand Duchy of Van Luxemburg.

However, the cause for formalizing relations between the United Sovereign Nations and the Federal Kingdom did not come until our debating sessions of deployment a helicopter division on the Van Luxemburg-led faction of the so-called "MILEX 2006" exercises. Thus and as such, the Parliament of Southeast Asia is at the moment debating on an ambassador to the Federal Kingdom.

In the meantime, this is our first proposal for an embassy in the Federal Kingdom of Triancia:

We feel honored that our friends in Wingarde and Van Luxemburg have given you such a favorable impression, and promise that is has not been given out lightly. Triancia is a nation of strength, of vibrancy, and its people dedicated to the cause of liberty and peace. From what we have heard of Southeast Asia, you are the same. We agree to all conditions set forth, as they are prudent and fair, taking into account both diplomatic capabilities and the defense of the citizens of the United Sovereign Nations. You can be sure, though, that it will be unnecessary: Triancia maintains strict adherence to the rights of Embassies and Missions in the nation-state system.

The State Department has procured a lot for you on Embassy Row in the Joseph II Federal District. While the structure at the address presently should fit your needs, you should feel free to make adjustments based on the needs of your envoy, so long as it does not violate city building ordnances. Furthermore, we would greatly appreciate the detention and use of non-lethal force against any intruder that does not threaten your staff. We must ensure our citizens and other international guest that we are all people who uphold the value of a human life.
