VII. Armament:
Main Cannon:
(VHT-2)


1 x Rheinmetall M2014 105mm liquid-propelled smoothbore cannon, extending from the arm-shield in Tank mode. It may be used in Battloid mode, though it is rather unwieldy. The ammunition feed is automatic, sustaining a rate of 25 rounds/minute, or even faster for short periods. The cannon arm stores up to 30 shells without reload, and another 30 can be stored in the other arm-shield, but must be reloaded by hand. Enough liquid propellant is carried for 65 shots. The mix of shells is mission-dependent, but a typical anti-mecha load-out is 30 FSDS-TU, 10 HESH, 10 MPAF, 5 MAPHE-SG and 5 Smoke rounds. See the addendum for full shell listings.
The maximum effective direct-fire range is 5.6 km for the FSDS-TU round, and slightly less for the HESH round.

Development:
The Hovertank was developed in reply to the specification in 2000 by the UEG High Command directive for a new ground scout vehicle to replace the Centaur Veritech tank then in service. The commanders of the RDF Army drew up the specifications for a scout mecha with far superior mobility over the Centaur, but also with the firepower to engage any Zentraedi mecha, or even mecha more heavily armored than those of the Zentraedi. The latter was drawn with one eye to the internal politics of the Earth itself, and the VHT was from the outset intended to be capable of dispatching all Terran tanks and other fighting vehicles. In addition, the design was to have an alternate form to engage in close in combat.
From the contestants, two designs were chosen for prototype building and performance evaluation. These two were the VHT-2 Spartas and the VHT-1A2 Centaur II, an upgrade of the RDF Army Centaur.
Although the face-off between the designs at first went badly for the VHT-2, in view of its hardly protected crew position, further analysis saw the VHT-2 take the lead. This was on account of its far superior mobility, lesser crew requirements (the VHT-2 is a one-man mecha), and another appreciation of its intended task which did not require the VHT-2 to enter combat as a matter of course but merely to make contact with the enemy. In addition, the 105mm high velocity cannon of the VHT-2 proved to be a far superior weapon to the complex 152mm rocket/shell cannon on the VHT-1A2. Not unimportant, it was also both more reliable and easier to maintain.
Consequently, in 2000, after a protracted testing period (during which the project repeatedly shifted up and down in priorities due to the demands on funds, personnel and material caused by the Zentraedi Malcontent Uprisings), the VHT-2 was announced as the winner, and a pre-production series was followed in 2019 by full series production.
The REF Army acquired several hundred examples of this mecha in the early 2000's, and they served as scout mecha for the fast strike Destroids, mainly in the few Armored Cavalry regiments, but also in mixed-mecha special forces units. Heavy losses were not taken until the liberation of Tirol in 2004, but attrition from fierce fighting on numerous worlds afterwards whittled down the VHT-2s in the REF until the few remaining mecha were placed into reserve squadrons on Tirol in 2004.
The vast majority of procurements of this mecha were by the Southern Cross, for the Alpha Tactical Armored Corps. Several thousands of VHT-2 were produced before and during the Second Robotech War, but their drivers were somewhat apprehensive about their mecha, for it was a victim of mission creep during the late 2000's. In addition to their designed scout role, the VHT-2 was later designated to be part of the fast-reaction forces, and to be among the first mecha to attack alien landings. In this role, the lack of protective armor for the pilot in any mode other than battloid would inevitably lead to losses. Even so, skilled handling by the unit commanders (and timely conversions to battloid mode) made the VHT-2 Spartas a moderate success in this tasking in the Second Robotech War. One-on-one, the VHT-2 was superior to the earlier series of Bioroids employed by the Robotech Masters, and at least equal to the later Bioroid designs, including the vaunted 'Invid Fighter Triumvirates'. The Second Robotech War saw the Southern Cross' Spartas fighting everywhere on Earth, as well as in space.

Overview:
The main concern of the Taurian Defense Force is bandits and raiders.
Unfortunately, due to the recent expansion and colonization efforts of
the Taurian Concordat, the TDF's forces are stretched so thin that
they have few units available to hunt down these raiders. In an
effort to free up regular units to locate and attack these raiders at
their bases, the TDF prioritized the production of hovercraft
(particularly the J. Edgar and Plainsman hovertanks) to give local
militia and garrison units the ability to quickly hunt down and
destroy any raiding forces. While this strategy helped free up
regular army forces, it soon became evident that while the J. Edgar
and the Plainsman had the speed to catch any bandit mech force, once
caught, the bandits outgunned their pursuers. The J. Edgar and the
Plainsman were simply too lightly armored and armed to stand up to
battlemechs without the kind of numerical superiority that the TDF
could not afford. The TDF considered assigning their supply of
Gladius hovercraft to militia units, but decided that these were
simply too small in number to make a significant difference.

Alpha Trading Corporation volunteered their much larger Fulcrum Heavy
Hover Tank, produced locally on the planet Perdition, to solve the
problem. As a heavy hover tank with comparable speed and
significantly more firepower than the J. Edgar and the Plainsman, the
Fulcrum seemed an excellent choice. However, the TDF had serious
issues with the current Fulcrum design. First and foremost, the
high-tech XL engine made the hovercraft simply too expensive for the
TDF to afford. At 8.5 million C-Bills apiece, it would have been
cheaper to buy heavy and assault mechs from the Inner Sphere to
garrison each world. Second, many observers disliked the weapons mix
of the Fulcrum, arguing that the Large Laser, Medium Laser and LRM 10
were either too small, too large or too difficult to repair. Finally,
the TDF saw no need for the expensive Guardian ECM suite or Target
Acquisition Gear (especially as the Taurian Concordat possesses no
Arrow IV artillery missiles). After several months of negotiations,
ATC and the TDF were able to agree on the specifications of the hover
tank that eventually became the Fulcrum - TC.

Capabilities:
The Fulcrum-TC replaces the expensive Strand 265 XL Fusion engine with
a slightly lighter but less efficient ATC 165 Fusion. The resulting
top speed of 130 kph is close enough to that of the J. Edgar and
Plainsman to be adequate, and the slight weight savings allowed an
additional half ton of armor to be mounted on the sides and rear.

In keeping with the stated purpose - to rapidly deliver as much
firepower as possible - the weapons systems of the Fulcrum were
completely revamped. The large and medium lasers were replaced with a
PPC, and the turret-mounted LRM 10 was replaced with three SRM 2
launchers, suitable for standard or napalm munitions. The much more
compact engine left internal space for the ammunition of two new LRM 5
launchers, mounted facing the front.

Variants:
A temporary shortage of LRM 5 launchers led to what is currently the
most popular Fulcrum-TC variant. The two LRM launchers were replaced
with four forward-firing SRM 2 launchers, and the LRM ammo with
additional SRM ammo. This increases the ammo consumption somewhat,
but this is not considered significant because the Fulcrum is not
intended for extended combat, and the increase in short-range
firepower is welcomed by many crews.
