Hudecia has rarely been the scene of diplomatic conferences, mostly because of the Hudecian nervousness about being responsible for security of high level diplomats and their entourages.

Still, the recent signing of the Sinoese-Taiwanese Friendship Treaty spurred the government into action. Representatives of 5 Civilized Nations and Xiaguo are hereby cordially invited to attend a conference to be hosted by Hudecia.

Hopefully, out of this conference an understanding will be acheived and an alliance forged.

Meanwhile in Xiaguo's capital, Taiping, General Yeh Zhao Feng, the Democratic Leader of the Xiannese government will be signing the treaty.

"I've never been to Hudecia before, you know by any chance what is their atitude towards me, Xiaguo?" asked Yeh. While he acts to read a report on the Hudecian government. His wife turns away and carries a newspaper headline.

Well, Feng, look at this," an image of Hudecian Radicals held evil slogans protesting Xiaguo's support for Sino's nucleur program. While the other picture depicted supporters of yeh and Xiaguo holding up posters with slogans, "FREE CHINA DEMOCRACY NOW!"

"Well, Lin, I have to admit, I'm nervous. Yeh's wife, Lin studied in Hudecia's best university and knows quite a few languages. She was Yeh's translator and best friend. They will leave shortly en route to Hudecia's host city.

Dear sirs,

Though our nations have had quite a troubled past with one another,
the Federal Republic cannot but lack in concern for the Sino-_Taiwan
Treaty. Our intelligence services picked up the information of the treaty,
and since Bonstocknian foreign policy has been thrown into utter dissarray.
Bonstock can no longer trust _Taiwan when it is allied with Sino. We feel
that Sino and _Taiwan may be planning to attack and sieze Bonstocknian
possessions in East Asia, a task which they could do without much difficulty.
We seek to form an alliance with your nations to help detter this from
happening. Despite our troubled past, I think we can work positively for
the better of our nations and of the world.

The conference will be hosted in the scenic city of Vancouver. Press from all nations are welcome.

Hudecian demonstrators have been flooding the streets of Vancouver in advance of the conference. Vancouver is home to a very large spread of ethnic groups but the principle ones are Japanese, Taiwanese, Korean and Chinese.

All of them took to the streets protesting one idea or another. Many in support of Xiaguo, some in opposition. Most in opposition to Sino, which is seen as the ultimate villian of the region.

Support for the Xiannese had been tempered in recent months by a feeling of betrayal after their actions in Xinjiang. Support for the Xinjiang peacekeeping force was still strong among Chinese citizens in Hudecia, and opposition to the Sinoese actions, particularly their lack of social freedoms was a strong sticking point. The Xiannese are seen as the lesser of the two evils but confusion reigns about the state of their democratic process.

Although nuclear testing was not opposed as strongly, the fact that it was done in Xinjiang had raised the ire of a good part of the population. The fact that the Xiannese supported the Sinoese tests was glazed over by many sympathetic press, but it still managed to become common knowledge.

It was suspected that a Hudecian condition would be that the Xiannese withdraw their support for Sino in the nuclear incidents.

Secret Communique to Bonstock

The Hudecian government shares the Bonstockian concern over the Sino-Taiwan treaty. However, it may be extremely unconfortable for many allies to accept Bonstock as an ally as of yet.

However, we propose that a normalizing of relations begin and that military contacts between our two armed forces begin to prevent an armed escalation. The first step would be to dispatch a military observer to each of our command stations. Their purpose would be solely to act as runners between the two armed forces to ferry information and intents. These runners would help decrease tensions between our two states.

Satisfied that the Sino-Taiwan Treaty will herald a new era of Chinese power, Liu decides to send Gen. Yeh of Xiaguo a voice message.

"I know that Xiaguo is very interested in bolstering its military's offensive capabilities; therefore, you and some of your top brass are invited to the test firing of our new NF-7A solid propellent cruise missile. Call me back for more details." Liu spoke slowly and clearly, not showing a hint of thaw in Sino-Xianese relations.

Xiaguo is in firm support of Sino's nucleur testing capabilities and Sino has our full support.

Bonstock, although our relations have been eager for peace, we cannot accept having Bonstock as our ally. Xiaguo is still allies with Sino and _Taiwan and Xiaguo will always hold this relation to thought.

This alliance of course is to only secure the Northern Chinese region from foreign aggression.

However, Xiaguo controlled patches in Xinjiang will be turned over to Hudecia as part of the offer. In the recent Xinjiang War, Xiaguo already has shifted power from major cities and towns to the Hudecians. 5 Civilised Nations however has intentions to hold Shanghai as their capital city. Of course, Shanghai will still be held as a Chinese city, but 5 Civilised nations will obtain rights to the city.

The plates are set, the fire's hot, the paper is ready, the place is secure. Now all we need are the diplomats to arrive.

Hudecia's Prime Minister Matsuda will be in attendance as will the House Leader MacNally.

Although Hudecian opposition to nuclear testing is not strong, they have indicated through pre-conference interviews that they are looking for Xiaguo to 'smooth ruffled feathers' by making some concessions. However, neither of the leaders were prepared to delve further into the topic.

Security outside the conference will be tight, with Skyshield-35 batteries set up at strategic locations, M1A2s discreetly hidden in alleys, snipers on the rooftops and a large police and military presence all around the conference area.

OOC:Dunno, if not, we'll have to find another person, maybe someone more active in our RP's, or Hudecia and Xiaguo only.

Yeh Zhao Feng and Madame Yeh Yi Lin arives at the Vancouver International Airport. Madame Yeh last came here only a few months back, while Yeh, almost 10 years since he was just a young teen.

The reception was warm. The band played the Xiannese national Anthem, The 5 Starred Flag and A Hudecian Representative led The Xiannese Couple into the car and begin to make way down the street pass Richmond and soon entering Vancouver itself. Yeh will be here in Vancouver for a few days. An interest is to visit the fine noodle places there.

AHh, why yes, the Canadian Chinatown, with the model of the Beijing Tian Tan.

1. Hudecia must act as a peace keeping force in Xinjiang and needs to open up all cities if needed.
2. Accept Sino's nucleur testing.
3. Recognise Xiaguo's claims.
4. Sign a statement to never claim any Chinese territory of the modern Chinese map.
5. Establish a Trade Pact between Xiaguo and Hudecia

1,3 and 5 Hudecia has no problem with accepting. 2 we can be 'convinced' to accept. 4 needs clarification as to who's version of China, although Hudecia hasn't had any plans to occupy territory anywhere.

Likely Hudecian demands:

1. Xiaguo tone down its support for Sinoese military testing in Xinjiang. Even if you support it there is no need to be vocal cheerleaders.

2. Xiaguo recognize the South Hanguk government as legitimate.

3. Hudecia wishes to establish a joint naval base in Yantai from which a possible blockade of the Korean Peninsula could be launched. (debatable)

OOC2: I haven't been to Vancouver actually, although my friends tell me it is beautiful. I thought about having the conference in my hometown, but no one would know where it is.. lol... I'm more from central Canada anyway.

Prime Minister Matsuda waited at the conference site on the outskirts of town.

The path of Yeh Zhao Feng's convoy would take them down a detour through Vancouver's China town before heading north and out of Vancouver. All along the Yeh's path, there would be crowds of cheering supporters and fans waving both Hudecian and Xiannese flags.

Police had been called out, but only to contain the crowds and prevent them from blocking the road.

In the interests of security, Yeh and his entourage would be staying outside of Vancouver while the conference was going on. However, it had been arranged so that for several days the Xiannese officials could tour the city.

Xiaguo condemns Imperialism and by any chance if Hudecia wishes to incorporate, annex any Chinese territory into hudecia, it is a clean cut through our flesh. That was why we fought Daylam in the beginning.

Hudecia is merely respecting the rights of Taiwan and Japan to settle their territorial disputes with China without outside interference. If Taiwan should decide that independence is preferable to reunification then that is their democratic right. Mainland China is for the most part undisputed, however we are aware that territorial disputes do exist (ie Chinese Kashmir). For the Hudecian government to recognize Chinese claims to said regions without concern for other nation's claims would be short-sighted.

I find it hypocritical that Sino is demanding that Hudecian troops withdraw after Hudecians fought the Daylami Army more than Sino. It was the Hudecian army that defended Chinese territory when Daylam attacked across the Xinjiang border, not the Sinoese.

If anyone should withdraw, it should be those nations who took advantage of chaos to murder, destroy, commit genocide and in general ignore the human rights of the people of the region.

We have no territorial designs on any region as we have stated repeatedly before. However, under no conditions will we withdraw and allow Sino to take over administration of the regions.

The Xiannese government has long been the bulkward of democracy in the Chinese region. Along with such allies as E. Islandia and Taiwan, they have worked to promote peace and security in the past. Their actions in the Bonstockian and Drapoel Wars have earned the respect of the Hudecian people.

Today, we face a far different circumstance. Xiaguo is warming up to the Sinoese government, which is responsible for the genocide in Xinjiang following the Daylami War. We do not need to recall the actions of the Sinoese Army when it entered Hami. Rape, murder, torture, genocide.

Xiaguo has blindly sided with the Sinoese and has been blocking Hudecian reinforcements from reaching Xinjiang. Hudecia's refusal to turn over territory to Sinoese administration sparked the crisis. Xiaguo might have been a third nation to whom Hudecia might have turned over administration. But now, we must wonder if we can trust them. Xiaguo might betray us and turn the territory over to Sino should we leave.

Taiwan has also declined dramatically, the signing of the alliance with Sino the latest sign of their slipping. Hudecia and Taiwan used to be strong trading partners, but now even that seems to be at risk. Their refusal to recognize Sinoese atrocities irked Hudecians so much to prompt many here to stop buying Taiwanese goods.

Perhaps this conference will bring Xiaguo back to its senses about who its friends really are. Then again, maybe it will send Xiaguo into Sinoese arms forever.

As Yeh climbed the stairs to the conference building, Matsuda smiled and began walking down to meet him.

Grabbing Yeh's had firmly, Matsuda turned slightly and paused to give cameramen the chance for a photo-op. Then he strongly led Yeh up the rest of the stairs and into the building.

"You must be hungry after your flight, let us talk over dinner." Matsuda said cordially. House Leader MacNally stood nearby but remained silent.

Anyone read the Hudecian Article in the Hudecian Post? I thought it was a joke, so let me inform you readers the answers and wrongs of this article.

Xiaguo did recognised Sino's atrocities in Xinjiang. Xiaguo condemned Sino and had gave the Xiannese controlled cities to Hudecia. Xiaguo did not block you reinforcements. We simply closed the railway into Xinjiang due to the recent fighting that sprang up. That is to only secure the Nei Mongolia Region which was obtained recently.

Well of course, Xiaguo is allies with Sino, why in the hell would Xiaguo not support them. Any way, Xiaguo and Sino have made millitary trade pacts and I don't think Xiaguo is in a state of doing crack to the Sinoese.

What? Turning the territory to us? I personally don't want it. If turned to us, we would probably incorporate the region into Xiaguo's territory as part of the well known Unification method used by the Xiannese. Talk Talk Talk, agree, annex, Talk Argue, war, annex. This is a similiar plan used by the Sinoese which helped him unite the South, no plans have been made to Unify Sino's and Xiaguo's aquired lands.

If Xiaguo takes control of Xinjiang, I bet a lot of Xiannese soldiers will be moved to Xinjiang as occupying forces. Hudecian forces, foreign troops, should have a number limit which the Xiannese have already made "LAW" in most regions. This was to better control the vast territories and also to keep foreign nations out of the Mainland.

Sino's troops of course will also need a restriction. Speaking of Restrictions, none would be given to the nucleur testing in Sino. Of course, I don't see how it is endangering thearea, its underground and has the most efficient safety precaution systems and equiptment. I think its the Hudecian Government hating Sino for what The SInoese Government had done in Xinjiang and past wars that effected Hudecia's view toward Sino. They're using this excuse as a punching bag.

Well, no nucleur, or yes nucleur, foreign troops should be restricted, and Unity is strength.

Entering the grand dining hall, the mix of western and asian cultural influences is clearly visible in the style and decorations of the room.

The seat of honour was left to Yeh and Matsuda sat opposite of him. The others filed around, Hudecians on one side, Xiannese on the other. The soups and salads were served first by well dressed waiters and waitresses. Unbeknownst to the guests, these were members of the Hudecian SOF forces.

Defence Minister O'Hara was the first to break the ice. "I understand that you have an interest in the Vancouver Chinatown. It is a beautiful area to visit, perhaps a tour can be arranged before you leave."

MacNally chortled. "Don't worry about security -- we have more men in and around Vancouver than we have in all of Xinjiang. But then again, I don't think you have anything to fear from the Hudecian people other than being swarmed by adoring crowds."

The Xinjiang comment may have been deliberate, or it may not have been. If Xiannese cultural reports were available, they would include the fact that Hudecians regularly debated, argued and negotiated over dinner. It was a cultural habit. Matsuda however, remained silent but watchful as he finished his salad.

Democracy is a means to an end, liberty, and not an end in itself. The Hudecian government's recent condemnation of the educational cirriculum is both undemocratic and violates our nation's right to self-determination.

President Zhang had promised a more nationalistic view of the world from the beginning of his campaign. His message was well recieved by the voters, and to renege on his election promises would paint him as weak and indecisive. He did not mislead the public of his intentions to revamp the cirriculum, and public support was evident during his recent school visits. Zhang's policies were put in place democratically - to undo this would be undemocratic.

"Why Yes, my husband and I would love to have tour around." shrugged Madame Yeh, General Yeh was busy asking for his pair of chopsticks when he noticed Mr O'Hara asking him a question.

"Ah, a dinner of Hudecia, I must remember this." exclaimed Yeh.

"Ha, I hope there is,"retorted Wu, the Parliament President. "Ahh, you serve tea? Green please" as he began ordering for tea.

Yeh, was dressed very nicely for the dinner. Madame Yeh, even better. The Prime Minister Yeh had on a Zhongsan suit, loose with an Agate beaded necklace and a pocketwatch. His glasses, he had orderd plainly for this visit was slim and stylish. On his left wrist, a Xiannese Army watch and the right, sandwood beads and a silver/agate bead bracelet. He also wore a Buddhist neck ornament. He is a devout Buddhist.

Madame Yeh however, had on a QiPao with the elegant lotus designs in white.Wearing a mink and a luxurious leather snap purse. Diamonds, diamonds, diamonds everywhere. Anything she wore were made with gold, pearls, diamonds, rubies. A Flower haripin kept her hair tied up into an elegant bun, the ones which were highly popular among teens. She is only 27 and Yeh is only 28. The difference is in their style.

Both of them had a China Pin honoured with the Xiannese flag. Yeh dislikes these such gatherings, one reason Mrs Yeh is here is to keep him up instead of a flaw.

A topic suddenly sprang up by Yeh, silence grew. "I think Xiaguo will have Xinjiang a territory of Xiaguo and Sino, one thought is to have Hudecian Police in Xinjiang. Then the silense broke.

MacNally was the first to respond. Looking first at Wu, he chuckled.

"We are very adept at hiding our numbers. For instance, did you know that along your entire route, Abrams tanks were ready to surround our convoy should anything have gone wrong."

"Hudecian security is efficient if you give it a chance. And unlike Sinoese security it isn't based on what colour skin you have or what your ethnicity is."

The last point he hammered out with a hint of passion. The silence that followed was equally hard.

A waitress entered and began serving green tea to all the attendees. Chopsticks were available to all the delegates, since one of the later courses would require them.

"You will have to excuse Mr. MacNally. He is particularly sensitive about this issue." Matsuda finally spoke, having finished his soup and almost done his tea. "Hudecia is not willing to turn over territory in our trust to the Sinoese. Their past actions have proven themselves untrustworthy in protecting all the people of the region."

There seems to be some misunderstanding between the perceptions of Taiwanese people and Hudecian people as to the definition of democratic. Although this should be expected, Taiwan has just allied themselves to one of the most brutal and dictatorial nations in the region.

Democracy a state of government where the choices are theoretically made by the people and acted upon through their elected representatives. If a representative makes a promise but reneges on it, then he is not undemocratic, he is just unethical.

This is all wonderful and good, however, sometimes majority decisions can be made that are blatantly wrong. For instance, the majority of Germans supported the genocide committed by Hitler during World War II. Similarly, the majority of Canadians and Americans supported the unrelenting persecution of Japanese citizens during the same war. And the majority of Japanese citizens supported the massacre of Chinese citizens, resulting in the Rape of Nanjing among others.

Even after the war, the democratically elected Japanese government refused to recognize that it had commited atrocities during the war. Its history texts blatantly ignored the mountains of evidence and international pressure from countries like China and the USA. All of these policies were supported whole-heartedly by the Japanese people.

This willful ignorance resulted in the Japann Wars only a short time ago. Had the Japanese government relented and taught its children the truth of its history, many lives could have been saved from ruin.

Finally, Sino is a force which cannot be stopped militarily. It must be stopped intellectually, with knowledge and truth. Taiwan is muzzling the truth and misleading its children and its future. It is commiting willful ignorance of the fact that Sino will not stop its human rights abuses on its own.

As Rwanda proved, willful ignorance by the international community is no longer tolerated.

The issue of Taiwanese independence is to be settled by not just the people of that island but also whose of China, just as a plebescite for the independence of Quebec should involve all of the Canadian people.

What Hudecia is doing is mimicking the Stalinist method of setting up satellite states after a conflict. A good deed is its own reward, yet Hudecia prefers her rewards to be in the form of taking China's land.

We do appreciate Hudecia's support for our war against the Daylami dogs, but we can assure you that in Sino's larger forces, we have sustained more casualties than Hudecia and have promised those Daylami dogs to repay our fallen with blood of higher volumes.

Hudecia dares to accuse its fellow heroes of genocide while in warfare and in the face of Daylami ethnic cleansing of the Hans, an eye for an eye, a tooth for a tooth. It is a shame that Hudecians have such a poor understanding of the course of the conflict in areas which its forces were not present.

It is slander that the Hudecian media dares to accuse Sinoese troops of commiting rape. Rape is one thing not associated with the Sinoese, they may kill upon order but rape and looting were never ordered. A few Sinoese soldiers were publically executed in Japann for rape and looting, this shows our moralistic and ethical nature towards such a henous crime. Although, unlike the Japannese which we regard as bestiality if we rape, the same did not apply for Daylamis although no forms of fraternization was tolerated. The Uighurs however, we treat with respect and care. But those that took this opportunity to rebel from authority (siding with Daylam) had to be punished swiftly and brutally to prevent the wildfires of revolt from spreading.

Ask any Uighur after the war and they reflect resentment of the oppression commited by Daylam, although some still resent the Han, much to the similarity of Tibetans, the Hans are still better than any other outsiders stirring up false hopes of a candy-coated future. In a harsh landscape like Xinjiang, unity of the Chinese race (including the tributaries of the Han) is strength. Not a single Uighur would deny that the economy and living standards under the Hans' guidance, have continued to improve.

Hudecia must analyze the situation carefully before expressing its ignorant and ludicrous views to the world.

Yeh shuddered when Mr Macnally finished his last line. He quickly responded, "Colors, colors, colors, I love the white color, don't you, the pure colors of it, however, not all white colors have been pleasing to my eyes."

He sipped some tea and hold it up, "As I do not drink alcohol, I honour our friendship with a toast by tea, Long Live our friendship!" And the rest of the attending officials stood up and toasted.

I, myself is not pleased with the current situation. Peace is part of Democracy, let us follow this basic form of government.

Everyone toasted to the friendship of the group. Although it was obvious that some dificulties lay before them, particularly the Sinoese issue.

"Perhaps a phased withdrawal could be arranged, with the territory held by the Hudecian troops turned over to Xiannese authorities, under the provision that the territory never will be under Sinoese administration." O'Hara proposed. "Or, the territory could be self-governing, separate from Sinoese or Hudecian or Xiannese administration."

MacNally was surprised that Yeh was a non-drinker. MacNally, another non-drinker, had a great deal of respect others who shared his view of alcohol.

"You know MacNally, I'm a non-drinker, and so is my wife, and so is the Xiannese Capital of Taiping, alcohol is banned in some major cities unless its in your own private home." said Yeh. "I think its a little late for us all, please if you excuse us, 6:00 at the evening after the tour I suppose?"

"Thank you Mr MacNally, thank you Mr O'Hara, Mr Matcuda, and everyone!" exclaimed the Prime Minister. He begins to shake hands with everyone including his whole gathering. They started to walk down the steps and they were admazed at how bright outside is. The lights as explained were to keep the precinct clear of snipers of any sort. There was also a local night market nearby.

Let's get right to it shall we? Our proposed points to the Hudecian Millitary government.

Xiaguo will provide enough space for Hudecians to station millitary units within the Xiannese controlled states. Each states can hold about 7,000. Xiaguo proper; Heilongjiang, Jilin, Lianing, Shandong will have a max of 30,000 each. A 400 mile division between Xiaguo and Dra-Pol will be set and Hudecian troops may not stay withing the points and some major cities such as, Taiping, Hanhai, Mongut, Jiangjin, and Lishan.

Xiaguo will also open 3 ports to the Hudecians to station naval battle craft. Hanhai Port, Dairen Port, Taiping Port (Up River), and Qingdao Port.

We would also wish to impose a regulation on the millitary to no more than 30,000.

Hudecia may not build any missile positions within the Xiannese Controlled lands.

The Hudecian intel team had been monitoring all cell phone calls in. On the surface, if they got caught by the Xiannese, the reason would be that they were concerned about remotely detonated explosives. The other reason was plain and simple; they were spying.

Matsuda responded to this proposal. "The proposal seems both balanced and fair. We thank you for this offer to allow Hudecian troops to be stationed temporarily in Xiaguo."

"In Xinjiang, Hudecian troops will begin turning over duties to the Xiannese forces within the week. By the end of the month, all but a few dozen observers will be gone and by then end of the year hopefully those will have left too."

INTEL NOTE: Bedou has agreed to allow Hudecia to station troops in Kyrgyzstan and Tajikistan. Likely some of the troops in Xinjiang will simply be moved across the border.
