He actually got a bit better under the tutelage of me and a couple of other nations. We took him into a password-protected region, offered to defend him against angry incursions, and started teaching him how to not godmode.
He actually made some progress. At one time, we got him actually buying things for his army and calculating a realistic size and GDP. Then I went inactive, and when I came back two months later, Arcel had gone to hell and had been banned.
I forgot who else had offered to help teach him.

I tried doing that, but he ended up bringing shame and dispair upon my region and its peoples. Eventually, I just had to kick him.
