Uranium Summit between the ICRC and Jangle Jangle Ridge

George Nemishly stared longingly as the Osprey-II transport aircraft lifted off from the landing pad and soared off quickly through the blue skies. He didn't want to be here. Though he was a proffesional diplomat, everyone hates being thrown into a hopeless situation, and George considered this a hopeless situation. However, as an employee to the Good-Hands Diplomatic Corporation and official representative of the ICRC, he was obligated to fulfill his duty.

However, this didn't mean he wasn't still uneasy as heck. In a desperate attempt to calm himself, he set his suitcase down, and opened it. He slipped his hand inside, ruffled through a few sheefs of paper before coming up with the Official Notice that had brought him here.

Official Notice from The Industrial Experiment / Chaos Experiment Relations Council

Third Quarter, Second Earnings Period, Twenty-Ninth Day / 2342.305.19.589 CEOD

We of the ICRC do not see the profit in a futile war with the nation of Jangle Jangle Ridge, and would very much like to seek a more diplomatic solution. We propose a meeting between leaders of our three nations in an attempt to provide a peaceful resolution to this conflict. We will first address the location and time of the meeting, and then our hopes and offerings for a more lucrative relationship with the nation of Jangle Jangle Ridge.

Section I

A. Our selected location, and we very much hope you agree with this, is the Tri-Province Lodge in the Yellow Mountains of Chaos Experiment. This Lodge is located on the zenith of three of Chaos Experiments largest provincial districts. It has a history of hosting many successful summits between the two nations of the ICRC that led to the very close, cooperative relationship we enjoy in these modern times. It was the place in which a major war between Chaos Experiment and Industrial Experiment was barely avoided in classical times through level-headed discussion, and eventually hosted the first central location for the ICRC before said central location was moved closer to the border with Industrial Experiment. It is quite comfortable and has all the needed facilities for any diplomatic team to live in great comfort.

B. Our selected time is fourteen global-time days after the arrival of this Notice, which should arrive only hours after sending. Transportation will be available to any representatives you should chose to send. We will have a diplomat waiting upon your arrival, and a full team there upon your acceptance of this proposed conference.

Section II

A. We hope to achieve a peaceful resolution to the current conflict between our nations, and perhaps even an alliance on future matters. We are prepared to make certain concessions in the interest of future prosperity of business between our three great nations.

B. We hope to find a solution to the problem with Uranium Island, preferably one that will benefit your nation, too.

George shivered in the cold air on the VTOL pad near the administrative buildings of the lodge facilities while he stuff the notice back into his suitcase and made his way towards the lodge building itself. He longed for the warm comfort of the meeting rooms, the auditorium, and of course, his own suite within. Glancing around for anyone watching, he picked up his pace and began a rather undignified run towards the lodge upon confirming no one was watching.

I hope the other diplomats get here soon, and I hope to hell that Jangle Jangle accepts the summit he thought to himself as he neared the lodge building.

For those not already introduced to the situation, the proposed sale of mining rights by the Armed Republic of Steel Island on a newly discovered 'Uranium Island' (http://forums2.jolt.co.uk/showthread.php?t=344569) led to the nation of Jangle Jangle Ridge threatening Steel Island with nuclear devestation if the rights weren't given freely to Jangle Jangle Ridge. The ICRC (Industrial Experiment / Chaos Experiment Relations Council) stepped in with a business offer to Steel Island, and Jangle Jangle Ridge, offended by this, threatened a similar cataclysm to both the nations of the ICRC. This summit is being held to hopefully resolve the situation without any attacks on ICRC proporty and keep the mines intact.

However, Jangle Jangle Ridge launched two missles at Uranium Island previous to being informed of this proposal, and it is expected that Uranium Island will be throroughly irradiated and devoid of life for a while after the summit, regardless of who gets the mining rights.

Plain and simple, we want rights to the Uranium Island and uranium. We have a project set for them already. It, in fact, includes the island as an intregal part of the project. We have looked over the layout of the mine, and have found it the perfect location for the site.

This is what we want. No more unprovoked and unnecessary attacks from Jangle Jangle Ridge. Steel Island is a UN member, and if necessary we will appeal to the United Nations for help. We have no doubt who they will support. But we do not want to have to do this. Too much paperwork, you could say. If we can reach an agreement here and now, the UN will not come into this. The fate of the uranium on Uranium Isle can be discussed soon.

The room was bright, the people were loud, the situation was tense. Boy did George love this stuff. He glanced around quickly, then waved for silence. He gave the people in the room a good ten seconds tp quiet before he rang the bell at his side, which clanged rather loudly, sending a burst of white noise throughout the room to soak up any sound within the area and silencing all the surrounding diplomats. He motioned again to convey that, in less polite terms, everyone should shut up. Quickly grabbing the bell to stop it ringing, he began speaking.

"As I am sure, no one wants to die, so I will be short. This war can be avoided, so let's try to discuss the issue and decide upon a course of action that will profit us all and lead to no deaths, at least no deaths of anyone that matters, ok? I call up the lead diplomat of Jangle Jangle Ridge to present his case"

George stepped off his podium and watched as the man from Jangle Jangle Ridge stood up from his seat at the large conference table that occupied a large portion of the room and began working his way to the front of the room where the podium was located. As he reached it and stepped up onto the low platform onto which it was set, he had a look of determination on his face. A quick cough to clear his throat, and he spoke.

"Plain and simple, we want rights to the Uranium Island and uranium. We have a project set for them already. It, in fact, includes the island as an intregal part of the project. We have looked over the layout of the mine, and have found it the perfect location for the site."

Surprised at how concise the speech was, George raised an eyebrow at the Jangle Jangle Ridgian (OoC: How exactly do you refer to your people O_o) to silently question him on whether or not he was finished, and when the man gave his assent, George pulled a remote from his pocket, and pressed a button. A green light went on ten feet over the podium, opening the floor for questions and comments, and also activating the microphones set into the conference table.

The room was silent for a moment more, and then the light turned red, and a Chaosian stood from his seat roughly halfway down the table. George looked at him for a second, and then recognition dawned. It was an old friend, Timothy Carwell, Chaos Experiment's Vice President of Foriegn Relations. He would be able to come up with some interesting questions. Timothy looked around a moment, noting the faces of those around him, then began speaking.

"This most certainly does sound like a very important situation for your country then, Mr Speaker, but I must ask; do you have the needed equipment and labor forces for such an operation? Because, should you not, we of Chaos Experiment would be all too glad to provide you with top-of-the-line mining equipment at a low cost, and I'm sure a delegate from Industrial Experiment would agree with me when I say that Industrial Experiment would be very forth-coming in cheap labor"

Timothy stopped to again assess the faces of those surrounding him, then continued.

"However, should you have both the equipment and labor for your facilities on Uranium Island, we would still like to put at your disposal a discount for various related goods that would both speed your workings and help assure a good efficiency when it comes to cost versus profits. Chaos Experiment boasts many deep mines in search of various minerals and other rocks, and as such we have developed some sophisticated technologies and mining techniques that we would be happy to put at your disposal for either a small price or the rights to a small section of Uranium Island's mines"

Timothy studied the expressions of the people in the room one last time before he sat down and the light above the podium once more went green.

Perhaps we could have a trade of techniques. I've been told technicians have used a variant on the ST-11's cannon workings to make a sort of plasma cutter, so to speak. It also fuses diamonds together, I've heard. Maybe your people would be interested?"

Would we get anything out of this apart from backing off from military strikes? I am not sure we would agree to this. We intend to make a great profit from Uranium Isle. Unless something more substantial is offered we will be forced to call in the UN.

George looked back up at the representative at the podium from his seat at the head of the table to which he had returned during Timothy's and the representative's speeches. He pondered for a moment, then stood, making the green light turn red, and began his proposal.

"Ah, yes. I had heard rumors of that from various corners of the world, and have seen several documents suggesting that the Chaosians are experimenting with it. We would be glad to benefit your mining operations with a little something we've been working on in relation to this. Industrial Experiment is proud to be home to a certain scientist, Rich Gallot to be percise, who has refined the Yang-Mills Field Equations on Electro-magnetism, and the newlycreated Tiller Corporation bought the rights to the equations a few years back. Since then we have been able to successfully create magnetic-field generators that can change the size and shape of the field at will very percisely. Since magnetic-fields are what contain plasma to begin with, perhaps we could interest you in these generators. The facilities to mass-produce a variant on the technology are all but finished construction, and it would require very small modifications to only a single production line to create field-generators that would be able to be used in mining."

George studied the representative a moment as he caught his breath.

"I can see this being used to create very thin sheets of plasma that could cut away whole strains of Uranium without damaging it. We would be willing to sell you a batch of generators for a very relatively low price, and keep them in production for any future mining operations you may have need of them in."

What I meant to clarify in it is that, while most modern plasma systems are more about brute force than efficiency and thus can be very damaging to the Uranium deposits when mining even when refined, our new generators can manipulate a plasma field with such percision that it can cut away an entire deposit of uranium without damaged virtually any of it, raising cost versus benefit efficiency by a large margin. It is also much faster than pretty much any other plasma mining technique, and requires significantly less power."

You don't need violence to solve all your problems...and if its is the only thing you resort too, then you are just being idiotic and mediocure. Think of your country's citizens, your people. So let us put it this way, if you cannot understand. There are many other countries who would be better suited to mining Uranium Isle. We already have recieved enourmous offers. In short, you will not have the right. If you insist on exerting military pressure, the UN will, as I have told you on numerous occasions, be pulled into this conflict. I don't want this to happen, and you should want it even less. That is our ultimatum. Leave.

As he forcefully retook his position at the podium, George glanced at the JJR representative, but tactfully didn't let any of the contempt he felt for the head-strong man leak into his features. He reached the main microphone a the podium, and began speaking.

"Our stance on this issue remains the same as in the beginning. We want a solution that will be beneficial to all those involved. As such, our original offering to you in return to mining rights stands, but we are also willing to extend the same offer to Jangle Jangle Ridge in exchange for a deal where both of our nations would get equal access to the island and its uranium deposits. Essentially, we would split it in half."

George reached into his pocket, removing the remote device from earlier, and thumbed a few buttons. A large screen covering the middle half of the wall behind him was revealed as the wall darkened into a display of text.

"This is the agreement we offered to Steel Island."

Seeing this purely as a business opportunity, we of the ICRC are willing to offer quite a lot for the rights to mine this island. First, we shall address the economic benefits we may give, and then we shall address the mutual profit we can both gather from this.

Section I

A. We, the ICRC, are prepared to offer you an exclusive contract with the various corporations of Industrial Experiment in which the major decrease of all import tariffs would allow you to ship goods to Industrial Experiment for a drastically reduced cost. The burgeoning populace of Industrial Experiment, numbering nearly 1 billion peoples, is a market of rabid consumers who are all too willing to buy anything they have the purchase capital for. This contract will be subject to renewel after an ordained period of time.

B. Also, we are prepared to supply Industrialite workers as an outsourced workforce for you country. Our corporations will still maintain their salaries, and said corporations will also pay for any housing and other essentials required. Your government will not need to pay for anything that these workers will require. The number of workers will be determined upon further negotiations, and the duration of their stay will be determined upon the successful mining of Uranium Island. We of Industrial Experiment and its many successful corporations are proud to say that the workers we offer are of the highest quality.

C. Lastly, the nation of Chaos Experiment is quite prepared to offer greatly reduced prices for any tourists or vacationers that should chose to visit our great and beautiful nation. We also, trusting in your governments judgement, are willing to extend a less strict backround check when any peoples moving from your country, whether by force (deportation) or of their own will, should chose to come to Chaos Experiment. Chaos Experiment is also willing to completely abolish any applicable tariff for future imports from your nation. We retain a population comparable to Industrial Experiment, and assure you that our people are just as vorocious buyers as the Industrialites.

Section II

A. The Garous Mining Corporation of Industrial Experiment, which is the one that stands ready to mine the Uranium, has access to highly advanced enrichment devices and centrifuges. Not only are they capable of producing weapons-grade uranium, but they are also capable of producing reactor ready materials.

B. All uranium mined will be put on sale over the international market place, and we will be willing to give you a discount should you chose to buy any for your reactors at home, or any other use.

C. The Trusted Reserve Corporation is prepared to wire a large sum of money to your nation as additional compensation and thanks for protecting our workers while they mine. The exact amount may be determined upon further negotiation.

We of the ICRC await your decision, and thank you for this opportunity to show our goodwill towards your nation and its peoples as a whole.

George now pressed another button on the remote and the light above his head once more shined out green, awaiting someone to take advantage of the newly reactivated microphones around the room.

Do not forget the terms you automatically agree to when you begin your operations on Uranium Isle:
No foreign troops will be permitted to come inside our borders, or within five hundred kilometers, unless we give our permission. We will control all means of entry and exit to and from Uranium Isle. All personell of the foreign nation will be subjected to frequent security checks and random searches. All mines and installations will be heavily guarded and monitered by advanced security systems. Any foreign personell may be detained without notice. No foreign activity on Uranium Isle will take place without our permission. All actions that are required to take place will not happen until we are completely satisfied with proceedings. We will have a policy of zero tolerance. Any attempts to avoid the above terms will result in immediate execution, and possible further action if required.
The offers we have recieved from ICRC and JJR are both acceptable."

"You're forgetting the original purpose of this meeting. It was to arrange a mutually beneficial alternative to war. Also, last I checked, Steel Island still has the power to deny you the island entirely, so speaking as if you own the island is not wise."

The diplomat looks at the screen, smiling, "Thank you. Now we may proceed." The diplomat picks up a cell phone and taps in a long series of numbers, and it suddenly starts to overheat and smoke. The man dropped it a second, and then tossed it in the trashcan. On the way out, a young-looking man, with neon green hair, with a black leather trenchcoat, stooped down and pulled it out, walking through the door.

OOC: So you know, the green-haired guy in Tarenteor, our national leader.

Good day to you sirs, there are Osprey-II's sitting ready on the launch pads outside should you chose to leave right away, and they will be staying until the end of the week should you chose to stay and enjoy the lodge."

With a feeling of glee at the outcome of the summit, George stepped down from the podium, using the remote to shut off all the equipment in the room excepting the lights and doors. He filed out of the room with everyone else, barely able to contain his joy, and barely able to wait to tell his superiors of his amazing success. He would be promoted for sure.

Taren boredly strolls outside, pulls something out from the center of the phone, and sliding a flame-painted key from his trenchcoat, he hopped into a Jaguar, its bright green matching his hair. Taren extracted a slip of paper from the phone, then ripped out an extra circuit, soldered into place. He read the message, re-closed the phone, and started calling the military leaders.

OOC: I'm gonna make a new thread. It's signup for a storyline around the complex I'm building/have built. Not sure what the big suprise in gonna be though. If you guys want you could sign up.
