OOC: I personally use the Aurora spyplane that's being tested by the USAF right now, but it's a bit expensive and it's not carrier-capable.
For that matter, I don't think there are that many manned recon craft capable of carrier use...
Might I suggest the RQ-4A Global Hawk? It's a UAV, but it's still useful.

I still like the older ones. The Auroras nice though, even if the government keeps denying it exists. My personal favorite is the SR-71 Mac 3.5 can go around the world high flying faster than any aircraft that is avalaible.

A good surveillance aircraft should be a |3---- to detect and even harder to shoot down, taking excellent photographs while travelling at high speeds...I believe, however, that recon satellites have taken their place largely.
UAVs are cheap, efficient battlefield recons with low risk, so they're good as well, but you need some sort of satellite network if you want to cover large areas...
Aurora is a speculative project that more than likely does not exist or is a far, far cry from what it's cracked up to be, and everyone's 'Auroras' are simply their own development on the 'concept,' with madly varying prices. There is no 'Aurora...' that can be bought or sold here on NS...only various interpretations...

Remote powerd scout drones with radar stealth ability is pretty effective. You can even strap a grenade to the bottom of it, as well as multiple movable cameras. They are quick and quiet, and work best at night, especially trying to find out where the enemy is, or guarding a shorline or border of a country. NWV is one of our closest allies, so we will give you as many as you want for free.

Furor Atlantis - For 20 of the UAV's how much would it be?
And how much for 20 Auroras, and could somebody post the specs of this project?

We place an order of 30 of these for our Carrier Groups, 5 in each carrier. Money to be wired upon confirmation - A total of $1.5 Billion.

The Empire of Layarteb recommends a combination between the SR-71A Blackbird, U-2S Dragon Lady, RQ-1 Predator, and RQ-4 Global Hawk for recon. Nothing works better than all of those (except for some homemade stuff but that's classified).

Aurora (http://www.abovetopsecret.com/pages/aurora.html). Bear in mind that that site is from the tin-foil hats and black helicopters brigade, so take it with a pinch of salt.

Absolutely free for a friendly ally. The UAV's are being shipped to your head of intelligence and security.
Otherwise they would cost about 12 million international credits each.

It all depends on what sort of surveilance aircraft you desire for your carrier groups, for multi purpose AEW&C and surface tracking then you really can't go wrong with United Elias's EA-60 AEW version.
So far you have been offered a few recon units which while useful aren't as vital to the smooth operating of naval task groups as a proper radar aircraft such as the E-2C Hawkeye or the Royal Navies AEW SeaKings...
