Whittier and Honduras have agreed to hold a referendum on whether the two nations should unite into one political enitity. This agreement was reached after Whittier approached Honduras in light of Whittier's need for more land and due to the threat from Honduras' southern neighbor. And it was deemed in the best interests of both nations that Honduras become part of Whittier so Whittier could more easily confront the southern threat the two had in common.
The election was agreed to be free and open.
