Hello,

On Behalf of the people of the Protectorate of Atsuma, I wish to announce that we have formally entered the world stage as an independant nation. As such, we are seeking to establish local embassies and lines of communication with out fellow nations.

Nations that express interest will be given permission to build an embassy in the capital city of Llothloren so that tourists and businesspeople will be able to have prompt access to its nations representative in Atsuma. The embassy must abide by the established guidelines which follow:

-The buildsite will be no more than 30 000 square feet and no more than 4 stories in total (1 basement/subfloor allowed, following levels must be above ground).
-No perminant weapons installations.
-Armed staff may not exceed 50 persons.
-No "weapons of war" (Nuclear/biochemical weapons, tanks, artillery, SAM/SSM batteries or other items that would be used to wage war).
-Surrounding walls must not reach heights above 6 feet and no more than 1 1/2 feet thick. A gate station must be manned at all times to ensure the proper identification of civilians wishing to enter the compound. All enteries and exits must be recorded.

On terrorism:
Terrorism is an issue of great concern of all of the worlds nations. Recent incidents in other countries have prompted the Atsuman gouverment to adopt new policies to help protect both our citizens and our allies internationally. As to embassies, Atsuman policy decrees the following:

Should an act of terrorism occurs on embassy grounds, we ask that the nation involved comply totally with Atsuman investigatons into the incedent. Even though it is considered native soil of the other nation, the incident occurs within Atsuman borders. Should hostage taking occur, the Atsuman army's anti-terrorism division, ASD-7, will surround the compound but will not proceed pending either the arrival of an anti-terrorism unit (not exceeding 100 troops) from the other nation or approval from the gouverment of the other nation. Injured civilians, staff and delegates of the embassy will be taken to Cypress-Stola hospital in Llothloren and will recieve the best medical treatment our doctors can provide. Fires will be extinguished by local firefighters and debris extending beyond the compound will be cleaned by the city works department. Cost of rebuilding will fall in the hands of the embassy's nation, and Atsuman labourers will be provided to aid in the reconstruction as a sign of good will.

I an the people of Atsuma look forward to our future amoungst our fellow nations.

Sincerly,
Praetor Yuri Maru, High Consul of the Protectorate Of Atsuma
