The F-22 is good because it is stealthed, air superiority and now modified for ground attacks, but it is too expensive for you to get a fair number of them
The F-35 is a better choice as it can fill the roles of the F-22, but is cheaper and deployed on carriers and short runways that others can't use. It isn't as maneuverable as the F-22, but for a young nation it will do the job and is stealthed
The F-15C is cheap, but only air-air, I suggest the F-15E if you want a multirole plane to attack ground targets. I do add that the F-15 has amazing speed and capabilities
The Su-37 is a good one, my most maneuverable plane I have. It's fast, has a good payload, and has multirole capabilities. It is within your price range and should be considered
I also think you should consider F-16s, they are cheap and very good for a young nation

I may, but the Harrier is subsonic and it's main use as STOVL on Wasp LHDs, but the JSF does it better as a stealth plane, supersonic, and better weapons.

OOC: Add the F-23 Black Widow II to the list. It was the competitor to the F-22 for the adv. air superiority contract. Tests showed that it was superior in most respects, but the Widow was dropped because Northrop/McDonnell Douglas's other projects were failing miserably.
