OOC: Following interested in a proposed multi national defence force http://forums2.jolt.co.uk/showthread.php?p=6613166#post6613166 a mandate for the force has been drawn up.
IC:
Multi-National Defence Force (MNDF)
Nations belonging to the MNDF have the right to call on all other members of the force to provide adaquate assistance (both diplomaticaly and millitarily) in defending or maintaining the defence of their homelands.
Nation Members Commitments To The Force consist of:
1) A minimum of 50,000 troops. These troops will spend yearly tours of duty in other member nations so they become accustomed to both the geographical aspects physical and human of other nations. They are also at disposal of the force when deployment is needed to solve a crisis (see rules of engagement for more details)
2) Attending Standard Meetings and Emergancy Meetings. Standard meetings take place every 3 weeks and consist of debates between members on issues concerning the Force. Emergancy meetings can be called at any time by any member in the case were an imidiate response by the force is needed.
Rules of Engament for members of the Force consist of:
1)The force will never take offencive millitary action except in extreme cases were a vote must be taken by all members and a unanimous decision favouring millitary action reached.
2) An attempt at solving any crisis by diplomatic talks must be made prociding any millitary action is.
3) While on tours of duty or active millitary service in a another memberĀ“s nation, troops remain under the operational command of the nation they belong to except in cases wear permision is givern handing over command.
4)Should a dispute arrise between two member nations a vote between all member states shall be held deciding which nation to back.
5) All memebers shall obey the terms of the Geneva convention in times of milltary action.
