Today, whittier announces that despite the coup, progress has been achieved in the Omega Project.
Today we announce the invention of the Shockround.
Specs:
Just like a normal 9 mm bullet but it releases a 50,000 volt charge. (feels like grabbing onto an electric fence)
this jolt temporarily shuts down the muscular system and knocks some people unconscience.
The round can be used up to 300 feet away.
The round itself contains a piezoelectric material that releases electricity into the victim on impact.
It has no moving parts and requires no batteries.
Each round costs 20 dollars.
As announced at the beginning of the Omega Project, we are sharing this new technology with all of our allies.
We have begun work on adopting the new tech, to assualt weapons like AK 47's and M16s so we can make war less lethal but still be able to win.
Meantime the Omega Project continues. The ultimate goal is top secret.

We were planning on researching something like this actually, but since you beat us to it, we'll gladly pay a reasonable sum to get it. Also would it be possible to scale the electrical effect up to deadly levels using superconducting capacitors, because we have the technology to make them......

Jesus... If you guys need a nonlethal but effective stoppage method, use our Fuckerguns... They fire a fist sized ball of molten plastic at a target. The plastic burns on contact. Clothing ignites. Skin burns.
We also have another deterrent. The Boomer. Microwave vibrations disrupt the central nervous system for two to three seconds. Long enough for your culprit to fall over, vomit, urinate, and defecate. He messes himself, and he's relatively easy to take back into custody.
There's also GIs. But they're not for sale. Don't inquire. You'll only be shot.

Very well, your profile checks out and we agree not to engage in hostile actions with you or your allies.
I plan on scaling the power level up to the point where it can fry electrical systems, making tank shells that can destroy an enemy tanks electronics if the shell fails to penetrate the armor. I'll let you have any modifications we make to the tech as we make them.
On another note, our existing non-lethal weapon system involves darts full of pain inducing neurotransmitters, people tend to stop rioting when it feels like their entire chest is broken.

If your soldiers can actually hold a weapon and are pretty good shots with them, then aprox. 85% or more of the victims hit with a standard bullet will die. Another 10% will probably be mortally injured. I really don't see the point in a electric bullet, it's a waste of funds if you ask me. I'm also wondering whether an injured body would be able to take the electric shock, and if the bullet lies near the spine it could paralyse them.
It's a nice idea, but I don't think it will get very far. Maybe for you, but not internationally.

Now is this non-lethal warfare? If you get hit with this bullet you're still going to die, it just has a bit of extra stopping power as the victim goes into muscle spasms before they fall to the ground dead.

Exactly. The billions that are going into this "Omega" project is a real waste.
