I thought that war was prohibited, but part of this category is devoted to declarations of war.

War is roleplayed out. It's not forbidden, just discouraged unless there's a pretty good reason to go at it. War happens alot though.

Where did you hear that war was prohibited. Their are tons of wars. Their are probably 3 or 4 wars going on right now. Its part of the fun of nationstates. I think you need to have a reason for war just like in the Real World but that can be a rather thin reason. Some don't even make sense. You should read the New Nations Super Thread on the Nationstates forum, the one just above this one ie the first forum, that should really help you understand the international relations that make up day to day life on Nationstates.
