As you all know, CM recently acquired Libya.

And as there are currently 50 million white colonists in Libya (and 21 million arabs) the water needs of Libya are greatly increased. We are working to setup approximately 10 million whites as commercial farmers in Libya. As you all know, such an ambitious project will require massive amounts of water to irrigate.


CM has been building a massive system of canals, with the goals being of reaching Lake Chad in Chad. The other is building a massive system of canals to get through Sudan and into Uganda where Lake Victoria is.

CM is now at the border of Chad and is Sudan and has only stopped because we are awaiting approval from the governments of those nations to allow us to continue our canals through to the final destinations.

We'll pay handsomely for the permission to build the canals through the lands in question.

We don't plan on getting any water from Sudan; we just need to go through Sudan to get to Uganda.

Perhaps Sudan would allow us to build a canal to the Nile River?


Remember, without your help CM will be forced to turn to desalination of seawater, and that is expensive, time-consuming, and difficult.

Please allow us to build these canals to benefit humanity and all the citizens of Libya.

Fine, we're going to start production on approximately 400 desalination plants all along the coast of Libya. (Most will be located near or inside major cities) Each will be a massive plant, and will be guarded by 1 company of soldiers. (Some of the soldiers will be CM soldiers, some will be white colonial soldiers)

Would some private company consider building 20-30 artificial lakes throughout various parts of Libya. We need them mostly situated near the large cities, and a few scattered throughout the remote regions where the white farming towns are (typical farming town is between 5,000-10,000 people)

We already have the dozens of canals and such ready, but they need to get the water from somewhere. We are currently digging about 30 artificial lakes. We are also working on approximately 400 desalination plants along the coast of the mediterranean. By the time we're done, Libya will look just like Mississippi.

We allowed the 21 million arabs to move back to Libya. They are happily living in shacks in squatter camps (Shanty towns if you prefer) Outside of the major now-white cities. There are also the cities we built after we took power, which are since we built them, white only.

From there, you will have to ship it, as we have no major ocean-going freighters. We're going to place the water in the approximately 1 million depots we're building around the country that can each hold 500,000 gallons of water. The water will be used for irrigation and mostly drinking. :)

I will indeed pick up the water. We are sending in 1,000 C-130s from Libya and approximately 72 merchant marine ships.

The imperial ambitions in North Africa are to be condemned and Uncle Noel warns Communist Mississippi that it's period of grace will no doubt be remarkably short. This is, after all, a volatile area of the world and openly rascist policies can only be tolerated by Libya's citizens and neighbours for so long. Don't worry. Libyans will be a-okay. We know how to treat the citizens of our empire. Although technically our empire is under Mississippian Law, so the Libyans are like 4th class citizens. I'm not even sure our laws recognize Arabs as people. Our laws don't recognize blacks as people, so I don't know why they'd recognize Arabs.

However, we are prepared to send Engineers to drill wells to the subterranean Aquifers underneath Libya.

In the spirit of international friendship, we're even prepared to do it for free!

We must also organise a more formal treaty between our nations, as Roycelandia traditionally has fairly open borders- but CM might have more stringent entry requirements.

We also need to ensure no "misunderstandings" along the Roycelandian East Africa/Communist Louisiana territorial borders, as Roycelandian troops tend to be a bit trigger happy, especially since the border with Lusaka is a bit volatile at the moment....

Okay, we basically have closed borders, and anybody attempting to get in without express written government permission is turned back if it's at a checkpoint, anybody attempting to cross into CM territory outside of a checkpoint is shoot on sight. Although we're much more forgiving if a white person who doesn't speak english or understand our laws accidentally crosses, or if sanctuary is being sought.
