Kraknokistan Opens Borders to Diplomats

The Empire of Kraknokistan Foreign Ministry has announced that Kraknokistan is encouraging any and all interested nations to participate in an embassy exchange. Kraknokistan may also allow foreign countries to set up a military base under certain conditions.

Embassies: All embassies in Kraknokistan are of Greek Revisionist design, with two floors(the lower floor is a workplace, the upper floor contains living quarters) and a basement(for storage). Any nations wishing a different design should contract the Foreign Ministry immediately.

Reception and Personal Assistants: All foreign ambassadors to Kraknokistan will be met upon arrival by their Personal Assistant. The Personal Assistant is assigned to them by the Kraknokistani government and has the job of introducing the Ambassador to Kraknokistani culture and government. In addition, the Personal Assistant is given the task of protecting the Ambassador. Once an Ambassador arrives and is met by his or her Personal Assistant, he or she is taken to an official reception hosted by the Emperor.

Background Checks: The Empire of Kraknokistan submits foreign diplomats to three different background checks: one from the Department of Completely Uninteresting Happenings, one from the Ministry of Law and Order, and one from the Department of Counter-Terrorism Operations. In addition, it is asked(but not required) that foreign diplomats submit their luggage to X-ray scanning. If the foreign diplomat refuses, s/he will recieve what is jokingly reffered to in the Kraknokistani Intelligence community as a "little buddy". That is, s/he will always have one or more tails from Counterintelligence following him or her. We do not object to similar background checks and luggage searches being performed on our diplomats.

Extra-territoriality: The Empire of Kraknokistan recognizes the extra-territoriality and diplomatic immunity of foreign diplomats. However, either the Parliament or three members of the Supreme Court can declare a foreign diplomat persona non grata (giving him or her six hours to leave Kraknokistani soil before his or her diplomatic immunity is revoked and a detain-on-sight order is issued) for one of two reasons:
1. The foreign diplomat has terrorist affiliations
2. The foreign diplomat is found to be "obstructing the peace"

Military Base Exchanges: All nations wishing to conduct a military base exchange with Kraknokistan must first have an embassy in Kraknokistan. If a nation that has an embassy in Kraknokistan wishes to conduct a base exchange, they should submit a request here listing:
1. Your population at time of submittal.
2. The Kraknokistani city you want the base to be in (See Guide to Cities below).
3. The type of base you want(air, land, or naval)
4. Some cities in your nation Kraknokistan could establish bases in, and the type of bases they would be suitable for(air, land, or naval).
5. A summary of your nuclear policy
The request should be titled "Request For Military Base Exchange"
Please note that any nation requesting a base exchange will undergo extensive research and observation by Kraknokistani Intelligence. Also, only one military base per nation and two foreign military bases per Kraknokistani city will be permitted.

Guide to Cities: This is a listing of Kraknokistan's ten largest cities (Compiled to help nations fill out military base exchange requests). All cities are suitable for air or land military bases. Only Kraknokicity, Port Kraknok, Krakago, and Kraknokistanbul are suitable for naval bases. Any important information is listed next to the city in parentheses. Nations with military bases in the city are listed next to the city after a double dash.

The Kingdom of Weyr is interested in creating diplomatic ties with the Empire of Kraknokistan. A delegation of:

are standing by for your approval. They will be arriving 24 hours after approval, via airplane. If possible, we would like to rent or purchase a building/office space to act as our embassy. Barring that, we can also construct our own structure.

Space for your delegation is available within Embassy Tower, where all foreign embassies within Weyr are located. Floors 40-42 and 48-67 are available at this time. The Diplomatic Service provides security, basic services, and secure telecommunications. Furniture, electronics, special services, and any other amenities are provided upon request. The Diplomatic Service pays for all services. It should be noted that security and safety of any foreign delegates is not guaranteed outside of Embassy Tower unless those delegates are accompanies by Diplomatic Service staff.

Embassy Tower is located in our capital city of Wye, a city of approximately 200 million built on the southwestern slopes of Mt. Weyr. We recommend that foreign delegations arrive via Wye International Skyport, where Diplomatic Service officials can meet them. Barring that, foreign delegations can alse be met at Southport, located at the mouth of the River Wye, if they arrive via seaship.

The Kingdom of Weyr has no restrictions on trade, and permits nations to freely buy and sell all goods and substances within its borders. This includes, but is not limited to: weapons, toxic substances, motor vehicles, WMDs, foodstuffs, raw materials, and finished goods. This cannot be restricted or expanded upon by any treaties.

The Kingdom of Weyr does not recognize extraterritoriality. Weyr’s courts will try any foreign delegates or visitors in accordance with Weyrean law.

This includes:
- Trial by an elected jury within seven days of arrest
- A free lawyer, to be given upon request
- Communication with any party, after arrest, via a monitored link
- The ability to sue for personal damages incurred while under arrest

However, foreign delegates are permitted to have their home nation pay for the court fines. It should be noted that Weyrean courts issue sentences that are monetary in nature.

Weyrean law has only three crimes: murder, theft, and malicious manipulation.

Weyr is not interested in military alliances at this time. However, Weyr holds a policy of non-aggression towards all nations.

Kraknokistan approves Weyr's diplomats. No purchase of office space is necessary, any desired office space will be given to Weyr at no charge. Kraknokistan will pay for all services. Kraknokistan's delegation should arrive in about 22 hours at Wye International Skyport. They request floors 41 and 42 due to the size of the delegation. The Emperor looks forward to meeting the Weyrian ambassador.

2.Recieve benefits from any trade deals with Kraknokistan

John Smith was so engrossed in his work he didn't hear the pilot warn the passengers to buckle their seatbelts as they made their final descent, which resulted in a large bump on his head when they did land. He got on the tail end of the large delegation filing out of the airplane. Smith worked at the Department of Completely Uninteresting Happenings, where everything completely interesting in Kraknokistan happened and where everyone seemed to be named John Smith, Jack Smith, Jonathan Smith, J. Smith, Jaqueline Smith, or some other variation. Smith noticed that Dan Cooper, the Ambassador, was talking to someone holding a "The Empire of Kraknokistan Diplomatic Mission" sign. Smith hurried over to a column of green smoke. "You're Lerris Nu, I presume."

At the Kraknokicity International Airport, the band started playing the Weyrean national anthem as soon as the GA-331's door opened. The band moved on to the Kraknokistan national anthem, "Kraknokistan Doodle Dandy" as Jacqueline Smith, Special Assistant to the Weyrean Ambassador, waited for her charge to emerge.

"Ahh . . . yes. we've been expecting you," Lerris nodded, blowing out a big stream of smoke.

"Lerris, either stop using copyrighted game lines, or get a shoe rammed up your a5s," Lary Hopkins muttered, pausing from his conversation with the Imperial ambassador Dan Cooper.

"Heh," Larris grinned, "yes, I'm Lerris Nu. This your entire delegation?" he asked John Smith. Lary was asking the same question of the ambassador just half a meter away. The Diplomatic Service was the most unorthodox agency in Weyr, right after the Board of Estimates. On the other hand, they had never gotten anyone killed or seriously injured just yet, so perhaps they were on to something . . .

Jacqueline Smith, Special Assistant to the Weyrean Ambassador, waited for her charge to emerge.

Ambassador Jo Torrin was the first to leave the craft, followed by the alchemist, the attaches, the High Guard, and the secretarial staff. They had plenty of time to get ready during the flight, and to read up on whatever material was available on Kraknokistan.

"I must say that this is the best reception I've seen thus far," alchemist Jerand Smythe commented. Weyrean embassies in most nations consisted of a ramshackle building or apartment on the edge of the capital. Of course, nations who kept a low profile in most matters generally got the least preferential treatment.

"Jacqueline Smith, I assume," the ambassador bowed, coming up to the Special Assistant to the Weyrean Ambassador

"There's gonna be about forty people total, they'll come in by subway. We wanted to train the rest of the delegation in the culture before they come over," Smith explained, trying not to inhale the smoke.

"Sure, they can come." Jacqueline Smith turned to the rest of the diplomats and yelled, " Everybody get into a limo, we're gonna take you to a pub and buy you drinks!" A loud collection of cheers arose from the diplomats, who all ran to the nearest limo. "Torrin and Smythe, come with me. You two get the armored limo." As soon as they were in Smith told the driver to go to "The Dirty Mug". Seeing the look on Torrin and Smythe's faces at the name she smiled, producing three glasses. "Don't worry, we'll use our own mugs."

"Good choice," Lerris commented, turning to lead the delegation towards the terminal's exit. "The li'Illorin are gonna go off in a few hours, and it won't be pretty."

"Start from the beginning," Hopkins said once they were outside and in the 110F(40C) heat of the average Weyrean day.

Wye Skyport was built on the lowest slopes of Mt. Weyr. The city of Wye rose above and to the north, a massive megopolis of Neotokyo proportions. Massive glass and steel buildings rose all the way up the mountainside, reaching into the clouds, conencted by walkways, smaller buildings, skyways, and every other means available. Wye held nearly a third of Weyr's population,it needed all the mass transportation it could get to keep its 200 million plus inhabitants content and working.

"Right, this is the subway line," he indicated the meter-deep trench that ran only a few meters in front of the skyport 'arrivals' bulding. "It's fully maglev, so don't worry about getting shocked." Just then, the train (http://www.trainweb.org/subwaymark/transit/US%20East/new%20york/NY%20Subway/ny-hr-irt082601-6-02.jpg) hummed its way over the trench, halting in front of the arrivals building. it was a regular subway train, with a composite metallic skin that glinted in the sun. The MTA logo, was emblazoned on on a shield in blue lettering at the front and rear of each side.

"Everyone in," Lerris said, as the doors slid open, accompanied by an average subway chime.

The glasses were returned to them full of alcohol and considerably more dirty than they had previously been. Torrin and Smythe drank while Jacqueline Smith gave them pointers about Kraknokistani culture, most of which they already knew from their briefing papers on the flight in. When she finally finished talking about Kraknokistanis' mortal fear of frogs, Torrin asked, "When's the official reception?" Smith was silent for a moment, then swore violently. "Half an hour ago!," she said, looking at her watch. Smith turned to the nearest security agent. "John, get these diplomats to the Palace ASAP, then get a MedEvac 'copter down here!"
"Is there a medical emergency?"
"Yeah," Smith said, "I'm in shock!"

Around three hours and no accidents later, the entire Kraknokistani delegation was sitting in the Hanged Man Bar, which was currently filled with Diplomatic Service workers who had nothing better to do whan watch WN3 and CNN while quaffing whatever drink they preffered. Most of the ride was spent explaining the various customs and such to Smith and his companions.

Whatever the bar was, it did not look like someting that should have been part of the Council Hall building, whcih it was.

"So, you go into Wye, you'll probably get shot, or hanged, or drowned, or burned, or have something else that's painful and nasty happen to you. The li'Illorin will just plain ignore you, the Clowns will axe you at the knees, the Hanged will see you dangling from the nearest lamp post . . . Anyway, I suggest you get sign a will, or get a good weapon, or both. Oh, yeah, that's the King," he pointed at a young woman sitting in the corner, behind a large mug of steaming coffee.

The Director went on, "And now I've got some hospital puke asking me to pay the bill. This is coming right out of your paycheck." "My paycheck's not that big sir." "Yeah, that's true," Director Smith said, "but we'll figure it out somehow. The Prime Minister left, you know." Jacueline Smith remarked, "Isn't that a good thing?" "Yeah, I guess it is. Old man's boring as heck, and not that important anyway." The Director walked off to chat with the Morathanian diplomats. Director Smith was usually an amiable man, until something went wrong. Jacueline Smith returned to Torrin and Smythe. "Well, what did he say?" Smythe asked. Smith responded, "He said the Emperor wants to meet you. Just follow me." All the dim speeches had already been given, and now people were milling about the ballroom, trading gossip and getting drinks. The Emperor was located in the approximate center, surrounded by security guards and his three sons. Torrin could immediately tell who the Emperor was by the way he held himself. "Ah," The Emperor said, noticing him, "you're Ambassador Torrin." "Yes, I am, your Majesty," Torrin said. "Listen, Ambassador, could we talk alone for a moment?" The Emperor asked. "Sure." The Emperor led Torrin away from the crowd. "You see that man over there who was standing next to me? The one with the cigar?" Torrin nodded. "That's my oldest son," the Emperor told him. "He has lung cancer. He's not expected to live." Torrin nodded again, then asked, "What can I do, your Majesty?" The Emperor told him, "I'd like you and the High King to attend his funeral. Your country has been very friendly to us. Will you do this for me?"

"Roger, What's our ETA?" Mark Atkinson said as looked longingly at the city beneath him from his tiny seat holding piles of diplomatic papers

Alex, the senior on the mission noticed Mark’s obvious discomfort. “Hey kid, just follow me.”

Speaking on behalf of the Archduke and of all the citizens of the Grand Duchy of Monte Ozarka, I would much like to extend the hand of friendship to Kraknokistan.

As such, we would gladly exchange embassies. We welcome a representative of Kraknokistan to set up an embassy in our capital city Reisz. If you are to accept the only restrictions placed on this embassy are:
1) It shall not harbor any sort of large ordnance. ("Large ordnance" shall include WMD's, surface-to-surface missiles, smart bombs, bombs of yield greater than 5 tons, fighter/bomber/strike aircraft, MBT's, and field or mobile artillery.)
2) The total guard detail must not exceed the number of 75.
3) No permanent weapon emplacement with a direct line of fire into territory not within the embassy shall be erected within 100 feet of any street.

If you are to accept these terms, we will immediately dispatch an ambassadorial contingent to your country to commence diplomatic ties.

The Foreign Minister would like to know when the Monte Ozarka and Boa Vista delegations will arrive so a proper welcome can be prepared and would like to ask Boa Vista if a Kraknokistani embassy could be established in their country.

Lerris Nu asked,"What kinds of resources?" Smith said, "Emperor Castlen is interested in starting a nuclear program. Now, we already have the uranium, but we were hoping your government could sell us tritium. If you agree, we would also like to contract the services of some of your scientists and technicians, particularly mathematicians, physicists, and people who make eyeglasses." "Why that last one?" Lerris Nu asked him. "They're perfect for building bombs. Their proffesion requires steady hands." Smith gave Nu a card, "If you decide to agree, call the number on this card. And please be discreet. We would like to keep this secret as long as possible."

In Kraknokicity, a different John Smith was explaining Kraknokistan's government to Mark Atkinson. "So the Parliament has no real power. They vote on the laws, but they always vote the way the Emperor wants them to."
Mark asked, "Why's that?" Smith told him, "Because if they don't they might just disappear. Also, the Emperor can use all of Parliament's powers during a national crisis." "Who decides what a national crisis is?" Mark asked him. "The kicker is, the Emperor himself does." The limo slowed to a stop. "Looks like we're here. Don't worry about the Emperor. He's mostly benevolent. Mostly."

"Well, here's the chase, bub," Lerris responded after a moment, taking the offered card. With that, he got up and shouted. "Oy! Alicia! Get yer arse over here," and sat back down.

Alicia, Weyr's High King, materialized a few moments later.

"What?" she asked, getting onto a just-vacated barstool. She was an unimpoing your woman, with long raven hair and somewhat tanned skin.

"They want a nuclear program," Lerris inclined his head, taking another pull on his pipe.

"Fine," Alicia shrugged, apparently not noticing the gathering acrid smoke that seemed to also be corrosive. She waved a bartender over for a drink, then continued, turning towards Smith. "We'll give you tritium for free, because we have too much of it. I'll talk to Ramakhis about getting some Questors to help you with production. Honestly, it's a waste, but to each his own. Now, any more 'discrete' questions?" she asked.

Whenever you need us to return your favor, call the number on that card. It's the office number of the Minister of Defense." Smith's mind was racing as he said this. He had not expected to get the tritium for free, which made him suspicious. Surely Weyr had some reason other than having too much of it. There was always an angle. Maybe there really was too much tritium, and it cost too much to store. Maybe. He would have to try to find out what the angle was. "Pleasure to meet you, King li'Wye. Mr. Nu, if you could take me and Ambassador Cooper to the embassy, I would be grateful."

The reason Weyr was liquidating its nuclear weapons capabilities was actually quite simple, unless you wanted to get at the heart of the matter. The southern religious movement was trying to make a nuclear weapon, and it was probably using Weyrean stockpiles to do it. For Alicia, it didn't matter what happened to the materials as long as it as out of the hands of the movement. But Alicia wasn't about to go into details.

"Try not to kill them," Alicia said, as Lerris escorted the ambassador and Smith out of the pub.

The sun was already hidden behind the tall buildings of Wye. It took perhaps ten minutes of walking to reach the highest tier of Wye, where the government buildings and offices were located. Through Centre Park, which had all too many names and was flanked by the three massive structures that were Council Hall, Tower of Kings, and High Guard Court, and into a wide avenue that led directly to embassy Tower, a 72-story spire.

"New delegation?" the single woman manning the reception desk asked. It was an unimposing lobby, painted in sedate colors, with numerous elevators behidn the reception desk.

"Kraknokistan," Lerris nodded.

"Right. We were wondering when you'd show up. Floors fory-one and forty-two are ready; full package," the receptionist pulled out three identical magnetic cards. "You swipe these at the elevator to take you up, and at the floor entrance. Decide who gets what card, and choose your PIN numbers," she shrugged.

PIN numbers taken care of, the delegation ascended to the forty-first floor.

"The entire two floors are yours," Lerris said as the elevator stopped, and its doors opened into a short corridor that terminated in a pair of closed metal sliding doors that were flanked by four members of the High Guard. "You swipe the card, then enter your personal PIN number. You have private stairs and elevators to go between the two embassy floors. There's a sheet with phone numbers on the front desk. Everything beyond this point is officially Kraknokistani soil. Now, is there anything I can help you with?

"Yeah, if you could get us a lot of whiskey and some maps of Weyr, that would be great," Smith told Lerris. As soon as Nu was gone, Smith broke out into a violent coughing fit. He could stand most cigar smoke, but whatever brand Nu was smoking had to be a medium-grade chemical weapon. Smith, throat burning, went to his office and started researching Weyr. When he had found what he needed, he picked up the phone and dialed a number he had memorized before leaving for Weyr. It was the number of the Emperor's chief of staff, Robert Anderson. As soon as Anderson picked up the other end, Smith said, "It's a go. We're even getting the tritium free." When the chief of staff asked why, Smith told him, "I just researched that. Looks like they're afraid of a religious movement using it." Anderson told him to keep an eye out for anything suspicious, just in case. After the call ended, Smith lit a hand-rolled Kraknokibad while he filled out contact reports on King Alicia and Lerris Nu.

Lerris sighed as he stepped out of the elevator and into the marble-faced lobby.

"Bad day?" the receptionist asked.

"Not really. Kraknokistan wants lots of whiskey and local maps," Lerris responded, refilling his pipe as he walked past the desk. These new nations always wore him out. Weapons programs, giant public works, new ideas. Weyr had been like that once, but not anymore. The southern 'incident' was as sure a sign of that as any.

"Gotcha," the receptionist grinned. "Moon and star."

"Yep, moon and star."

Approximately ten minutes later two Diplomatic Service staff rode the elevator up to the forty-first floor with several kegs of fine whiskey, two atlas tomes, and eight DVD-ROMs that could display any part of Weyr in exacting detail.

In his small apartment, located over a seedy shop that sold suspicious leather goods, Lerris activated his console terminal and began writing up his general log. It helped him keep track of thoughts and events. The apartment was permeated with the smoke from Lerris's pipe, which he used out of habit, and because it made people uncomfortable. Burglars didn't bother breaking into apartments that exhumed such fumes -- you never knew who you'd pop in on.

Attached to every computer terminal in the embassy was a detailed instruction sheet with numbers of most Weyrean government officials, local restaurants and shops, and 'escort services'. Next to every terminal was a text-book-sized manual on Weyrean culture, language, and information systems. Embassy Tower and Diplomatic Service staff sincerely hoped that at least -someone- would read them.

Alicia finished notifying the Questorship office as to a new location for sending possible Questors. The Questorship program was designed for university students who did not fit into Weyr's society for whatever reason. They were smart young men and women, with more than enough knowledge to qualify them for Doctorates in their chosen fields of study. The problem came with what they wanted to do with that knowledge.

So, three-dozen Questors would be sent to Kraknokistan along with a large portion of Weyrean Tritium.

Alicia's residence was quite small, in essence a three-bedroom apartment with a nice closet and a large bathroom. Other emperors, presidents, and kings lived in palaces, but Weyreans generally found such things strange. Alicia wandered over to turn on the shower.

The Chief-of-Staff walked into the Emperor's office. The entrance to the Palace was designed to amaze with its size, architecture, and liberal amount of gold, but here, deep inside the Palace, the only concern was to make its occupants comfortable. This office would have been wholly unremarkable were it not for the fact that it was where the most important decisions in Kraknokistan are made every day. "The Questors have just arrived, they're starting the work with our people," he told the Emperor. The Emperor rose from his mahogany desk. "Good. When will we go public?" "We're figuring that out. Could be anywhere between a month from now to a month after they're done," the Chief-of-Staff told him. "And what about the Microphobias delegation?" The Emperor asked. "They're in the Royal Ballroom right now. You should rest a minute. They'll wait." The Emperor sighed, sat down, and asked the question he had been trying to put off, "Any news from the hospital?" He was asking about his oldest son, who had been hospitalized with lung cancer.
The Chief-of-Staff told him, "He's not going to last more than a month. I'm sorry."

The Empire of Kraknokistan Foreign Ministry has announced that Kraknokistan is encouraging any and all interested nations to participate in an embassy exchange. Kraknokistan may also allow foreign countries to set up a military base under certain conditions.

Embassies: All embassies in Kraknokistan are of Greek Revisionist design, with two floors(the lower floor is a workplace, the upper floor contains living quarters) and a basement(for storage). Any nations wishing a different design should contract the Foreign Ministry immediately.

Reception and Personal Assistants: All foreign ambassadors to Kraknokistan will be met upon arrival by their Personal Assistant. The Personal Assistant is assigned to them by the Kraknokistani government and has the job of introducing the Ambassador to Kraknokistani culture and government. In addition, the Personal Assistant is given the task of protecting the Ambassador. Once an Ambassador arrives and is met by his or her Personal Assistant, he or she is taken to an official reception hosted by the Emperor.

Background Checks: The Empire of Kraknokistan submits foreign diplomats to three different background checks: one from the Department of Completely Uninteresting Happenings, one from the Ministry of Law and Order, and one from the Department of Counter-Terrorism Operations. In addition, it is asked(but not required) that foreign diplomats submit their luggage to X-ray scanning. If the foreign diplomat refuses, s/he will recieve what is jokingly reffered to in the Kraknokistani Intelligence community as a "little buddy". That is, s/he will always have one or more tails from Counterintelligence following him or her. We do not object to similar background checks and luggage searches being performed on our diplomats.

Extra-territoriality: The Empire of Kraknokistan recognizes the extra-territoriality and diplomatic immunity of foreign diplomats. However, either the Parliament or three members of the Supreme Court can declare a foreign diplomat persona non grata (giving him or her six hours to leave Kraknokistani soil before his or her diplomatic immunity is revoked and a detain-on-sight order is issued) for one of two reasons:
1. The foreign diplomat has terrorist affiliations
2. The foreign diplomat is found to be "obstructing the peace"

Military Base Exchanges: All nations wishing to conduct a military base exchange with Kraknokistan must first have an embassy in Kraknokistan. If a nation that has an embassy in Kraknokistan wishes to conduct a base exchange, they should submit a request here listing:
1. Your population at time of submittal.
2. The Kraknokistani city you want the base to be in (See Guide to Cities below).
3. The type of base you want(air, land, or naval)
4. Some cities in your nation Kraknokistan could establish bases in, and the type of bases they would be suitable for(air, land, or naval).
5. A summary of your nuclear policy
The request should be titled "Request For Military Base Exchange"
Please note that any nation requesting a base exchange will undergo extensive research and observation by Kraknokistani Intelligence. Also, only one military base per nation and two foreign military bases per Kraknokistani city will be permitted.

Guide to Cities: This is a listing of Kraknokistan's ten largest cities (Compiled to help nations fill out military base exchange requests). All cities are suitable for air or land military bases. Only Kraknokicity, Port Kraknok, Krakago, and Kraknokistanbul are suitable for naval bases. Any important information is listed next to the city in parentheses. Nations with military bases in the city are listed next to the city after a double dash.
