Massive Corruption in Xiang Gang Uncovered

Xiang Gang, a freedom-loving democracy has been forced to declare itself a compulsory consumerist state due to the evidence found of massive corruption in several of its institutions. It asks for help in dealing with these by asking other nations to send detectives for part of the plan to counter this.

The Police Force of Xiang Gang has been found to be closely integrated with Triad Gangs and several unscrupulous businesses resulting in bribery and abuse of the justice system due to wrongful arrests.

The justice system has been found to have been infiltrated and in cases bypassed by corporations and political units in cooperation with the police.

The Legislative House has instituted many emergency changes:

(I) The President has been asked to create a "Control Court" of 15 Justices Control which will oversee all police, army, justice, executive and legislative departments through a "Commission Of National Control" and rule against corruption and wrong-doing. It will take some of the powers of the Legislative House and some of the powers of the Court of Final Appeal.
(II) The "Police Force of Xiang Gang" will be abolished for "The National Police Agency" in which there will be more layers of accountability yet less paperwork and fewer ranks, resulting in a more transparent system.
(III) The "National Police Agency" will establish a "Department of Police Administration Affairs" which will be under control of the "Commission of National Countrol" and the "Control Court".
(IV) The first trials of the corrupt officials will be next month, as evidence is prepared.
(V) All officials, even in the police, of a certain level, must declare their interests and assets to the Control Court.

Instead of three powers - Legislative, Executive and Judicial, Xiang Gang will have four, each of which may scrutinise another. These will be the Legislative, Executive, Judicial and Control. These are not totally separate, as Xiang Gang is a Parliamentary system. These are the responsibilities of the new powers:

Legislative - Legislative, issues interpretations of legislation, issues Orders to the Executive, scrutinises the executive. Legislative House

Executive - Executive Directives, civil service and armed forces control, appeals on legislative decisions to the judiciary. President and his Cabinet of advisors, Chief Executive (Legislative Member), Executive Council (Legislative Members)

Judicial - Decides on legality and fairness of interpretations of law and of law, highest court in civil matters. 9 Justices of the Court of Final Appeal, courts

Control - Decides on legality of administrative and civil service actions, hears on conflicts of interest in government. 15 Justices Control of the Court of Control.
