The government of Whittier is prepared to sit down with the representatives of the Mexican people and discuss the matter.

Whittier is prepared to pull its troops out of Mexico if we can get the Mexican side to the peace table.

The Victoria Alliance wishes to held the peace conference.

The Aequatian Republic is prepared to act as a neutral mediator in the negotiations between the Union of Whittier and the nation of Estados Unidos Mexican about the withdrawl of Whittier armed forces personnel and equipment, since we do not have relations with either nation. President Nicklas Schaeffer will act as the Republic's delegate during the negotiations.

Delegates from both Whittier and Estados Unidos Mexican are instructed to meet with President Schaeffer aboard the Aequatian battleship RNS Vanguard where he is currently partaking in the maiden voyage of the fleet's flagship.

Peace is always the preferable solution, and we commend you for recognising that. If you require an absolutely neutral location for any future talks, the Confederacy is open to you, of course.

We thank all parties for their interest in bringing this to a peaceful end. Though, there are crackpots who are voting for war.
While the Union of People's Republics appreciates the offers by Camewot and Mattikistan, we have approached the government of Aequatio and have asked them to act as mediators.
Whittier is a peaceful nation. Due to current world events, our forces may be needed elsewhere. Also, we have no desire to get bogged down inside another nation. However due to Mexico's proximity to a certain other nation, we are watching at the moment, we cannot just pack up and leave.
Our purpose in Mexico is two fold:
1. The restoration of order through the establishment of a socialist regime.
2. Prevent a certain nation from invading and taking over. (said nation has invaded first Tennessee, then Africa, and now Hogsweat.) There can be no doubt that if this nation views Mexico as having a weak defense, then Mexico will also be forced to become a white's only colony.

We expected to be welcomed as liberators. However, that does not seem to be happening.
In return for our withdrawal we want the Mexicans to accept the following terms:
1. Some Whittier troops will remain in Mexico as peacekeepers.
2. The people of Mexico will, under the auspices of the international community, draft a new constitution adopting whatever form of government they see fit.
3. Elections will be called as soon as the constitution has been adopted.
4. All polling places will be guarded by Whittier troops to ensure the elections are not rigged.
5. Mexico allows Whittier to maintain air force bases inside the territory of Northern Mexico, preferably the part close to Texas and the Gulf of Mexico. So that if a certain nation were to invade, we could strike them and strike them hard.
Whittier is asking for rights to build 5 air force bases and 3 army bases inside northern Mexico.
These bases will be located in the cities of:
Monclova, Monterrey, Reynosa, Ciudad Victoria, Tampico, Mexicali, Cancun, and in Matamoros (right on the Texas/Mexico border).
In return for the basing rights,
these cities will economically, become the wealthiest cities in Mexico,
Whittier will pay rent to the Mexican government for the use of their lands
(25 billion dollars a year)
Whittier will invest in the rebuilding of infrastructure, to include roads, schools, hospitals etc. (upto 340 billion dollars)
Whittier will invest 250 billion to train and equip the new Mexican army and national police force.
Finally, Whittier give 200 billion/ year in economic and humanitarian assistance to Mexico.
Further the Mexican army will be trained by the Whittier armed forces and participate in joint training exercises.
That is our offer to the Mexicans.

Before anything gets drafted and set in stone, we shall wait for the delegate from E.U.M. to arrive and read over the document set down by the delegate from Whittier.

I don't want a socialism in Mexico because I think that you might not let them have their own government when you're done. I believe that we should both take part in this to help Mexico back on it's feet.)

The Federation of Morathania can act as a neutral third party in peace talks. They may be held in Morathania if you wish. We are a Victoria Alliance country and Morathania has not taken sides in this conflict.
