The Galactic Alliance
PREAMBLE
Imagine you're new. Remember that? You have that open-eyed newbie stare, looking at this brand-new site like a newborn baby. You think, "I think I'll be in space!" But too bad for you! Other people want to be in space too! And you have nowhere to turn when they gang up on you!
Then The Galactic Alliance finds you. "We're accepting members," they say, and you gratefully join. With a few simple entrance requirements, you are now part of a grand group - you are no longer friendless. From easy trade to a warp-gate between systems, The Galactic Alliance has everything you need to make your life simpler.
ELIGIBILITY
Yes, not just anyone can join. But not just nobody can either.
-To be considered for membership, a nation must have at least five (5) millions of persons calling themselves citizens of that country. Sorry, but we're not letting every garden club join.
-Every nation must be recognized by NationStates. It's a very easy way to tell you're not a garden club and not hard to get recognized.
-A nation must have the consent of its government.
-A nation must completely govern at least one planet/planetoid of at least one hundred (100) miles in diameter. This is necessary for planetary security.
-A nation must be able to send two (2) representatives at all times to serve on the Alliance Senate.
-To fully join the Alliance, a nation must consent to the construction of a warp-gate between its home system and Alliance headquarters. This is necessary for expedient travel between members.

Trade and money make up a good portion of a nation's GDP, and the GDP is usually used to calculate happiness, so to make your citizens happier we want to help with your trade.
-Tariffs
Tariffs are taxes on imports. We won't deal with them. Tariffs can only be placed by a member on a member if they are necessary to keep up the members' economy.
If tariffs are to be placed, they are to be placed fairly - on every member nation.
-Corporations
Corporations are like nations, but usually they treat their people worse, make more money, and sell stuff. Member-based corporations can be given licenses to become tax-free in the Alliance.
-Currency
The Alliance will supply an alternative currency to be used in member trade. It must be given a fair exchange rate with member currencies. This is not a universal currency.

Most NationStates trade is, actually, weapons. We won't mess with your weapons trade, neither will we sell weapons. If a pan-Alliance force is needed, we will form a comittee to determine where our weapons will come from.
Technology
There's no such thing as intellectual property, intellectually speaking.
A minimum level of technology will be determined, and nations below it will be given free tech. Sharing is encouraged, but we understand your jealousy and won't mess with your intellectual property.

All decisions will be determined by an Alliance Senate, with two representatives from each nation. No nation will be given more or less than two votes.
The administrative center will be an isolated planet with warp-gates to members' major systems. It will be a neutral planet.
WAR

The ultimate goal of war is more war.
Yes, sometimes people fight. If an Alliance member is attacked, or if a nonmember is determined to be a threat, the Alliance may declare war with a 51% or more majority. In an emergency, members are called to aid their comrades no matter what the vote is.
A house divided cannot stand. A member found to have attacked another will face ejection, if only three votes call for it.
If a member's system is overrun, their warp-gate must be immediately shut down. The Alliance will attempt to restore the member's government once martial law is not required.
The Senate will elect a general to lead the combined Alliance forces. Subservience to the general is not required but it is recommended.
Espionage

Foreign nationals caught committing espionage are their enemies' responsibility. Foreign nationals suspected of espionage can at most be fined no more than 50$US and/or deported.
Encryption will be supplied to nations requiring it.
AMENDMENTS
Nobody's perfect. Just in case someone proposes something better to add onto this Constitution, a 3/4 majority will pass an amendment.
