President James Madison smiled as he made the announcement he had been planning for some time;
"Brothers and Sisters of the Austar Union, children of the European Continent. For too long, we have remained divided, squabbling over the small, unimportant matters. We have also for too long, ignored our position in the globe, ignoring the advantages which a mutual pact would help us, especially for the fact that we are regional neighbours.
Therefore, I invite all European nations, to join with us, the Austar Union in establishing the European State Alliance. With this alliance friends, we can only minimize our disadvantages, and maximize on our advantages. Please find contained within this transmission a document outlining the information on the alliance. Thankyou."

Section I - Mutual Defense
It should be understood, that all nations who are a member of the European State Alliance are obliged, and have the right to a code of mutual defense. Under this section, defense may be provided in the form of: Military Aid (Preffered), Money Aid, or Diplomatic Aid. All nations who make the choice to REFUSE to comply with this section, face concequence as deemed by the Executive Council.
Section II - Trade & Embassy Agreements
It should be noted, that to maximize the growth of the Eurpoean economy, nations in the European State Alliance are encouraged to seek a 'Europe First' attitude when dealing with trade aggreements. This comes in the form of the lowering of tarriffs, the increase of regional trade etc.
It should also be noted that nations who join the European State Alliance, agree to allow the opening of embassies within their nation, from all member-states of the European State Alliance.
Section III - The Establishment of the Executive Council
To help govern the general alliance operations, a body of nations shall be elected monthly to help govern the exact operations of the Alliance. This body of nations shall be reffered to as the Executive Council, and should be made of a total of FIVE (5) nations. Of these five nations, a President shall be elected to preside over the Executive Council.
There shall be a vote held on the 20th of Every Month, of which elections are held to decide which nations are to be members of the Executive Council. ALL nations have right to debate on issues affecting the alliance, however, the voting and end desision rights remain with the Executive Council.
Section IV - Approval of New Members to the Alliance
Under reviewing an application for joining the European State Alliance, a majority of 75% should be reached from the General Assembly before that application is accepted.
Section V - Amendments to the Charter
To make any amendment to the official charter, a vote of 75% majority must be attained before the amendment is made. All amendment attempts, successful or not, should be recorded into an archieve.
