Offer of Military Bases and Request for Elite Forces Training
Gregory Pelican has been appointed as the new head of the Foreign Office. In his debut speech as First Home Secretary, he makes commitments which have never before been outlined in a foreign policy document; namely, the pursuit of 'liberty and prosperity' in the world at large by military means if necessary, and the possibility of mutual defence between Thrace-Tailteann and allies.
"... To this end, we are looking for nations who seek liberty and prosperity.
We offer to set up military encampments in the territory of free and friendly nations who seek employment, protection and liberty;
We request the aid of an established military power to train the elites of our army; as our nation is slow to anger, even our best brigades have only a few weeks of actual combat experience;

As of today, the Department of Defence and Foreign Affairs acts upon the Pelican Directive. We would like to build barracks for divisions of the Republican Armed Forces in nations of good repute, and to send our best soldiers to benevolent and strong nations for training.
