Serya embassies all over the world issued a statement earlier today in which they asked all nations worldwide to turn away any Serya emigrants. In a written statement possibly written by the Dictator of Seryown himself, the statement urged all nations to turn away anyone who's been in the nation of Seryown within the last two days. As an odd twist, the phrase "for your own safety" was included in the statement, but no further information has been disclosed.
In addition, the country of Seryown has closed its borders and ports to immigration and all foreign trade, once again citing reasons of the safety of other nations. Economic experts indicated that the Seryown Economy is not self-sufficient enough to sustain this state with a stable economy for a long period of time.

No further information has been provided.

OOC: For clarification's sake, understand that the dictator of Seryown is a person appointed by the government to handle crises and then give back power when they're over, but he's held the post for nearly forty years without giving back power.

An anonymous tip from a low-ranking member of the Serya government today revealed a possible motive for the recent closing of the borders and ports of Seryown. A biological or chemical agent may have been released on the Seryown mainland, where less than five percent of the Seryown population resides. No unusual deaths or injuries have been reported from that area as of yet, so it appears that the Seryown government took this measure largely as a precaution.
Political experts indicated that any release of chemical or biological agents would create a large breach of interest between Seryown and other major powers.

In a statement issueed by the dictator of Seryown yesterday, he admitted to the test of an explosive bomb device meant for spreading a biological agent. The agent, he said, was specially engineered to minimize casualties while maximizing effectiveness by knocking anyone who contracted the agent uunconscious - the disease would then be conquered by the immune system and the victim would awake after approximately three hours unconscious.
Unfortunately, the bomb's blast radius far exceeded expectations, he said in the statement, and he decided that anyone who could have contracted the agent must be kept within the borders of Seryown to protect the world while they determined if the agent had any mutations...
There were fourteen casualties...
The borders of Seryown reopened after the statement.

We hope that the military researchers will be more careful next time and more giving in predicting the supposed effect. If any biological, chemical, or nuclear agent that brings harm to the GDMO or its citizenry is found to have originated from Seryown, the Monte Ozarkan government will be forced to deal most harshly with that of Seryown.

Appon seeing your problem unfold, The Commarchist Nation would like to open its arms in its own Biological Technology to further improve both side's abilities. In nerve gas and other non-killing agents, Truitt has attempted many of these with few pros, including the Star Dust agent, which kills the brain's nerves to the other body parts for a few minutes, roughly thirty for a full dose.

This as an example of non-killing goals in biological agents, the Presidente has ordered we have a meeting to discuss this if you are interested.

Thank You For Your Time,
Councilari Angelo, Kelly Durman

Seryown would prefer to continue its own open-ended research - while we admire your efforts, we feel that inheriting research from other nations could confuse our own scientists and limit them farther than necessary. We apologize for any rudeness on our part.

Our previous statement was not a threat but a general warning. It is up to the nation to carry out weapons research, but the nation also carries the responsibility of making sure it does not get out of hand. We feel deeply for the casualties incurred in Seryown as a result of this error. However, not to sound uncaring, but that is your government's problem. When a problem extends into other nations, though, it unwittingly and unwillingly becomes their problem. They would be forced to see it resulting from some degree of irresponsibility on the part of the Seryown government.

Granted, mistakes and freak accidents may and will happen. Oftentimes, foreign governments are quite forgiving. However, they can always demand some form of recompense. This does NOT mean that foreign nations will invade/attack your country as a result. Far from it. War is a devastating thing, and most countries will try to avoid war at all costs. "Recompense" can consist of anything from paying damages to the affected parties to submitting a formal apology.

We apologize if our wording in the previous message was harsh, for it was not meant to be. The GDMO just wishes for the Seryown government and scientific community to be more careful in its studies. For all we know, the next accident may result in much greater devastation.

Good luck,
--ROBERT WERTER, Count of Viscosia, Foreign Minister for the Archduke Philip IV of the Grand Duchy of Monte Ozarka
