Communist Rule

The longtime Alliance known as "The International," a group of Communist/Socialists has just now encountered new ideas in the ways of government. The delegate from the United Socialist States of Communist Rule had this speech to make earlier:
I will start by saying that the International has had a rough past. We have moved from a commune to a dictatorship, from a dictatorship to a democratic republic. The International has prospered during this time, and it would appear to me that the best course of action for the International is to continue with a democraticly run republic, ran in a Communist/Socialist mindset.
The system I have in mind is the system of checks and balances created by Baron de Montesquieau. In theory the system works perfectly. However, I will take note that the United States has made a...deplorable use of this system. I firmly believe that the personalities and ideology of the members here will allow this system to flourish.
The system I propose for the International is not one exactly similar. I will now go in depth, talking about each branch and its duties.
--Legislative--
The legislative branch has duties involving the formation of policy regarding the International. Any set rule not in the Constitution of the International will have to be created by the legislative branch. I estimate at least two workers.
There are three phases by which legislation is made:
1. Any person suggests the idea to the public at large. The public works it over, putting in suggestions and stripping it apart.
2. When a common consensus has been reached, drafters from the legislative branch take the bill in private and fine tune it with skill to make sure no loopholes are present and so on.
3. The bill is then presented to the executive branch and judicial branch. If both branches approve, the bill is posted publicly and voted upon. If it is passed it will be archived only to be removed if amended.
The legislative branch can amend the Constitution and can pass a bill over the executive branch's veto.
--Judicial--
The judicial branch is the home of the Magistrate of Recruiting. The Judicial branch will scrupulously uphold the Constitution of the International (when finished) and can take course of action to stop legislation or orders that go against it. Any official disputes within the International will be settled before the Judicial branch. I estimate one worker, minimum (The Magistrate).
The Judicial branch can stop the executive branch from making decisions if they are "unconstitutional" as well as stop legislation dead in its tracks if it is unconstitutional as well.
--Executive--
The exectuive branch is the political branch of the International. The Commandant of the Armed Forces is positioned here. As his duties state, he can make political statements based on International incidents, as well as coordinate armed attacks against enemies. I estimate one worker, minimum.
The executive branch must request to go to war to the legislative branch before he can use armed force.
The executive branch can veto legislation. (Which can still be passed through voting.)

Through these positions a system of equality, which checks and balances will be achieved. These safety checks ensure that no branch will gain too much power. Elections will be held for all positions at a regular basis and no permanent decisions (legislation) can be approved without a completely democratic vote. (Electoral colleges can shove it up theire ass.)
I ask you all to consider what I have taken many an hour to create and hand mold to the International. Keep an open mind, and please take the time to criticize in a constructive manner.
