Commarchy - A Dream Government or Not?

Commarchy is a new government used by over seven nations to this day. Created by the Truitti Empire, consisting of Truitt and Thunder Bolt, Commarchy is in a way the perfect government. Utilizing Communism, Monarchy, Dictatorship, and Democracy, Commarchy has many advantages over the other governments used today.

The Mainframe of Commarchy

Commarchy simular to Democracy and Communism, is based on a Tri-Power system which uses the powers of the President, Council, and Court.

Presidentel Division
The Presidentel Division is simular to Democracy's President. The Pesidente runs the show and as in both the Communist and Capitalist ways, is elected by the people from popular vote averaged in by the Supreme Council's Vote. However, the Presidente unlike the Capitalists Multi-Party system, can only be part of the Black Party. However, all other possitions in government you can be any party, except for Providental Governor, which you have to be part of the Black Party also.

The Presidente has pretty much the power of the Capitalist President. However, if the Supreme Council's vote on an issue is very close, as in at least 10% close, the Presidente can make the final desision. Also, the Presidente can also veto laws, propose laws, and so on simular to that of a Capitalist President.

One term in a standred Commarchy Nation, like Truitt and Thunder Bolt, is made of 8 Years, and then the Presidente can run for as many more terms as he or she wishes.

Supreme Court
The Supreme Court is almost the whole governning body. In the standerd version, the Supreme House, or the Supreme Council's main meeting place, simular to the United States of America's Pentagon, is usually in a half-collisium style, having two stories which is made up of the following:
Top Left Area: High Left Winged Councilmen
Bottom Left Area: Left Winged Councilmen
Middle Part (Bottom and Top Areas): Middle Winged Councilmen
Bottom Right Area: Right Winged Councilmen
Top Right Area: High Right Winged Councilmen
However, the senators are chosen by the people and of cource thier views and parties are such as mentioned, Left or Right Winged. However, the Presidente when elected into office can choose which wing will have five more senators to represent the capital (In cases such as Truitt to Raptior or America to Washington D.C.).
The Supreme Council can always over rule the Presidente and Federal Court.

Federal Court
The Federal Court, or National Court has very little power actually. The main role it has is to create, pass, and enforce laws and acts made by its self and the other governmental branches. The Federal Court has three parts. Law, Enforcment, Constitutional. The Law section creates, vetoes, and regulates laws. The Enforcment section is the whole 'Court' part. The High Judge, or Federal Judge, is chosen by the Supreme Council. The High Judge is the Judge of the Court section in the enforcment of Federal Cases. The Constitutional section is usually never used. If in the case that a new constitution or a modification of the current one is needed, then it will be made up of a mixture of all branches to bring the goal to a sucess.

Departments, Possitions, Powers

Departments in the Supreme Council
Forgien Affairs: The Depart of Forgien Affairs is the department which looks into Forgien Affairs and also holds many diplomatic powers.
Forgien Civil Affairs: Dictatorships and Corrupt governments leave Civil Rights very very low, which is why the Department of Forgien Civil Affairs was created, to see if any nation violates basic human rights.
Regional Affairs: This department, which few governments, let alone nations have, looks into Regional Affairs to see if any need, aid, or conflects arrise.
Regional Commerce: This Department regulates and controls all Regional Based Commerce.
International Commerce: This Depart regulates and controls all International Commerce raltions and acts.
Mainland Defence: One of the few departments held by the Black Party, this department makes sure to moniter threat of Invasion, Attack, or revolution is in the near future, this Department also regulates the Threat Matrix Program and System.
Mainland Affairs: This department ran by the Green and Silver Parties only basically makes sure the Civil Rights stay good, the laws pretain a possitive effect, and over looks the whole civilian life.
Territorial Affairs: Over looks all Terrortories and assures harmony and other things.
Innovational Technology: Regulates Technology and Science in the nation.

Possitions in the Presidentel Division
The Presidente choses his or her own cabinet as in Democracy, however, there are other possitions.
Councilari: This is the one person out of the family that can even locate the Presidente in most cases. His or her title usually is Councilari and the last name of the Presidente. Although they do have their own names, they will always have thier title even after thier Presidente leaves office. The Councilari next to the Presidente holds the most power. Simular to a Vice Prresident, the Councilari has many powers, and assumes power in the case of death of the Presidente. The Councilari usually is a councilman and has at least one of the cabinet possitions, mostly Forgien Affairs or Regional Affairs.
Affario: The Affario is the cabinet member of Forgien Affairs.
Reju: The Reju is the cabinet member to Regional Affairs.
Deco: The Deco is the cabinet member simular to that of the Secretary of Defence.
Argu: The Argu is the cabinet member simular to that of the Secretary of Argeculture.
Chias: The Chias has two purposes, Industry and Buisness, and is the cabinet member to those.
Kermm: The Kerm is a universal cabinet possition, and there are usually two or three Kermms. Depedning on current events, problems, or needs, a Kermm is placed into possition.
Regular: The Regular is the only member of the press that can even legaly publish anything pretainning to the government. The Regular is hand picked by the Presidente, and usually there is only one. Most of the time, the Regular will publish possitive things about the government, instead of even the truth, full freedom of the press is not in Commarchy.
Dugahh: Named after the Supreme Dictator Dugahh in Truitt's early years, the Dugahh is the only one person that is out of the Black Party allowed in the Presidentel Division, and has no power but to make sure no corruption or consperacy is about, if there is a secret corruption, then the Dugahh locates and addresses the issue to the Supreme Council. Usually, the Dugahh is part of the Green Party.
Dark Article: The Dark Article is the secound most trusted person of the Presidente, and is the overseer of all of the Military in the nation and also can do what legal or illegal thing he or she wishes as long the Presidente ordered it. The Dark Article usually takes the guilt for government stagged assasinations and decissions and will take no persacution. Also, althoguh it is prohibited, the Presidente may make a Red Party member the Dark Article, although only Black Party members are allowed to be in the possition.

Power of the Federal Court
The Federal Court, next to the Local Court is the only one. Unlike other systems, which have a Local, State, and Federal Court, there is only a Local and Federal Court. This allows also less law standerds and hassels. However, this also proves for faster reaction in citizen votted things.

Parties With Thier Explainations
This is somewhat contraversal in some, but this should give an idea of the political freedoms in Truitt. All underlined italic[/i Parties are illegal however, while all plainly underlined parties are legal.

Black Party: "Power to the Family" This Party is the only true Pro-Commarchy party. These people are in the Governmental Family (See below) Only, and they hold the highest possitions in government: Presidente, Providental Governor, and Department of Mainland Defence.
Green Party: "Dying to Live" Somewhat the sister party of the Black Party, the Green Party is just like the Black Party, but does not have all the powers, and also is not regulated to Governmental Family members only.
Silver Party: "Live the Common Man" These are simular to Democray's Democrat Party. They are all Pro-"Common Man" and are also Pro-Private Buisness. Although since they can not form a strong hold in the government, the laws agenst Private Buisness will stand, and although it is impossable to gain full government, this party existes mainly for that purpose. Also like a Radical Party.
Red Party: "Flow the Dear" These are the men and women you don't want to mess with. They are pure Anarchy, and in a way, is the Anarchic Party. Although this party is legal, the Farbini Terrorist Fear Group, ran by the Salieri and Domingo Family, mainly makes this party up, and they are banend from holding any possition above Local Status.
[i]Pink Party[/i: "Angels Deserve to Die" Despite thier name, and seeing from thier party slogan, you can tell they are what you would call Ultranaturalists. Althoguh nto Pro-Communism, but Pro-Supreme Dictatorship. These men and owmen are ultr-radical unforcers, and are the reason for many revolutions in many nations, including Truitt herself. Although a few members of this party are in the nation, they hold no power but to try to turn the locals agenst the government.
[i]Purple Party: "Ferda Se Meichemett" In Ancient Commin, that slogan means Corruption is Freedom. They are those Corrupt Democray lovers, and usually get the local support untill they ask for a call to arms. Although illegal, there are more of these men out there than the Pink Party, yet they are weaker, dispite thier masses.
Blue Party: "Red October" Although these guys watch too much Tom Clancy movies, and even named thier slogan after something from a book of his, these Pro-Communist people do hold a lot of supporters int he south eastern part of the mainland, but are weaker than the Pink Party becouse of well, south east Truitt is pretty much baren.
Gray Party: "The Ashes of Mainland" These are those Cathlocist Monarchy people. They belive a good old Religion / King ran nation is best. Although they do hold a little more power than the Pink Party, they still are fairly weak, having little support.
Yellow Party: "Federalism overrules Providentalism" These men and women mainly have no place in government but to make sure that the Brown Party does not gain any power in the council, or even in Sub-Local Chairs.
Brown Party: "May the Kingdoms Rise" Well, this si plain and simple, Sectionalists. these want more power to the Providences, and in most cases, have only small stands all over metropolitian cities, and is in major conflects with the Yellow Party in the Truitti Terrortories.

Governmental Family
Monarchy has to play a role somewhere. Plus, in the beganning, we did not want anyone to join the Black Party, which is still like today, and we want a strict power to a few men and women. In the Black Party, the Families rule. They also run almost every buisness in Truitt and her Terrortories. Although there is the Silver Act of 1967, which gave private buisness owners to only own private buisness in his or her Providental County, there are barely any Private Buisness owners becouse of the Industrial Currency Act of 1968 to stricten the Silver Act. (See acts below this). The Families are in a Mafia Crime-Family like way, and are actually ran by Italian families, which make up most of the Truitti Population (Driggerville was an Italian Colony untill it broke, and then we broke form them). As for military, although every bit of oney mainly comes from the families, the families themselves fund some private projects which Truitti Officals do not even know about untill it is finished. A great example is the Liberator and Hamptonshrie, which was the only time the Angelo Family allied with an other family to build the largest aircraft carrier. This just shows the power of the families, they also control the Police service, and Militia.
Angelo Family: This family has held the government since Commarchy rose, and is one of the five origanal crime families from Truitt's roots. They run mainly the Providences of Raptior, Windsong, and Farway, more than 75% of the mainland. They also hold all the Sparty Island Terrortories, and one Deep-Sea Regional Terrortory.
Salieri Family: This family, although form Truitt's roots, is the weakest of the families. It only holds a few cities in the Windsong Providence, mainly the Hamptonshire and # Cities, including Portshire and Milliniaton.
Domingo Family: This family, still from Truitt's roots, controls most of the Deep-Sea Regional Terrortories, although it holds no Mainland possition, its only rival is the Angelo Family, and they are usually on good terms. Also, it holds the friendliest relations in Governmental Family history to the Salieri Family.
Scarpatchy Family: Once agian, and other root family, although this family is the secound strongest, and also has a corrupt agressive Don (Family Leader / Head Man). Controlling all of Dugahh Providence and the north eastern edge of Northern Front Providence, this family holds nothing over the Angelo family except Liquor production, which is illegal in truitt, but is a major export.
Providental Family: Although not fully Italian ran, this family is actually the first family to form in the root days, and was very powerful untill the Angelo Act of 1901. This family runs all but a bit of the Northern Front Providence and Co-Runs the northern part of the Farway Providence. They are also the Angelo's family best buisness.

Acts from 1890 to Present
1890 although not the day Commarchy rose, which was really 1900, the acts in the Communist Government was carried over to the Commarchist government durring the shift.
Sectionalist Act of 1890: This act did two major things. Made the ban on the parties I listed above that were banned, and also placed a ban on every Pro-Democratic Party, which was known then as the Supernaturalist Party.
Industrial Act of 1900: This act actually made Truitt's economy rise to Powerhouse, which it still holds today. It mainly set regulations to make this a truely different government, and was the first act passed, three days after Commarchy came into power:
Legal Citizens: Must Look for a Job by the age of 16. When the 17th birthday accures, and no resume is set in, you are offically disbanned by power of the Black Family (The family which holds Presidentel Divisions at the time of the event).
Legal non-citizens: Must have a job by the age of 12. If the age of 13 is set, then full Unnetramaker is set. (Netramaker is like Naturalisation in Truitt)
Illegal Non-Citizens (Also, Unnetramaker status people): No job restriction. Although rights, even basic civil rights are prohibited.
The helped boost the economy. Also, becouse of this, the Sistal Act of 1900 came just a week after the Industrial Act of 1900.
Sistal Act of 1900: this changed Truitt forever, and set it apart from every other nation in the world, which this act also set the way for some people to call Truitt "The most corrupt nation in the world,".
1: Made the Providence of Sistal (Ruby Island today) become part of the Tango Line Providence (Island chain by Ruby Usland)
2: Illegal Emmigrants have no rights at all. They can be shot at, killed, massicured, what ever there is a law for does not protain if it is done to an illegal emmigrant. However, if one does this to a legal emmigrant or citizen, then they are killed automatically if caught. This caused and still causes many rapes, stealing, deaths, and such. This also makes it so Illegal Emmigrants can not hold any jobs or property.
3: This heavied the job regulations also. If you are a Legal Emmigrant and do have a job by the age of 13, you can have all rights taken away like an Illegal Emmagrant, except you can hold a job and property. This made it so you had a year untill the Juristiction Compromise Law can be used.
Juristiction Compromise Law: Not many laws will be shown here, but this was a very important one. It made it that if you qualified for the Juristiction Compromise Law (as mentioned above), then you can be killed on plain sight by any workers of the Black Article of the Presidentel Cabinet. These men that run the law are usually part of the Black Family (Current Presidentel Dominant Family)
Common Power Act of 1901: This is where the term "If you got an ass, I'll shoot it," comes from in modern street Truitti Language. This made so anyone can own a gun that is a citizen. Although it is further regulated, this also helped in the game of Hunting Tagrets, the most partisipated game in Truitt.
Regulations: (NOTE: Once you go up an age rank, you can also use all the ranks below your own, including your own)
0-13 Years of Age: Handgun Single Fire Rate
14-18 Years of Age: Short Range Rifle Single Fire Rate
19-23 Years of Age: Long Range Rifle Single Fire Rate
24-26 Years of Age: Handgun / Rifle Short Range Automatic Fire rate
27+ Years of Age: Any Weapon on the Market unless on Ban-List
To help insure safety, we also issue yearly or monthly, depending on age, cources to test the skills to make sure you are still able to your Age Licence. there is also a ban list on some items which the civilians should not have.
Angelo Act of 1901: This took place when the Commarchist governemtn finally hit full power and a Presidente was needed. When the Angelo family barely won agenst the Providental Family, they passed this act to give them the advantage in industry, which untill then, they were the weakest Mainland-Barring Family.
Common Currency Act of 1902: This boosted the international amount of the TND, or Truitti National Dollar. From .2 of worth of the USD to nearly 2.3 of the USD within two months. Although after a year it fell to 2 times more even, and has stayed in that range since then, this act changed a lot.
(Actual Act) When you work at your job, you get paid no money, but then agian, there are not any taxes (except on the buisness, which is usually ran by a Family, then they will pay a 90% tax, and even then, they make millions weekly). Also, everyone who works gets enough food, supplies, and health care as long as you work, with all royalties a bill like thing (now it is like a credit card, not a bill given every week). If however the buisness owner (Councilari to the Don of the Family) reviews your monthly status and finds you do an above average amount of work, including over the minimum hours (which is 90 hours weekly) for hourly work, or for regular day work, reports, actions, etc 2 days before due time (in corporate jobs mainly) you are paid usually 1.5 times the amount of your weekly and or monthly royalties, this is mainly the only way you can get extras, such as cars, extra food, enjoyments (Games, TV, etc) and other things.
Your 17 Act of 1914: One of the first acts since the Angelo Dominance Campain (Something that happened after the Common Currency Act), this made the Common Currency Act have more royalties for those that went to college (to get in, your parents must have a "set" job, not an hourly job, or have at least +3 TND income *+45 or more work status, confusing system of finding how mcuh extra you earn weekly/monthly*). If you go to a 2 year college, you get automatically +5 Work Status every pay day. At a 4 year college, you will get a +10 Work Status on every par day. For an Elite College (Military) you will, after retiring form the Military, get a +25 Work Status every Pay day.
Equalization Act of 1917: About two years after the first propeller aircraft flew in Truitt, this act was passed to encourage people to learn how to fly. This made it so if wanted a drivers licence, you also needed to get a pilots licence (then, it was a basic caution and communications test to make sure you knew the basics on both cars and aircraft). As long as you had a parents permission and could see over the head board, you could get a pilots licence also after this act, although the age limit, even today for drivers licence is still 17 nation wide (This was an other part of the Your 17 Act of 1914, but not really discribed untill the revised version).
Hydris Act of 1918: Due to unrest, the boating industry soon got a jump due to many resources found in the Continential Mountians, more merchant barring ships were needed. So, you had an option with this act to ether a Boating, Pilots, or Drivers licence. Although msot perfered drivers no matter what, it was down to picking Boating of Pilots licences after this act. Then, you still had to maintain both licences to keep the other, and still like today, you can also have all three, or just two.
Love Creation Act of 1969: No major acts were passed between the Hydris and Love Creation Acts. The Love Creation Act started a lot of contrivercy, but is still in effect today. This act passed a series of laws that made it so you can go out side nude if you wised, legally. Mainly becouse most people then were named "hippies" often did it before the act (The American 60' and 70' Hippies came to Truitt actually came around in the late 40's and stayed untill the Oil Wars, in the 80's). Also, many sports rose that were privatly owned to help promote nudity. Now a days, it is not unusual to see someone naked on the streets, and also, there is no sexism ether, so most people who are "nudest" never wear clothes in thier life, even durring work and such, although in military service, you have to wear standred armor.
Manditory Protectorate Act of 1981: This came when the Oil Wars were in full effect. It had two major parts:
1: You are automatically drafted (male and female) at the age of 18 unless you have a profession (or college) event.
2: If you join the military undrafted, you can choose Protect or Invade divisions, or be in the Offencive or Defencive squadrens/platoons.
3: The age limits for military service is as follows:
Air Time (Aircraft): 15-34
Gorund Forces (Marine/Army): 18-31
Oceanic Front (Navy): 18-29
Green Barades (Special Forces *LOST*): 21-25
You can not be drafted into the Special Forces, nor can you join unless you are asked. The Green Barades are only the best of the best, the age limits just say the ages they look for no less or more.
Hamptonshire Act of 1989: Oil Wars long over (Ended in 83'), and the move to the Unforgiven was made four years ago. This makes it so no nation is allowed to have a militaristic force inside of Truitti Borders/Coast. This Act was passed to try to get Hamptonshire out of Ruby Island, becouse after the Oil Wars, well, a lot happened to heavy the defence of Truitt, having our Capital taken and burnned our caution was higher.
Majestoian Agreement of 1990: The most resent act (In Truitt, this year is 1990), this is an agreement that Majesto and Truitt had to create a militaristic base in each others nations. Although plans are still underway, this act was made right when the Majestoian Dictator said he would be glad to agree after the Great Move to The New Commonwealth. Soon, this act will be fully set in and the first every Dictator controlled nation will have armed forces inside of Truitt since the beganning of her history.

I wanted to post this as a an informational post and also to add on to the Green Commarchist government I talked about before the forums went down for the two weeks.

In a way, this seems very similar to a constitutional monarchy. Particularly similar to the Roman model under Octavian.

Really? (I am not an expert on governments fully)

I really aimmed for the only Monarchy Part to be the Black Party, and that was it.
