The WHittier government is very concerned that foriegn governments have caught up with us technologically and are now building their own battle islands.
This ends the supremacy in this area that whittier has enjoyed for 2 centuries ic time (since feb 2003 rl time).
Whittier is therefore, considering development of Battleisland 2.
Battleisland was originally used in the RF/OH war over Ukraine and helped bring many a victory on the battlefield.

I take it a 'battleisland' is a giant flying island with guns. Not only is it iffy concerning flight (if it indeed can fly), it is a giant target just waiting to be shot at. Unless it is future tech.
If it is an actual island, it just sits there. Think of it as a fort; obselete since WWII airborne missions.

The BattleIsland is also known as the JMOB for Joint Mobile Offshore Base, and its third name is FloatingFortress.
Quick Facts: Holds roughly 1500 planes and 1 heavy division. Usually totals five modules. (Read the link to learn about modules.) Rougly a mile long.

It's a US military concept that is being pursued/has been done by many nations. Mostly pursued, though.

I want to help in R+D here. IDF can supply the ships that would be stationed to protect it in transit.
Will this be able to support ships? I've seen other nations have AF, Army, and naval base versions. Or will this be a mix

BattleIsland, the original held 600 planes and one division of troops depending on how you used it. Or you could put a little more troops or just the 1600 planes as mentioned above.
Over the time, Whittier has had BI, two of them have been built, a third was stopped in the midst of construction cause the Politburo pulled funding. No more have been built since then.
The new one will have an EMP weapon, be capable of launching cruise missiles, docking ships, it will of course be made EMP proof itself.
And given a faster motor for faster movement, plus it will be able to move in one whole peice instead of having to be disassembled. Plust it will be expanded to hold one division and up to 2,000 aircraft at one time. Making it bigger than Battle Island 1.
