Asian Friendship Conference opens in Liberated Seoul

The great Drapoel eye of generation and revolutionary progress burned blue and red over what once called itself capital of the Republic of Korea. The white rice snake, once insignia of the Red Bamboo and now adopted in their absence by the Banat, quivered atop almost as many flagpoles and flicked its tongue from windows in office blocks taken-over by the organisation.

Comrade Director Secretary Hotan’s Two Billion Struggle appeared to have paid off as the great city, so recently shattered by war, stood tall once again. It’d never been so tidy, not at its heart, anyway, and it’d certainly never shone so red nor flickered with so much steel as the UPA now rolled through its streets on a daily basis.

A newly raised conference hall was the centre of today’s attention as its thousands of construction workers crowded outside to display the colours as the UPA marched by as part of a grand display to open Dra-pol’s first recorded international conference. General Hozaro, who lead the 100th Assault Division down the east coast towards Kangung before Kilean nuclear missiles decimated his ranks, appeared on a balcony to open the Friendship Conference.

As foreign delegates arrived, Hozaro watched over a massive and elaborate performance by the Kuro Student Defence League’s Gymnastic Display Corps and a similar if smaller event by newly indoctrinated local students. The second display team was obviously less proficient, and one might wonder if this wasn’t meant to deliberately display the contrast between life-long communists on the one hand, and disorderly and awkward South Koreans on the other. Of course one couldn’t blame the children for being nervous as they displayed to Drapoel troops in a city just months earlier reduced by Drapoel artillery.

While foreign officials were escorted around the square on their way to the hall, loudspeakers described the Kuro Student Defence League as its breathtaking displays rolled on.

“As part of Comrade Director Secretary Hotan’s Two Billion Struggle more than one hundred million thirteen to sixteen year old students drill each Sunday for five hours, and enjoy variably scheduled off-campus drills totalling three hundred and forty further yearly hours. In peace the KSDL is organised by Local Civil Defence Directoratures, and in contingencies shall be answerable to the Unified People’s Army.
KSDL fighters would be armed with 6.5mm and 7.7mm Type-99 bolt-action rifles, 8mm sub-machineguns, hand-grenades, and other explosives, and while some are skilled, as you can see, in gymnastics, sports, arts, and music, others learn to master Drapoel martial arts.” Announced the shrill-voiced Drapoel woman, through a feedback afflicted tannoy.

“...in the event of a fifth imperialist invasion, the League would be officially tasked with observation of enemy movements in its locale, sabotage, reinforcing checkpoints and other reserve/militia-staffed positions.

“The discipline and commitment seen in these innocent public displays is something unique, and the intensity of commitment to Kuro remaining in the CPRD after various foreign enterprises against the People’s Republic is clear in the League, which has frightening military potential.”

It must have seemed strange for western ears to hear such frank admission of Dra-pol’s use of child-soldiers, but the Drapoel saw it as a cause for pride in their offspring or a sense of worth in their young selves. Drapoel children prior to the league’s formation would oft protest to parents as older siblings won the honour of military service to the People’s Republic while they were kept at home to learn and contribute little exciting to the Revolution. Though part time, defensive, and a children’s army, the KSDL’s indoctrination and discipline may well have created effective soldiers. It has been known for generations that without expensive modern military training a very small minority of human beings will shoot to kill their peers –perhaps as few as 2%- and this perhaps more than anything else is what traditionally makes modern western armies so effective against 3rd world opposition. Almost anywhere in the world, a class of high school children given rifles and told to fight might shoot to kill in just a couple of percent of cases- would this be so of KSDL members faced with alien none-Drapoel soldiers? Certainly the foreign delegates will see more young faces scrunched up with hate or anger than fear or curiosity as they pass League members on their way to the conference.

(OOC: Within the Asia region we’ve been talking for some time of a fairly none-specific conference aimed at introducing various states to one another and promoting RP interest in the region. More or less anyone is welcome to attend, but it would be ideal if they had some interests in Asia or surrounding areas, or at least in what occurs there. Of course we reserve the right to expel parties who are deliberately disruptive without making a good RP event of it! So, nothing too serious or specific, come to occupied Seoul and have your say on anything of international significance in the Asian sphere. You’ll have to excuse my long-winded nature, I’ve missed NS :) And anyone who wants to boycott on grounds of Dra-pol’s arguably illegal occupation of Seoul is welcome to say so.)

However, in the interests of preventing another catastrophe on the magnitude of what occured, Hudecian diplomats request permission to attend the conference.

The Choson People's Republic maintains that its conduct since and restraint during the War For Korean Unification and against the bourgeois imperialist puppets was professional and admirable.

However, war is a fleeting condition -for civilised and progressive societies such as the People's Republic, if not for the imperialists- and will not dominate Korea's future. The Hudecians are welcome to send a small delegation to Seoul for part of Hotan's Friendship Conference.

HP- Ambassador Cline lifted off from Vancouver late yesterday night headed ostensibly for Tokyo. However, HP has discovered that the Hudecian diplomat will stop in Seoul.

If Cline stops in the occupied city, it will mark the first time a Hudecian diplomat has visited either the DPRK or the ROK since the end of the disasterous "War of Aggression". Radiation fallout has drastically decreased but concern for the health of the ambassador and his entourage is understandably high.

Such a visit, should it occur, might be construed as a kind of 'reaching out' to the Drapoel leadership. Something the Hudecian government is not willing to do, especially while its allies the Kilean and LRR are still in force in the ROK.

Just to see what this conference is about, we would be interested in sending a delegate to the conference.

While LRR foriegn policy states that the remainder of the ROK is not to fall into stalinist/maoist hands, we are always willing to work for peace, as we have no hatred of the Dra-pol, or anyone for that matter.

Secret:

If Dra-pol goes into an age of increased openness, with free discussion and social progress and the like, we would be perfectly content to see the entire penninsula under Dra-pol control, but only once that stage is reached.

Dra-pol invaded the ROK 'cross the DMZ, and he got very far in fact, pushing the ROK armed forces and a smallish number of Kilean and Hudecian troops, as well as about 3,000 LRRA paratroopers, into a pocket centered around the towns of Pusan, Ulsan, and Gumi (of which several are now radioactive craters). A huge battle took place around Gumi, where the Dra-pol forces tried to cross the Andong-ho river (I think that was its name). They were unsuccessful, and ROK-allied forces were able to actually take a portion of the opposite bank. With the arrival of fresh troops, especially Kilean and Hudecian armored divisions (and an LRRA armored corps), the allies (as I call the ROK, Kilean, Hudecia, and LRR) were able to push out of the pocket with a swift armored thrust up the east coast, spearheaded by Kilean armor. Andong was retaken by the LRRA 5th AEF, as well as Hudecian elements.

At the same time, Kilean and Hudecian (?) troops landed at Inchon by sea and air. Both sides took heavy losses (while the LRRA 5th AEF was enjoying relative success in the east). Then, Kilean launched conventionally-armed ICBMs to destroy Dra-pol military infrastructure and supply tunnels. Dra-pol interpreted this as a nuclear strike and fired back with ICBMs and tactical FROG-7 missiles, several of which were shot down, but in the end, Ulsan was nuked and chemical warfare began in ernest across the front. With the threat of all-out nuclear war, a stalemate took shape, which ended conventional warfare on the Korean penninsula.

Currently, relief and humanitarian crews/units (because the LRRA has dedicated humanitarian divisions) are decontaminating the land and water. The city of Ulsan has just about been totally removed, and billions of tons of topsoil have been removed for decontamination.

[Spyr was involved at the start of the war, before I OOC vanished on a summer study trip for two months. Spyr had been pushing for peaceful unification, on terms favourable to Dra-pol, as the only way to prevent massive civilian casualties. A diplomatic team had been sent to Dra-pol, from where they were sending news out, while trying to persuade Drapoel officials that international contact and cooperation could lead to peaceful accomplishment of reunification goals. Since I wasnt here to RP any further, I'm not sure what happened to them... if they were unmentioned, likely they hunkered down and stopped commiunications in order to prevent their position being used to target weapons strikes, and would now be trying to set up permanent embassy arrangements and attend this conference. If they were executed as foreign agressors... or in a city flattened by the Allies... Spyr will have stern words for someone].

Kilean will not attend this conference, but expresses tacit approval that our moderate allies Heudecia and LRR are reaching out for a stable peace.

To mark the new, stable tone on the Korean penninsula, Kilean is announcing that our troop draw-down is complete, and that Kilean Laandsmacht stregnth in South Hanguk (the ROK) will stand at 40 divisions. This force will be placed at the disposal of the ROK high command as they rebuild their nation and armed forces.

The Kilean central bank has just approved an unheard-of loan of 9 trillion thalers over the next 20 years to rebuild the ROK. In addition, the massive stockpiles of war goods that were build during the 2 year long red wars with Dibujante and Dra-Pol are being opened to the ROK free of charge. Already Pusan port has been cleared by the Kilean navy (what's left of it, anyways) and the ships that once carried troops to the ROK are carrying food and refugees back to their broken nation.

This would be a good time to re-establish our ties with the titanic state to our north. We want to be on the winning side."

South Hanguk expresses nothing but our rage and contempt that our rightful capital city is being used by the murders and butchers in DaKheim to spew their filth propaganda. The cancer-stricken children of Pusan and the starved, scarred survivors of the Seoul death march are now forced to look upon our erstwhile allies talking peace with these monsters? Provisional President, Gen. Lee has warned that there will be "grave concequences" for any nation that does not boycott the conference straightaway.

"while we realize that peace must be fostered, it shall not be discussed in the graveyard of freedom that is seoul. the free world must never, EVER imply that the Dra-Pol conquest of the northern territories is anything but a brutal occupation. South Hanguk refuses now- and shall always refuse- to drop claims of soveriegnty over the northern ROK!"

General Lee makes these comments during a speech made at the parade of the capital guard division. The division, the guardians of Seoul before the war, is among the first to be re-formed (with extensive Kilean, Promise of Joshuan, and LRR aid) after the war, and is sybolic of the "perservere but never admit defeat" policy that General Lee has taken. The ROK will accept the postwar peace, but it will never retract it's claim to it's full pre-war borders, nor will it cease to claim Seoul as it's capital city.

Reconstruction is chugging away- the ROK was nuked way worse than Dra-Pol ever was- but the cities on the southern coast are slowly coming back to life with a huge amount of allied assistance. Relations between the LRR and Heudecian militiaries and the ROK have, however, been very strained due to the nations attendance of the Seoul conference. To present an alternative, General Lee calls for all of the wartime allies to meet in Gumi- the site of the first victory against the Dra-Pol- to formulate a new security policy for South Hanguk.

The Hudecian government decides to compromise and agrees to send its Foreign Minister to meet in Gumi and an Ambassador to Seoul.

Hudecia also promises to provide an annual foreign development aid of $100 billion each year for 5 years to S. Hanguk. As well, the Hudecian Foreign Minister will outline a defence pact with S. Hanguk guaranteeing that Hudecian troops will again come to the aid of S. Hanguk should Drapol again try to invade.

(OOC: Gosh, this took-off quite suddenly. I'm afraid I was out, yesterday, getting blisters, rained-on, and violently ill. Woot. Erm, all right, lets see what I've missed...)

The Central Directorature's diplomatic channels, now using relatively modern means of communication in contrast to the 1930s-origin radios and phone lines used during Kurosian I's Directorate, buzzed with confirmation of the various requests for representation at the conference.

As diplomats arrived by air they would be given often complicated flight paths that took them over only the the showcase districts of liberated South Korea. People's Army Air Force jets -S9s (Chengdu J10) and S8s (Super 7/FC1) that made up just two or three percent of the otherwise primitive fighter fleet- escorted diplomatic planes throughout. They would approach Seoul over tidy new low-rise housing and construction sites raising towerblocks, but would avoid the various city districts that were receiving no attention in the wake of their shelling. Certainly the huge work camps that might be visible to satellites -if ambigous in their purpose- would certainly not be seen by anyone unwilling to stray off their assigned flightpath.

Similar was true of anyone arriving via ship and land, with Kurosian I Class light patrol frigates and Houjian, Mogi, Tiburon, and Kae Class missile, patrol, and torpedo boats escorting ships to ports chosen for their presentable faces. Trains taking diplomats to the city moved slowly, out of inexperience which lead to excessive caution, and occupants found that the sides of the track were skirted by boards, fences, walls, and other barriers restricting views of what lay beyond. Anyone asked would insist that this was for safety purposes as construction went on near the tracks.

The conference hall itself was raised extremely quickly, largely by massive manpower and using cheap and easily worked building materials. These were disguised with all sorts of prefabricated coating and with artworks and other items of interest taken from across liberated territory. Hundreds of smiles worn by the neatly uniformed young men and girls laid on to cater for the conference were meant to further the illusion of prosperity and progress. Displays continued outside the hall, and even within spaces in the building itself there were children engaged in acrobatic shows.

The Drapoel were not afraid to have armed soldiers on hand in spite of the conference's nature, probably since the People's Army was a pervasive fact of life in the Republic, and nobody even considered that bayonets and assault rifles might give some undesirable impression.

Guests were eventually invited by various Sub-Lieutenants to assemble in the conference chamber, where food would be laid on. The Drapoel, it would soon be apparent, often conducted business over a meal, and did not consider it undignified for a well attired man to stuff his face with food and alcohol whilest conducting important diplomatic business.

The chamber itself was quite large with a ceiling several stories high and walls draped with symbols of the Republic as was the outside. High on the wall facing the doors through which delegates entered were flattering portraits of Sulo, Kurosian I, and Hotan, as well as various foreign revolutionary figures from around Asia -even the likes of Saloth Sar- and the current heads of state in each of the nations represented at the conference. The ROK was not represented on the wall.

Arriving aboard a Howlin' Wolf patrol corvette, Ambassador Ian Robinson is not all too impressed with the Dra-pol show of naval force, especially coming from a country with a navy made up mostly of missile boats and frigates.

The single hulls and the fact that they probably did not self-right if capsized did not leave too great of an impression on Robinson, who used to serve on Komars in the 60's.

Inside the conference, Robinson takes his seat, and waits for their hosts to speak. He feels a little uneasy about attending the conference, considering what the Dra-pol had done to get to Seoul, but if any progress was going to be made it had to start somewhere. And nobody wanted another war.

Kilean is boycotting the "peace" conference, and is instead sending our foriegn minister to Gumi to plan out the future of Heersgruppe Koree.

On Jeju-Do, Kilean continues to fortify the island. Undergound SAM sites, more and bigger runways and hardened aircraft shelters, and now a huge, NORAD-style underground battle management HQ are rapidly making the island the nerve center of the slightly-over-1 million Kilean troops still in Korea. 500 KAF aircraft are based on the island, and facilities exist for many more.

Submarine pens have finished construction, and the four diesel-electic submarines of U-boot flotilla 3 are now stationed on the island.

On the naval front, the Kilean goverment has decided both to stimulate Korean industry and fulfull a requirement of the still-secretive Naval Law (the long-awaited Kilean naval buildup) by taking out large contracts with Hyundai shipyards. Already, the four largest slips in pusan are busy with construction, and the huge facilities that normally build supertankers are busy laying huge keels, overseen by Korean industrial advisors and Kilean admirals....

In Kilean itself, Premier Frosch has appeared before the reconvened Heimatsversammlung, and in his first act before the body has requested that they designate a date for new elections. The various parties are still whirring away with their internal politics, but canidates should soon emerge to challenge the ruling National Alliance party, which has controlled Kilean for over 40 years.

As the huge wartime army is de-mobilized, Kilean is experiencing a postwar economic boom, with the reconstruction of South Hanguk and Dibujante creating thousands of jobs.

A grim secret, however, is Dibujante. The secretive geurilla war there is seeing less and less regular army involvement. The 14 Kilean divisions in Dibujante are sticking to the cities- that are well under Dibujantean puppet control- in an effort to reduce casualties (and news coverage). To fight the growing resistance, the Internal Security Directorate has grown in size, and has very quietly increased the number of counter-insurgency regiments from 6 to 14. Along with Free Dibujantean puppet troops- corrupt and inefficent at best- they battle the Dibujantean communists, who are receiving a trickle of Dra-Pol aid.

It seems that the Korean war still sputters in the mountains of Dibujante.

Juyi Wang was suitably impressed with the Drapoel pomp and ceremony, stopping to applaud the acrobatic displays. As he entered the conference chamber, he noticed the portrait of Premier Suun hanging with the others.

Nice touch.

He took his seat after a few moments, smiling at the other delegates and exchanging pleasantries with anyone who came up to speak with him.

Another bit of ooc information, because I really should have responded earlier: Spyr's diplomats should not have been harmed during the War for Korean Unification. Paegam was not hit (though any businessmen or other civilians in the once open city of Kosong, the so called (at a stretch) capitalist experiment, are probably dead following repeated enemy missile strikes. I believe that I recall the Joshuans getting off one last terrific waste of missiles to finish off the strongest centre of openess and progress in Dra-pol, which puzzled me, but suited my needs quite well. Survivors were shot by the army where they attempted to leave the ruined city, because it was considered that the experiment was more trouble than it was worth, and had failed, thus all western thought permiating Kosong had to be prevented from leaking further. Uhm, but yeah, the Spyrians will have survived, and been allowed to leave once the shooting stopped.
Oh, for Spyr's sake, there was also another insurrection in Quinntonian-administered Hamhung, but as the war wound-down promised military support was not given, and scores of Drapoel loyalists were killed or arrested after grenade and sniper attacks in the city.
While the ROK still insists that the pre-war borders should be restored, the CPRD maintains that the rest of the ROK and occupied Hamhung & Hungnam must be restored to the Drapoel.)

Having weathered the greater part of the war in the Drapoel city of Paegam, attempting to encourage Dra-pol to open up to international contacts, the opening of this conference had filled her with great hope for the future.

President Yeh Zhao Feng, the newly elected President of China (Region) will attend representing China and Xiaguo.

A delegation of Xiannese diplomats and Yeh himself will attend the Conference. However, his bitter hate of the Dra-Pol government made him think, a lot. "Dra-Pol...argh.nun pabbo.."

Protestors however, a lot, Koreans shouted slogans, "No Peace with Dra-Pol, fight The Evil!"

A small delegation will attend the conference. A small fleet will be off from the harbour to transport and insure the safety of the delegation. Peace and Prosperity to all.

However, the Government's fear of the conference in endangering the lives of the delegation and the other Asian Representatives are high. What if Dra-Pol invited all of these leaders over, and suddenly lock the doors and bomb it? Machine gun everyone inside? Then Asia will be corrupt and confused therefore giving Dra-Pol the chance to invade the South.

It was Zhang's first visit to the Korean peninsula in the 61 years of his life. From his windows seat viewpoint, it appeared rebuilding in the ROK was going well and quickly. He also noticed the modern FC-1s and J-10s escorting the airliner to the airport, contrary to intelligience reports. It must be for show... he thought. The whole scene reminded him of Chinese conferences in the 60s. Nevertheless, he was still quite impressed at the effort the Dra-poleans had put into hosting this conference, and it would definitely fool less experienced eyes.

As he walked into the conference centre with an escort leading him, he noticed the heavy military presence in the area, which was a little unsettling. He also looked at the acrobatic display for a while. However, the wall which really caught his attention was the portrait on the walls which named heads of state from "Daylam" and "The Maropian Coast". Both nations he had led the ROCAF against.

This will be interesting.

The Hudecian ambassador and his entourage arrived in Seoul early in the morning.

Ambassador Taylor was quite upset by the sight of the Drapoel fighters, even though they were simply escorting them in. Taylor, was admittedly a little paranoid about actually being inside Drapol territory, even if it was on a diplomatic mission.

The picture of Prime Minister Matsuda irked him particularly because he had never like Matsuda. Ever since he was an advisor to the foreign minister that upstart had always found ways to weave a web of deceit. Taylor felt that he had been chosen for this mission because his presence wouldn't be missed in Hudecia if he happened to not return.

Sitting down at his place in the room, he noticed the presence of the Taiwanese and the Marimaians and the Spryan ambassador Etoro. Instead of cordially meeting them, he decided to review his notes on Drapol and the topics.

The delegates were not confronted by an obvious seating plan on entering the hall. In the centre of the large auditorium, where one might have expected a speaker to address the rows of seats above, was positioned a large stage raised just over a foot. Within it a large groove cut into an oval shape, with the centre of the shape being raised some inches further. Delegates were invited by the Sub-Lieutenants that greeted them to, "sit". No explanation was offered. Surely they knew how to use a table!

Moments later, General Hozaro descended a staircase to the stage, and made his way to the middle of one side of the oval, where upon he clasped his hands for a moment, turning his gaze across all assembled, before sitting on the stage floor with his lower legs in the mentioned groove.

The General's presence was probably due to the rebublic's two millenia of introspection and resultant want for a diplomatic corps. Hozaro was barely recovered from mild radiation burns following the war, and nobody better than the 100th Assault Division commander could be found to host proceedings.

Hozaro motioned to Etoro and Juyi Wang, apparently inviting them to sit opposite himself, before gazing about to invite others to disperse themselves. Around the periphery of the stage area young Banat Sub-Lieutenants positioned themsleves smartly. The junior officers of, well, of the CPRD as much as of the Banat or Unified People's Army, Sub-Lieutenants tended to be young men (and in about 12% of cases, women) selected as young as 13 to lead their classes at school in drills and performances. Come their 17th birthday, class leaders -which may change during the highschool years depending on performance- are afforded the chance to become a junior officer, which is of course considered a significant honour, and moves the youngster into the Warriors' Class, which is -though officially equal- afforded superior rations and accomodation to the Workers' Class and Farmers' Class.

These things may have been explained by the Sub-Lieutenants themselves during the idle pre-seating minutes.

Etoro moved to the indicated seat, smiling and bowing to the General and other assembled delegates. She hoped that the conference would unfold without any unpleasantries... but, like Hozaro's burns, the scars of war would still take some time to heal. Still, if all went relatively smoothly, Spyr might be able to forge beneficial political and economic ties with Dra-pol, and hopefully mitigate the negative effects of the war and increased hostility between the parts of the Korean peninsula.

The presence of a representative from Maropian Coast had been somewhat unsettling... Spyr still maintained a presence in Niigata, Japann, from the war against the Bonstockian imperialists, and there was still a large amount of distrust for their motives in Asia. Etoro worried that, if they smelled blood in Korea, they would jump at the chance to make further conquests.

This would also be a conference much different than Spyr's past diplomatic efforts in Asia... unlike in Japann, Spyr had not gone to war against Dra-pol, and so was looking at events from a different perspective than nations who were considered valued allies. In order to justify Spyr's position during the war, that negotiation and understanding were the best way to solve Korea's difficulties, Etoro knew that she had to ensure that this conference produced at least some semblance of progress towards lasting peace and prosperity.

The Islandians were as welcome as anybody else (ooc: and let me add, if anybody wants to come along, they are free to assume their delegate arrived with the rest, once accepted. In reality this would presumably have been planned weeks in advance, but since it's for fun and I'm impatient... :) ), and Hozaro decided to address their issue first. In the meantime, Drapoel sake and soju (in Dra-pol the slightly white sort being most common- it will be found that not much is offered, because rice and yams are desperately needed for food) were offered by a young boy and his twin sister who had lately finished swinging from and jumping through things and singing Reunification Rainbow with their X-hundred classmates in the lobby.

"A relocation movement?" Asked the General, wondering at both the scale and the intended location. After all, the ROK still existed in the extreme south (see map, first post), but Seoul and other northern cities occupied by the CPRD were the former homes of the largest single part of the displaced population.

"It is in the interests of the three million Koreans living in Islandia at the moment," Kwang said. A beautiful young woman of thirty five, Kwang had spent her entire life in the diplomatic corps, but she was confused as hell about Dra-pol. For starters, they seemed different than the Koreans she had knew growing up in Northern Islandia.

And, of course, there was the matter of what they had done to her homeland. The statistics were staggering, and so high that no count could acurately cover the losses.

Kwang held herself together as best as she could, fighting to control her shaking hand and her urge to pick up and leave. Park Hyemin, who had been her classmate while at Seoul University studying political science, also fought her anger with every bit of control she had, but it was to no avail. Park had Kwang speak with Hozaro instead of herself; she would have simply left, or worse, threw a tantrum if she had spoke.

"They wish to re-settle in their former homes," Kwang elaborated. "The Islandian government's Refugee Relocation Council will pay the expenses and provide contractors to rebuild Korea, if requested."

The Xiannese Delegation and represents of China came in with the most silent and fastest walking though as they were ghosts.

Each delegate has the Xiannese flag and the Chinese ROC and PRC emblems pinned on their suits. Yeh, wearing the 1930's Changsam with a walking stick made him look older than he is. He himself wears a different badge, a badge with the PRC flag and ROC flag hanging on each others side.

Yeh, who could speak some Korean had a hard time speaking and going around in Korea. Upon entering, each of them were given a name card to pin on their suits saying, "China Representative" "Xiaguo Delagte" or "President of China"

Accompanying Yeh was his long time frinds, Ms Yoon who will help translate Korean for him. The delegation is rather small, but they are all hopeful in their mission.

Walking, in Yeh quickly greeted Zhang Fu Guo, the newly elected President of Taiwan. A short conversation and the group finishes, and starts to look for their seat, a portrait of Yeh, Yoon, and Jiang were in a neat set of chairs.

Harald, son of Gustav, lord of all Bonstocknians, flew on his jet to Dra-pol. After making a quick stop in Maropian Coast, and inspecting troops, he got on his plane and flew north, escorted by a new fighter, the XJA-39E. He looked out the window. He turned to an aid, and asked, "Why the hell are we showing off our most advanced fighters so blatenly? Those things havn't even entered service yet! Send them back before the Islandians or Hudecians see them."

"Aye, sir. We are approaching Dra-pol."

"Good. Lets see if we can make a good landing." He looked out the window as the plane flew over Dra-pol. The Bonstocknian fighters were gone, and Dra-pol fighters took their place.

The plane, a Gulfstream V, bearing markings "Federal Republic of Bonstock," landed, and Harald, in a new, well ironed, silk Italian suit, a break from his usual military attire, was surrounded by an entourage of two top advisors, Foreign Secretary Tostig Godwinsson and Defense Secretary Manfred von Lugar, and a dozen Bonstocknian Special Service (BSS) agents. One of them, in back, held in his hands a large, black suitcase, chained to his hand. All had on suits, and the BSS agents wore black sunglasses. They entered a limousine which they had chartered, and drove to the confence hall.

They got out, and entered, finding that the confrence had yet to start. Two children walked up. "Most honored guest, may I offer you some sake?"

The BSS agents pulled out their Berettas, cocked them, and aimed at the children, who started trembling. "At ease," Harald commanded, and they put their pistols away. The children, throughly frightened by the sight of a dozen Bonstocknian pistols, handed a glass of sake to the Bonstocknian leader, who towared over them at six-foot six. One of the agents took the glass, and tested it for contaminants or poisons with a small device. Then they handed it to Harald.

"You children are so nice," said Harald. "Here, have a bottle of this." He took out a bottle of vodka from his coat, and handed it to the children, who started glugging it down happilly. "Enjoy!" said Harald. They walked away, the children getting perfectly drunk.

They looked around. Harald spotted someone. He leaned over to Foreign Affairs Secretary Godwinsson. "Who are those delegates?" he questioned.

"Park Hye-min, vice President of East Islandia, and some Hudecian ambassador."

"Perhaps we should pay them a visit."

The entourage of Bonstocknians walked over to the Islandians and the Hudecians. "Park Hye-min, I presume, of East Islandia? I am Harald, son of Gustav, lord of all Bonstocknians." He extended his hand to shake it with the East Islandian Vice President, and then to the Hudecian ambassador.

Inside the conference, the High Admiral walked around with a stone-cold, emotionless look on his face, giving off a general tone of hostility, looking around to the various members of nations that had invaded his country. Whenever he met a Drapoel, however, he was decidedly more friendly.
He spots an empy corner and walks over, his ceremonial robes, which came down to the top of his feet swaying a little as he went. The dark-skinned was of Mongolian descent, but clearly of venerable age, and he stroked his long beard before taking a seat in a place with more Drapoel and less scum.

In Gumi, the Kilean foriegn minister, General Lee, and delegates from LRR and Heudecia meet at the Allied War Dead cemetery. General Lee, still in a wheelchair, battling the radiation sickness he recieved at Pusan, gives a short speech to the delegates. His three main points are;

1) to assure that South Hanguk be rebuilt, and to secure financial and material assistance from the world community, and to rebuild the ROK military- again he appeals to the allies for funds, training, and equipment, as the war and the totall collapse of the won abroad, as well as the loss of most financial records have left the whole ROK government bankrupt.

2) a promise is requested of all allies to station troops in the ROK. General Lee praises the LRR engineers for their selfess, thankless labor in decontamination work, and praises the Kilean foriegn minister for the 40 division, million-man force that will be permanently stationed in south korea. He does add that more must be done, and that South Hanguk cannot defend itself alone. General Lee hints at the development of an anti-IRBM system to defend South Hanguk from another atomic attack

3) there must be a rejection of Dra-Pol rule in the northern ROK, and the CPRD must never enjoy any legitimate rule over the territories. While General Lee grudgingly concedes that the Dra-Pol must be bargained with, he voices again his strong objection to Heudecian and LRR attendance of the conference so long as it is in Seoul.

After the speech, the delegates are treated to a military parade by Joshuan, Heudecian, LRR, Kilean, and ROK troops- from the first six divisions of the new ROKA, which is slated to reach a peak stregnth of 5 million men.

Overhead, ROK F-16's and Jaguars (purchased from Kilean and LRR) scream past, over the Type 88 tanks that roll through the re-built streets of Gumi.

But as for anti-IRBM defenses, the LRRMFs combined anti-ballistic missile command could station SA-22 batteries around major population centers.

Robinson watches as the Bonstock delegates arrive at the conference. Behind him, his attendant introduces Ian Robinson to Harald. He then helps the LRR delegate to his feet to greet the leader of Bonstock.

Taylor glared at the Daylami in attendance. Then, thinking more deeply, he decided that it would be better to focus on the conference and less on the situation in Xinjiang.

Looking around he smiled politely to the East Islandians, Marimaians, Taiwanese, Xiannese and the LLR. This could end up being quite the conference.

Perhaps Drapol was changing its spots. After all, staging an act like this is more than just PR, its an abandonment of the old isolationist strategem.

A characteristically tall and confident Beth Gellen, clad in the manner of his Celtic countrymen's ancestors, if not his own, comrade General Kivi Eikki Paatelainen strode across the hall. Liberating the half-full bottle of vodka from its young recipiants as he passed by, he exchanged the emptied bottle for a glass of sake (both sake and soju were originally offered, I believe) by the time he reached the table a few yards away, wiping a drop of the demolished vodka from his impressive moustache before knocking back it's rice-based equivalent.

A sloppy salute was granted General Hozaro before the striking, ill-mannered thirty-something soldier -who'd been responsible for knocking-out one of Prince Llewellyn's Merkava battle tanks during the Beth Gellen revolution- sat himself and his ever hardening liver down. Time to introduce himself, probably. He supposed that Hozaro at least knew.

Tossing back the brown chequered shoulder cape he wore over his... brown chequered shirt with it's string ties above a pair of similarly woven and dyed trousers and -was it a short kilt or a skirt over them?- comrade Paatelainen spoke for the first time in his twenty-some second feature.

"Evening, comrades. General Kivi Eikki Paatelainen, Secretary advising The Igovian Soviet People's Defence Forces for the Igovian Soviet Commonwealth of Beth Gellert. Nice to meet both of each of you." He said, going visibly cross-eyed and belching, before letting out a hearty laugh and reaching for some soju.

Those informed enough on one of the Indian Ocean's sleeping giants would be aware that Beth Gellert was usually known as The People's Commonwealth, rather than the Igovian Soviet Commonwealth. And that Beth Gellert's Celtic-origin culture absolutely despised the practice of watering down alcohol to less than about two thirds purity. Kivi Eikki's drinking was not at all unusual, and was the only thing anyone could think of to explain the nation's poor showing in safety leagues, given it's low crime and exceptional healthcare.

The General had, unlike other delegates, arrived via the CPRD ...beyond the 38th parallel. If -and it was a big if- anybody on hand knew about a mysterious figure named "Father" this may all make a little more sense. The General was one of Father's cadre -The Old Guard- of hard-line authoritarian socialists active in the hyper-liberal Commonwealth. There was at this moment a coup in effect in Beth Gellert, the nation that provided Dra-pol with its CS-400 SAM systems and -under Father's brief premiership- named a battle tank for Hotan before losing stomach for the authoritarian line.

"Don't mind me." The big man said, leaning back on his elbows, one foot on the table, such as it was. "I'm not Asian, but the revolution's a big friendly all-encompassing affair. A big hand for the General here," He boomed on, "for hosting a friendship conference and inviting the people that burned his face. Shame they couldn't be bothered to turn up, eh?"

The big Igovian finally settled down after offering one of the attending Drapoel his cape in exchange for another bottle of, "that powerful white stuff they're drinking" and reclining further to leer at Ambassador Kwang.

It was a skill learned from years of war, and she found it useful to throw people off-guard, even if only for a bit of fun. Park paused, drinking in some of the fiery soju, and sighed. "Its good to have my ambassador doing the talking," she concluded. "The wounds are still somewhat raw for us both, though, particularly the coup attempt in Islandia and the following nuclear exchange. How has it been in Hudecia?"

Thank God that was Premier Chai who seemed to like wearing revealing outfits, she thought to herself. That day, she wore a shimmersilk dress shirt over a black tank top and black pants, and high heels, a sort of casual working uniform for the Islandian diplomatic corps, and a uniform that had been ill received for its lack of formality. Vice Premier Park, who was outside looking for so-ju and conversation, wore a tight black mid-cut dress of shimmersilk, a dress more akin to a ball gown then diplomatic wear.

Nambaryn had actually seen the teeth of grown chatter in the presence of that little man, and he Nambaryn the ruling Prince of Temujinn had made that little monster of man tremble ...first with anger yes...but very quickly he learned Nambaryn Enkhbayar whose lineage had ruled in Temujinn for five-hundred years was not a man to be trifled with, not in the least.

"Nambaryn, will there be anything else? an escort perhaps? gifts?"
The little asked but clearly already knew the answer.

"No Batatai, no time for gifts and if I show with one-hundred body guards if their government wanted to kill they still could, of they could just shoot down my jet. No gifts no guards."

Nambaryn did not wait for a response from the Dra-pol government. He could always be called back in the air. He was late to arrive at the conference and did not want to be any later.

OOC: I'm leaving for a canadian vacation for the better part of a week, so I won't be around much. Assume Kilean is scowling, condeming the conference with howling propaganda.

I hope all these nations realize that, you know, dra-pol invaded and attempted to annex it's neighbor in a totally unprovoked attack. It's not like they were even the same ethnicity, as the Dra-Pol stress in all of their public statements the ethnic uniqueness of it's peoples.

Furthermore, they used as part of their attack their willingness to kill millions of civilians in Seoul to hamstring the allies. When Kilean airborne troops dropped in to rescue the citizens of that city, the Dra-Pol decided that they couldn't handle Kilean attacks on their artillery around Seoul, so they- in their peace-loving mercy- decided to drop 40-odd nuclear warheads on ROK population centers.

Oh, but the friendship and goodwill of the Dra-Pol doesn't end there- as the war ended, and in their great mercy, the Dra-Pol drove out the few survivors of Seoul over a hellish chemical wasteland into the arms of the nation they had attacked for no reason, and shattered with their first use of nuclear weapons.

So go ahead, please. Sit down at the table, speak of friendship and international brotherhood, and know that you are dealing with murderers.

Although General Lee takes a softer, more concilatory tone to the conferences, public mood is....to say the least....unhappy. In the refugee camps outside of Ulsan and Pusan, huge rallies against Heudecian and LRR involvement are held. Heudecian flags are burnt in the streets to cries of "murderers! murderers!" and in Ulsan, and LRR sailor is beaten within an inch of his life by a gang of war-refugee teenagers.

In Pusan an organization called "death march survivors against treason" holds a massive protest march, during which some 60,000 former residents of Seoul protest allied attendance of the conference held in the rubble of their former town.

In international waters off of Seoul, ROKAF F-16's buzz the planes carrying diplomats to the conference, while along the western DMZ, the capital guard division (the unit that formerly guarded seoul) kicks off a two-week long series of wargames that will involve some 250,000 ROK troops. The South Hanguk military was crushed in the war, yes- but it is coming back to life.

Captian Park broke away from his squadron and headed northwards. Although it was assumed that the new nautical border was paralell to the unofficial truce line, nothing was ever written down....

If this didn't work out, he had the better part of a fighter wing 20,000 feet above him, ready to jump in.

He hoped it worked out. Bursting out below the clouds, Park saw the wakes of the little dra-pol trawlers, fishing for crab off of what used to be the south korean coast. He flipped up the trigger guard on the stick, and squeezed.

A hail of 20mm shells made the water in front of one of the boats dance. Over the radio Park intoned the memorized message in Dra-Pol

"you are in violation of South Hanguk maritime territory. leave now, or the next pass will destroy your vessel..."



The displeasure coming off of the South Hanguk government is palpable, and they are dead set on not being forgotten in this conference. Frankly, they won't shut up until the whole world is forced to hear their side of things.

Deputy Minister Wang tried to hide his amusement at the entrance of the Beth Gellertan, and continued picking at the selection of food he'd grabbed when he entered. He shot a disapproving glance at the Bonstockian delegation as they arrived, and developed a thinly-veiled scowl as various delegates began chatting to them.

He got up and headed over to Hozaro, bowing respectfully and showing off his practised diplomat's smile.

"Once again, thank you for the opportunity to attend. Hopefully those nations who obviously have an unyielding need for attention will take their seats soon."

He shot a dirty look at the Bonstockians before continuing.

"I trust that all is well within your fine nation?"

General Hozaro was of course familiar with comrade General Paatelainen, but only by reputation. The sheer size of the fellow, as well as his less than refined character, was still something of a surprise. Hozaro wouldn't let it show, of course.

As food began to arrive -a modest first course of dried fish now unrecognisable, a staple in Dra-pol but here served unusually with a little sauce (vegetarianism is a concept not yet familiar in Dra-pol)- Hozaro continued to exchange reserved pleasantries with those attending. He was to treat all equally and not to go out of his way to ignore those most opposed to the CPRD, simply because manners dictated it.

Outside the conference much was going on.
The Central Directorature cleared the Temujinni delegation for approach, and the Banat began to muse over the possibility of contacting that nation's Maoist groups.
DaKhiem restated its line with regards to the nuclear exchange during the war- the enemies launched first, the Party insists. With regards to the ethnic differences there was no dispute, but it is maintained that Korea is the land of the Drapoel people, and that everybody else is their only by Drapoel mercy.
Most of the fishing vessels off shore had no communications equipment, any spare radios going to the military, government, or large collective communities. The Yellow Sea Fleet under Admiral Li-Il however would react to the Southerners' incursion. A 38metre Tiburon Class patrol craft in the area moved at 26 knots to cover the fishing vessels, though it's anti-air capability was limited to 2xtwin-barrel 14.5mm machineguns and a twin-barrel 47mm turret similar to that seen on the D-ZSU-47-2 self-propelled anti-aircraft gun. It would certainly attempt to fire on hostile aircraft within range north of the improvised border.
Meanwhile, listening stations across the region would by now be able to confirm a seismic event that morning. Originating from Paektusan, it was in the order of 28kilotonnes -twice the force of the boosted-fission weapons deployed by the CPRD during the war. Other listening posts attending to earth's orbit would perhaps be able to hear a new transmission, delivering the phrase "Red Zero" over and over, in Morse.

Midshipman 1st class Alexander Upton, the sailor beaten nearly to death, is found by a group of LRRA infantrymen escorting the SA-22 ABM batteries being deployed around the ROK.

But with the beating, it is unclear weather they will be made operational any time soon. LRRN crews rarely if ever go ashore, and the lightly, if armed at all, engineering troops stay well away from populated areas. MiG-21 overflights become less and less common as well.

Across LRR, however, monitoring stations go berserk. It appeared as though Dra-pol had detonated a nuclear bomb of the size not seen during the invasion, and that Dra-pol had launched an ICBM.

SA-22s and brand-new ABM laser stations are put on high alert.

The youngster left, and Hozaro took another few bites of his meal. Eventually he nodded to a pair of unidentified comrades in the background and called for the attention of those assembled. The general announced the orbiting of Red Zero, Dra-pol's first -unmanned- satellite. He explained that idle talk abroad of Drapoel ICBM launch and of nuclear detonation was false. No rocket had been launched, and no nuclear event had occurred. The indicated comrades brought forth a radio set, which was switched on to express the signal from the orbiter. Red Zero, Red Zero it beeped.

"I apologise for the interruption." Said Hozaro, saluting the aides and dismissing them. "It seemed appropriate to share news of our great Kurosite success and to aleviate unfounded fears at this gathering in friendship.

"Now, the, ah, refugees." He went on, speaking slowly and with a heavy accent, and glancing towards Robinson. "Of course, the Drapoel people open their arms to those prepared themselves to embrace progress. It is unfortunate that so many people residing in ancient Drapoel lands chose to depart at the very moment of the greatest event experienced by the land of morning calm in the three generations. They will be welcomed back, and treated as equal comrades for so long as they treat the Choson People's Republic with the respect its heritage deserves.

"It will be a slow process, one supposes. We must be sure that enemy infiltrators do not take advantage of our pardon."

To put so many conditions on returning the refugees can be seen as hampering the rebuilding of the peninsula, as there could be valuable skilled workers among their numbers. If we show them that Dra-pol is ready to welcome them home, and that returning presents them with great opportunity to rebuild their lives, I am certain that they would flock back."

Prince Nambaryn disembarked along with his pilot who would serve as his guard/valet.
Prince Nambaryn now standing was a stocky figure(fitting his mongolian lineage). He appeared stout and his age indisernable. Drapoel escorts took them from the tarmac to a waiting car to drive him to the conference.
"I am curious?" He looked towards one of the men escorting him.
"One, has the conference began?
Two, how many different nations a represented?
Three,..." a small smile crossed his round face making him seem as if he break into laughter, the man really did have a very happy face reguardless of his true mood."Should I be armed? As my valet already is."

This last question was more a way to politly inform anyone who should know that yes indeed they were both armed. While Nambaryn saw no need for a host of body guards he did see a need to be able to shoot someone should it be called for.

Ahh, the wonder of Samsung. Too bad that company was gone now...

"Hyemin!" General Sung Minlee said quickly over the SAT-phone. "Listen!"

"Wait," Park said, hitting a button and waiting for the static of the scrambler to kick in. "Okay, now go."

"We received a call from a group identifying itself as the Vanguard Brigade of South Korea," Sung said in an urgent tone. "IN that call, they made threats on your life, and specifically, this conference if you dont desist and return to Islandia."

"HOw long ago was this?" Park asked.

"Twenty minutes ago," Sung replied. "Ten minutes ago, we also received an internet file that contained video footage of the conference building and of recent arrivals minutes ago, so we know that they are on scene right now."

Park frowned. "Damnit," she said. "Did you divert a sat-"

"Way ahead of you, boss," Sung replied. In the background, Park could hear the tapping of keys from her friend's end. "We cant see anything, except for some cars pulling up and an airplane landing. As far as we know, nothing's out of the ordinary."

"I dont believe it then," Park replied, quietly. "The Drapoel have this place locked down tighter than than a Strategic Corps' base. How can they get in?"

"I dont know," Sung replied, almost grudgingly. "But how can you explain the footage-"

"Maybe they have hidden cameras," Park replied. "Whatever the case, Sgt Saisho and Colonel Tanaka is with me. We will be fine."

"Tanka's a flyboy, and Saisho against an army of terrorists?" Sung hissed. "Are you out of your mind?"

"No," Park replied. "I just know the risks."

"You know the risks of being wrong, but wh-"

"That will be enough, General," Park said abruptly. "Do not forget I outrank you, and although I thank you for your advice, nothing can be done on it at this moment. If you havent remembered, Ambassador Kwang and I are trying to negotiate the future of our people. Or are you so enamored with hate of the Drapoel that you have made this up yourself?"

"Think about what you're saying, Hye-min!" Sung roared. "IF you think th-"

Park cut the kill switch and quickly slipped the phone back into her pocket, heading towards the banquet room. She had ample reason to suspect General Sung, even if the two were close friends; Sung nearly mobilizd the entire Strategic Corps, and was a heartbeat away from hitting the blue button (the launch switches are blue, not red) when Chai had stopped her. Nonetheless, it broke Park's heart to be so brusque to her friend, and even if she knew the risks of trusting General SUng, who had been very close to teh edge lately.

"If that won't convince you, we'll argue on cold hard facts. Can all of the nations currently harbouring refugees say truthfully that you intend to cope with them permanently? It would take years for a nation to adjust fully, so it is easier and more practical to return them home."

"Which nation would you rather return them to? Let me see, returning refugees have two choices for destination, both calling themselves the rightful owner of the entire peninsula. First, Dra-pol. A popular dictatorship which has order, resources, and a working government. Alternatively, we have South Hanguk, the remnants of the ROK. A bankrupt military dictatorship teetering on the edge of an abyss, being held up purely by foreign assistance."

Wang sat back down. "Besides, South Hanguk threatened us all with 'grave consequences' if we attended this conference. Dra-pol has been completely civilised and cordial. I know which nation those refugees would be safer and more productive in, and we're currently being hosted by them."

Two perspectives, Etoro thought to herself as the debate over the refugees continued, utterly different and yet each equally meritous, in its own way. Perhaps the issue could not be solved on its philosophical grounds... it could, however, find some sort of solution on its practical ones.

"Perhaps it is not our place to decide for the refugees where they should go. It might be best to simply provide them with choices for their individual consideration.

I'm sure a return home to Dra-pol is something many are eager to do, and I'm certain that, be it for lack of national pride or a fear of opression and radiation, some may not wish to do so.

Would it not be best to let any nations interested in taking them, be they Dra-pol, Hudecia, or South Hanguk, state that they shall do so as their individual resources and politics allow. Then, the personal motivations of each individual refugee might be better realized, and no nation would be inundated with citizens who do not want to be there."

Lord Harald listined attentivly to the talk on the refugees, and then he spoke. "It can not be assumed that any returning refugees will particularly like the situation in new Dra-pol. Certainly, their homes and livelihoods have been destroyed, but besides that, do citizens of the ROK really want to live in the socialist environment that is Dra-pol? One of the many problems any conquering system has on people is that the people new to it are not easily assimilated into the new system. My father knew this first hand. Before the Great Bonstocknian Civil War, citizens remembered a time of prosperity, but after the Dar Terror bombing campaign and the ensuing economic collapse, they wanted a new system. So the population actively sought socialism. And that caused the rebellion and the Great Civil War. The Rebels, however, thought that they could easily subdue those who lived in the Bonstocknian colony of Maropian Coast. However, Maropian Coast had escaped Dark Terror's bombs, and had a booming economy. Therefore, the Maropians joined the Government resistance, and defeated the Rebel invasion. However, conversely, when my father invaded Bonstock proper, he had the daunting task of reassimilating the people to capitalism. He was only sucessful because he brought back how Bonstock had been before Dark Terror bombed us. We waged our wars abroad again. We had an economy that put others to shame again. And the people remembered, and they joined in.

"However, in this case, no one in the ROK has ever lived under Dra-pol's socialism. They remember the good times when the ROK prospered and was peaceful. But they had socialism thrust upon them. How will they react? How would you react if something you had your whole life was suddenly, ruthlessly taken away from you?

"The only solution, in my eyes, is for Dra-pol to leave the occupied ROK territories autonomous. Let them be. Defend them, yes, consider them part of Dra-pol, yes, but do not thrust a new way of life upon them. Make it seem that the war never happened. Rebuild Seoul exactly as it was. Only then can one gradually introduce a new form of government to them. Otherwise, this will not be the last Korean war."

He had business with the Bonstockian outside of this conference, though the other man did not know it yet. Several of the delegates held the attention of the Temujinni. Yes, the Dra-pol situation was important, but the conflict was for the most part over. Nambaryn needed to make sure another of potentially even more devastating preportions was avoided. He hated being late.

On the matter of which you speak, perhaps similar to what the Honorable Bonstockian said on the matter. Not having the Areas be autonomous, rather immediately annexed to Dra-pol, with transitional changes in the structure of rule.
While also allowing the former ROK areas to hold an election of their regions representative in the Revolutionary Party, surely among those in the area are some respected intellectuals who could serve both the interest of the region and the Party. This give the refugees someone they trust to govern them, while allowing to Dra-pol to immediately lay rule over the area, also demonstrating to the people that the Dra-pol government is not without understanding of the People.
The transitional change of law could be segmented in such away as to first change what has essentially left many homeless, any shelter currently would be welcomed. Second the generating of income, most dont care how they are paid as long they DO get paid. Income for work preformed is up lifting to the spirit, when you can get the people functioning and compensated they will more easily aclimatize themselves to a change in governing.
As well they would be working to rebuild the area for the Revolution, makingthe Revolution's gains, their gains, and their gains the Revolution's gains. People reguardless of social class want to lead with strength, security and pride. Give the people of these wasted lands those three things and they love you, reguardless of what ism the political ideology happens to be.
Pride being the most important of those.

Taylor knew full well that the Hudecian government was already active in expounding the benefits of Hudecian citizenship to the Korean refugees. It was very likely that only a few would return to the peninsula at all.

The assembly, having been taken after the meal to witness a massive flyover by the PAAF (which has now used up most of its week's fuel ration) and another gigantic display of communist humanity, returns to the hall where tea is finally served.

Comrade General Hozaro, having consulted with Party members via frequency-hopping radio, addressed the refugee issue anew. He said that the CPRD was willing to take in as many refugees as wished to return, and that they may even nominate public figures from amongst their number for Party membership, which may allow them to sit in Local Directoratures, with theoretical potential for graduation to the Central Directorature in DaKhiem.

Of course Hozaro knew that a good deal of the successful public figures born of the capitalist republic would be primarily self-interested, and as such likely corruptable and open to the perks of Party membership. It was hoped by DaKhiem that such figureheads, if nominated by their peers, might lead the way for assimilation in the working population. Nobody was about to express this to the delegates, anyway. It was reconfirmed that the process would be slow, as the crowded and sensitive republic should have to vet immigrants case by case.

Hozaro tried to give the impression that the independently minded and strong republic had no vested interest in allowing people in, but in truth it would of course be delighted to gain population-calming puppets and especially skilled workers and educators.

The General eventually turned to the big Beth Gellen and expressed thanks on behalf of the Republic for what he was about to share. Apparently DaKhiem had come to an agreement with The People's Commonwealth to have Hotan's Student Of The Kuro Revolution published and internationally distributed (the CPRD hardly has ties enough to accomplish this widely on its own). Copies of the little book -really more a pamphlet beafed up by editor's notes and 'independent' analysis- were to go on sale abroad.

"Xiaguo is a rather close neighbor the Dra-Pol, and transportation is funded by the government. They will take the millitary trains and escorted by millitary officials. Several points have been set up along the border and some hundreds leave every week. There has been a substantial amount of refugees applying for naturalization. The prcess, now reformed will take no longer than a year." stated Wu, of course, interupted by Mr Sovich and Ms. Lin, he then began to speak in a rather, harsh tone.

"There also have been murders done at the refugee camps, of course, healthcare is paid by the government until they get a job, or have enough financially. Murder rates have hit a new high especially in quarells within the government funded refugee camps. Suicide rates within the camps can estimate 4 persons per camp each day." howled Wu,
"We must provide enough freedom for these poor souls and have them decide where to go. Of course, some may not agree with our, Xiaguo's Proposal of a plan to enlist refugees into citizens and such. However, you must provide basic freedom and healthcare."

General Hozaro had spent quite some minutes apart from his guests, deep in secure conversation with senior Party members, thanks to the Republic's still officially secret frequency-hopping radios. The refugees were a relatively minor concern for Dra-pol, which was -as for the better part of the last decade and under the watch of no less than four Directors- still quite fixated on Hamhung/Hungnam, AKA Quinntonian Dra-pol. The Quinntonians had been quiet for a long time, and were yet unrepresented at the conference. Hozaro was to begin the potentially long process of trading, scheming, blackmailing, threatening, promising and pressuring that might some day, it was hoped, see the territory returned to the Drapoel state.

On returning, it was apparently considered, for the Drapoel part, that the issue of refugees -in a very general sense- was all but settled. They could come home if they wanted, although Seoul would probably never return to the giant proportions of old and those returning would have to embrace the Kurosite vision of democracy and contribution to society.

It was also apparent that the widespread distribution of Student of the Kuro Revolution was delayed by the on going nature of the coup in Beth Gellert, but the Drapoel General would express nothing but confidence in the Igovian revolutionaries and their ultimate success.

Hozaro politely and firmly acquired the attention of all assembled in order to raise the question of further topics interesting to the represented states. In the process of suggesting possible examples; national economies, western imperialism, political evolution; he dropped-in 'the on-going theocratic crusader-state domination of ancient east coast Drapoel territory that once fed the nation', not because he absolutely wanted to discuss it next, but because he wanted the issue to be 'out' during any other discussions. It may be that the CPRD's attitude in other matters could be used to win points over Hamhung, so it was hoped.

That place had, after all, probably been the death of more Drapoel in conventional fighting than had the nuclear weapons of the last conflict. It was still a bigger scar on the Drapoel nation than was anything that happened in the south.

I understand that some currency will be held, and used only for limited international trading.

"You understand, of course" He said to all raising issues of trade, "that the Choson People's Republic's Kurosite Progress preaches and delivers much self sufficiency, and that as such, international trade is to be equivalent to only a small part of the great gross national product of Dra-pol."

Hozaro did not delve far into matters of outside investment or subsidiaries. It was probable that the CPRD didn't really see the point in them. Dra-pol wasn't interested in making money, just in producing tangible results. Cash wouldn't be important on the domestic stage in a nation that'd long since withdrawn currency from standard circulation.

(As to the north, no, they don't. It was eventually decided that it made too little sense to suddenly cease having the PRC as my main northern neighbour, especially after the condition of the fight. The fact was that the People's Army was running rings around the attackers, and they didn't seem quite to understand the trouble they were sucked into. In fact, if the issue hadn't been cancelled and had remained part of history, countless thousands of anti-Drapoel forces would simply have ended up killed or captured and the border would have remained the same... assuming Hotan decided not to fight back and remove the aggressive regimes to his north. But like I say, mute point, PR China constitutes most of Dra-pol's northern border partner.)

In response to the grumblings emanating from South Hanguk, the PRS Ministry of Diplomacy reminds them that the refugee matters discussed had never suggested the forcible transfer of refugees to Dra-pol, and has resolved with a simple voluntary invitation to return, with numerous other choices open to the refugees, including return to the remnants of the ROK should they see fit.
To demand that all refugees be returned to the ROK seems overly oppressive in comparison.

The Han Men Naturalizations and Deportation Acts have provided enough freedom for the people of both sides respectfully. They have a choice to go back to South hanguk Kilean, or what so ever. However, they also have a choice to go to Dra-Pol or become a citizen of Xiaguo.

South hanguk upon asking to return them only to your nation, does not reflect the freedom we require for them. Respectfully saying, I don't think they are traitors if they don't returned to your part of the "chessboard".

What if their ancestors are in Dra-Pol? What if their family who have been left or relatives left behind are in Dra-Pol or other nations, how can you expect them to only return to you?



We also want Dra-Pol to open up the borders for commerce. We want trains, we want highways, we want ships, we want trade and we want people to enter Dra-Pol. Believe me, if Dra-Pol wants to open up, it won't effect your government and it will even lift Dra-Pol up even more, and so will us.

I think Dra-Pol can make enough weapons to feed their army, so let us export daily life necessities and food. Toys, computers, television sets, etc. Its all in the bag.

Of course we're hoping to be able to get more SAMs now, with the Igovian coup in BG.

The under-the-table comments by Heudecia and it's promise to place 100,000 men in South Hanguk have gone a long way twards calming public outrage in the south.

In Gumi, the meetings have taken a much lower profile than expected- mostly beacuse the talks have sort have turned into a bunch of allied generals and economists talking to each other about rebuilding the south. Exciting? No. Useful? Very much so.


The ROKA and ROKAF rebuilding is proceeding as planned. Already 500,000 soldiers stand ready in some 20 divisions along the new border. They will be a fraction of the total stregnth of the army once it is rebuilt. Already the first weapons orders are coming in- after back-channel negotiations, Kilean is transferring six freethinkers-built diesel submarines and some 60 Falkon (kilean-built israeli lavi's) jets, in addition to the over 150 Jaguars so far sent to the depeleted ROKAF.

In Gumi, the announcement is made that trails are being held for a new ROK air-superiority fighter. It's assumed that Kilean will enter the Raven, and Heudecia the Arrow II, but all comers are welcome

There is nothing within Kurosite thought that advises against interaction with the outside. The idea that things like televisions and personal computers might be considered essential to daily life, meanwhile, caused some amusement and a little pity to be felt by the Drapoel for their soft, consumer-driven opposites. Hozaro had to softly smile and check himself under the temptation to explain how soon such a directionless system as was to feed off these things should be doomed to collapse.

The General insisted that Dra-pol was quite able to acquire arms enough for its own defence, and was not worried by the unwillingness of others to supply them. Most of what might be needed was built in Dra-pol, and what few specifics remained could be covered, he was sure, as he said with a half glance to the big Beth Gellen.

Comrade General Hozaro had been informed of the continued withdrawl of Quinntonians and defectors from Hamhung to the far-flung islands of Quinntonian Dra-pol, and as such he was content to mention in passing that, "the Hamhung matter is, apparently, in hand, with promising sounds being made by the Crusader attackers of the Choson People, though it is apparent that Dra-pol alone is interested in pressing for resolution, and force alone is responded to by the Christians."

During periods of quiet, those with hearing sharp enough might just make out the continued report of the RedZero orbiter, picked up by the set recently withdrawn to the edge of the hall.

Xiaguo has just taken control over Donguk. Xiaguo now controls Northern Hebei Province, and Nei Mongolia.

Xiaguo also signs another bill guranteeing the Royal Government more power and control over international affairs and the blance in trade and economics. Kim Ji Song, Emperor will now be able to represent Xiaguo in Foreign Affairs and sign documents on behalf of Xiaguo and people. Only, except for alliance treaties and war declarations he cannot make.

On behalf of the Xiannese People's Constitutional Republic, we hereby announce Xiaguo's tariff on alcoholic, tobacco, and any unhealthy products which are now listed in the Xiannese Agriculture Ministry.

This common bond of Nomadic blood and the wide diversity of the Bedou tribes as far as ethnicity and religion is represented has made the Bedou here, much like the Bedou in the Mid-east, folk heros.
What to Bedou wold like is to arrange political pressure to force Sino to accept the freedom of the Bedou and the indigenous peolples of the region.
The Sultan Mohammed has given me authority to engage the Bedou word of honor on mandate for the betterment of Asian people such as has been suggested.
The Bedou are unconcerned about the politics of a region as long as those politics do not interfere with the Bedou way of life.
The Tajikis and the Kyrgs now share this ideal.
There region is ripe for peace Mr.Taylor, this people see a quick way to settle their area the way thy want at little cost but much effort, they want peace.
However as many are all too aware they think of war in terms of generations, if they dont win their grandsons will. The Temujinn government would like the aid of the Hudecian government in forming a unified Asian coalition to enforce the right of the people of these lands to autonomy.
A war, would be be bruttle, and since the Bedou operate from the with-in the borders of other nations it would be...difficult to sway them.

He looked around, noticing that the other delegates were all chatting together, so he began scribbling notes in his ever-present pad (like all Marimaian diplomats, Wang takes personal notes of every meeting he attends). Unfortunately he hadn't had an opportunity to discuss the issues that Premier Suun had asked him to raise with Dra-pol, but he figured that patience was a virtue in that respect.

Efforts were made to ensure that all attending delegates had eaten and taken of drink, and it was shortly offered that the hour was late. Gone eleven, local time, in fact. The Drapoel were early to rise, and already it was too late to expect a full eight hours of sleep.

"Gentlemen, ladies" Hozaro spoke, "we have available comfortable rooms, both communal and private, and transit to the underground rail for any who might wish to leave tonight."

The Drapoel were accustomed to sleeping in large dormitories or other communal spaces, and so these were offered along with private quarters. Recognising the importance of their guests in their own states, it was made easy enough for them to depart tonight, but the conference was to continue shortly following dawn should even a single party choose to remain.

(OOC: This is mainly to enable private interactions between Drapoel and other parties, but may also give people a chance to leave without offending, or to snoop and be snooped on during the night. Anyone in the middle of something can have their characters try to meet up in the dorms or rooms, or else continue again in the morning.)

Anyone familiar with LRRMFs insignia would quickly identify the man as a member of the LRRN high-seas flotilla, with the gold anchor instead of the speeding boat, osprey, or crossed tridents of the other LRRN branches.

Robinson walks over to General Hozaro. With his two prosthetic legs, his gait is unusual, and Hozaro would probably be able to see that.

"Oh, no, no, well...not right now anyway. Its a pleasure to finally meet you face to face, general. I have heard that you were injured in the recent conflict here on the Korean penninsula. If I may, how did you get wounded? I was actually here in 1951 as part of the royal marines, but I got my legs blown off in 1966 by a chinese MiG-21, on a Komar missile boat."

Ambassador Hua Mu Lan strode briskly across the huge square closely followed by a young aide. She looked quizzically at the potrait of Hotan and cast a wary eye on the militant antics of the youth corps who nearly filled the enormous space. The setting sun which glinted off the metallic parts of their weaponry and which cast long, dark shadows across the pavement gave the scene an ominous feeling. Turning slightly and looking up at her aide she raised an eyebrow in inquiry. The aide, who knew her well, smiled weakly and began to sign the comments being broadcast by loudspeaker. Her mouth twitched almost imperceptably but otherwise, the ambassador showed no reaction. She had schooled herself over the years and her sole public face was one of calm neutrality and a keen interest in the ongoing events.

Proceeding up the wide steps and through the heavily guarded entryway, the ambassador had time for a brief overview of the room and its few occupants in the instant before her presence was noted. Momentarily, she wondered why Regent had wanted to have representation at this meeting for her quick glance around the great hall had revealed that the attendants were representatives of nations which were not from the region. Then she recalled his parting instructions.

"I realize, Ambassador, that Dra-pol's method of governance and its societal philosophies are alien to ours. However, they have shown themselves to be a force that must be reckoned with. Offer them limited food, medical and reconstruction aid. Make it clear that we intend to offer the same to the ROK to maintain our position of strict neutrality in this conflict. Depending on the existant conditions there may be a possibility of future investment or of technical assistance should they wish to start a manufacturing or modern agricultural programs. Assure them that we have no hostile intentions." He gazed out the window at the vast expanse of ocean below and then turned back to face her directly. He continued, "Besides, I have noticed a creativity which borders on genius in the Drapoean leadership which gives me hope that perhaps, with time we can steer them into being a more democratic and open society. It would be better for us, for them, and for the stability of the region. Poverty and ignorance only foster hostility."

Some of the occupants have noted her entrance and are turning toward her. Recognizing Hozaro from photographs she hurries toward him. She begins to bow automatically but catches herself just in time as she remembers that the gesture has been outlawed in the country. She snaps a salute. Then she signs, her fingers moving so rapidly they are nearly a blur. The aide speaks nearly simultaneously in a low, clear voice, "Good evening, General Hozaro. We represent the Borderlands of Blab. I am Ambassador Hua Mu Lan and this is Diplomat Kimo Kalaukoa. We apologize profusely for the lateness of our arrival but as you know, from your phone conversation with President Look, that there was an crisis in the North Pacific and North Pacific that required immediate attention. It was thought unwise to send a lower echelon member of our diplomatic corps given the importance of this meeting. I offer my most sincerel apologies. President Look sends you greetings and good wishes and hopes that the conference is proceeding as you wish. We appreciate the invitation and are looking forward to participating in the remaining events." It begins to dawn on those around the small, elderly woman dressed in a navy pinstriped suit, that the ambassador is a deaf-mute.

She turns her head slightly and nods to Mr. Robinson who is looking at her with some reserve. Her hands continue their peculiar dance. The aide speaks, "Good evening, Mr. Robinson. I apologize for interrupting your conversation with the General. I see representatives from Temujinn, Maramaia and Xiaoguo are here. I will converse with them while you go on with your business here. Gentlemen, if you'll excuse me?"

The entire Marimaian delegation turned and beamed at the ambassador, with Wang adding a slight nod of the head before waving.

The two Blabans walk over to the Maramaian delegation. The ambassador quickly reviews what this whispered exchange could mean. Not many outside of her immediate circle realize that she is an expert on reading lips so that she is privy to conversations inaudible to most as long as she is in visual proximity. She reviews what she knows of Maramaia: resident of a small region with an inactive regional comminique, frightening economy with an oppressive taxation rate (no wonder that they feel kinship with Dra-pol), interested in genetic manipulation. As they reach the group both the Ambassador and the aide smile and salute. They position themselves so that they are facing Robinson and Hozaro. The Ambassador decides to play to the well known Maramaian sense of self importance and signs as the aide translates, "Good Evening Deputy Minister Wang. I am Hua Mu Lan and this is Kimo Kaulaukoa of the Borderlands of Blab. What a pleasure to meet you after all this time. How is Premier Sunn? Incidentally, I have been admiring your nation's flag. It is truly a superior design."

General Hozaro was fairly quiet through most of what he considered fairly trite conversation, and managed to exchange a subtle glance with Marimaian delegation, who he rather felt looked as if they might have something in them worth hearing. He maintained a firm posture and, for the most part, a polite if rather slight smile.

The hall rumbled softly for a few minutes as elements of the 7th Air Assault Group passed on their way to Suwon, before the quiet of night fell upon the city without. The late arrivals from Blab were offered the same alcoholic beverages as had been seen earlier, and Hozaro returned the offered salute and a few amiable words.

Xiaguo wishes to sign an Alliance treaty with the 5 civilised nations. This alliance is to target the friendly unity into uniting China. One term favoring 5CN is to have Shanghai under direct control by 5CN. This alliance is to counter the Taiwanese-Sinoese Friendship alliance signed earlier.

A similiar one is asked of the Hudecians. This Tri-Pack Treaty is to united China under democratic government idealogies. China in control by the Sinoese can be oppresive and XIaguo wished unity under hte Xiannese government.

High Regent, Yeh Zhao Feng will arrive in Hudecia for further talks.

May I just say how refreshing it is to hear that you appreciate our flag; there are those who see it as a symbol of oppression, but that sort of person is quite obviously misguided. Only those with a more refined aesthetic sense see it for it truly is. May I also say how truly refreshing it is to see a democracy truly applying equality to itself; I know of very few governments who would send a person such as yourself to an important gathering such as this. I have no doubt that there are governments who would send a bumbling halfwit male rather than a wise woman."

Wang noticed Hozaro's eye contact and gave a barely noticeable nod in response. He continued beaming insincerely at the Blaban ambassador.

"I realise that our nations have had very little contact in the past, but tomorrow is, as they say, another day. I am certain that our nations could come to some sort of amicable relationship which is beneficial to both parties, and it would be a great shame to allow such an opportunity to slip through our fingers."

Wang continued to talk grandly about the wonderful relationship which Marimaia and Blab could share, until an aide cleared his throat and gestured to his watch. Wang nodded and smiled back at Hua Mu Lan.

"I'm afraid I must love you and leave you, Madame Ambassador. I am not present at diplomatic conferences that often, and I would like the chance to mingle with the other delegates, as I am sure you are eager to do as well."

Hua and Kalaukoa reached for the glasses on the salver presented by one of the many Drapoelian minions circulating in the grand hall. Hua nods and smiles while Kalaukoa offers their thanks in flawless Drapoelian. The Ambassador sips and feels the liquid burning a fiery trail down her throat. She would like nothing better than to toss the entire contents of the glass down, bad as it is, but gives the appearance of total attention to Wang's monologue instead, while keeping a close watch on Hozotan and Robinson's conversation. Nothing of significance is being discussed so she allows herself to relax and her mind to wander considering what she had observed since her plane had landed at the airport. Child soldiers, regulars in sandals, and no one of them particularly well nourished, outdated weaponry. How had Dra-pol managed it's military conquests?

She notes with relief that Hozaro is trying to catch Wang's attention. Wang winds down his unctuous monologue and she signs politely, "We've enjoyed making your acquaintance and look forward to further exchanges with your nation. Perhaps some kind of trade or service agreements could occur between the appropriate parties of our two nations in the future. We're know for our IT sector."

As Wang, and the Maramaian delegation turn away she swallows the rest of the contents of the glass. She reaches for another drink and positions herself so while she ostensiably appears to be admiring some of the potraits and decorations in the grand hall she actually has an unobstructed view of Wang and Hozaro.

"Of course." Said the General, having nodded to those departing. Glancing about to make sure of the continued presence of several Sub Lieutenants able to attend to remaining parties, Hozara walked with Wang, taking him from the main hall into the rather more Spartan bowels of the structure. There hadn't been time to fully decorate the interior of the hurridly raised building, and in some sections the brickwork and timbers remained exposed. Hozaro explained an apparent Drapoel favour for function over form, which he said would probably persist until the completion of the great and ongoing struggles through Kurosite Progress. They were bound for a reasonably comfortable office, which would take a minute or two to reach.

After the two settled in the office, Wang began the speech he'd had in mind ever since he arrived.

"General Hozaro, you and I come from kindred nations. Both Dra-pol and Marimaia are seen as corrupt dictatorships, when we both know that nothing could be further from the truth. Our regimes believe in guiding the masses; sometimes the mass populace will choose a course of action which is incorrect, so the task of the regime is to show them the correct path. Although Marimaia has not suffered as much hardship as Dra-pol at the hands of others, we still know how it feels to be left to suffer. When the bungling of our democratic government brought famine and drought, no-one assisted us; we had to overthrow that democracy and rebuild the nation on our own."

"The hardships that our nations have suffered make us what we Marimaians call 'superior nations'. Where other nations would have dissolved, we stood firm. Our cultures, our very populations are superior to others because they have suffered and emerged stronger for it. Both nations have also suffered the loss of integral territory; Marimaia lost territory to ungrateful minorities who rose up and joined other nations, while Dra-pol has not only lost Hamhung to invaders but was actively prevented from unifying her rightful lands by a coalition of foreign powers. Many of those powers attended this conference to show how they now see Dra-pol as vaguely acceptable, while at the same time maintaining troops on rightful Drapoel land. I say that such action is hypocrisy typical of inferior nations. Premier Suun has long admired the Drapoel spirit and tenacity, which is why I am here; His Excellency believes that superior nations should assist each other against the numerous inferiors, so Marimaia wishes to assist Dra-pol."

We are willing to share several examples of military hardware with Dra-pol, hardware which we have always kept to ourselves. As we have already discussed, we shall share our research on synthetic resources and renewable fuels; we can also share our experience in improving economies. If you do not wish to have direct contact with other nations, we can show you our filtering methods to ensure that the only contacts you have to answer are important ones. We would also engage in intelligence-sharing; if we happened to learn of a threat to Dra-pol, we would inform you straight away. We would also offer our assistance in bringing about unification of rightful Drapoel territory."

"We have very few requests in return. Your support in our unification efforts, the reporting of any possible threat to Marimaia, and maybe a few armament or reconstruction contracts for our indigenous producers. If you do accept our offer, it is your choice whether you want anything officially announced about it or not. We personally do not care if other nations shun us for our discussions with you; Marimaia speaks to anyone we wish."

Wang sat back. "We realise that you will need time to inform your government of our offer and for them to reach a decision; the Marimaian government will await your response. We also understand that Dra-pol doesn't really like outsiders, but we hope that this will be the start of a productive and prosperous relationship between our peoples."

Hozaro maintained a calm, even air throughout Wangs speaking, paying close attention. The little office was not exceptionally classy, but it was tidy and displayed a small assortment of portraits, photographs, and posters.

Here a painted poster depicting a young girl in a dramatic pose, urging recruits of the Kuro Student Defence League and the Working Womens' Home Brigade to stand firm and give quickly and bravely to the revolution and to the Republic. She was Yasuki Jing, the inspiration for a medal given to women and children who serve the revolution in some exceptional degree, and the first Drapoel to die resisting the Crusader invasion that took Hamhung, her home district. There a black and white photograph depicting Kurosian I at the head of his troops marching out of Kanggye to vanquish the short-lived Suloist regime of Kurosian II and halt the Christians 50km from the coast.

"Indeed." Said Hozaro. "One strong man may fight-off any mad dog, but when the salivating pack surrounds him it is well to have another at his back."

The General glanced idly across his near-by desk as Wang spoke of what the nations could do for one another. His short sword lay sheathed behind what appeared to be a name plate, but in fact recited some Kurosite doctrine in Drapoel's complex characters.

When Wang mentioned it, Hozaro made some attempt to express the value of foreign intelligence to isolated Dra-pol. The Republic wasn't willing to take on the expense and hassle of initiating a global chain of diplomatic contacts. The General was able to admit to Wang Dra-pol's limited expansion into foreign political and military affairs, indicating that it was possible that the Republic would directly back Marimaian enterprises in some -possibly low-level covert- degree. The Republic was always keen to apply less direct pressure, as well. Hotan had seen promise to diplomatic wrangling when holding hostage entire cities during the War For Korean Unification, and knew that Dra-pol now carried weight in some limited areas. He said also that, while it was traditionally unlikely that Dra-pol would learn of threats to Marimaia before that nation did, the limited and strictly directed expansion of its human intelligence network abroad and the orbiting of satellites would make Marimaian security an on-going secondary brief.

(The unusual mix of naming standards in Dra-pol, with some comrades named such as the engineer Taka Oamarii-Il, while others like Yasuki Jing appear to have more western conventions... as with everything Drapoel this is little understood, especially given the purported purity of the Drapoel race, but it may be noted that an increasing number of public figures have just a single part to their given name, and place it before the family name, and that before the Two Billion Struggle, the ratio of this sort of name was high in the Banat, while the Korean style was prominent in the Red Bamboo.)
