Invitation to RP: the Ors Reefs and Oil

OOC: I'd like, for a change, to have a diplomatic RP. Meaning, no one just shows up with thousands of troops and starts duking it out.
•Here's the sitrep: a large group of tiny island-reefs, named the Ors Reefs, previously thought to be barren and useless except as a navigational waypoint, has been found to be incredibly rich in crude oil, the depth and size of which rival the oil deposits of the Middle East. Preliminary prospecting expeditions have also found traces of rich gold veins.
•Thing is, the group of islands are scattered all thoughout the aquatic borders of the large, surrounding island nations (including mine, the Raymzonian Dominion). A diplomatic row of who-gets-what is underway.
What we need for good RP:
going EXTREMELY realistic here, for a nice RP. so I'm looking for:
•4-8 nations, minimum size 50 mil to a maximum of 350 mil, all strictly modern tech. No clone armies, no special sci-fi weapons and equip, thankyouvery much.
•This will begin as a diplomatic engagement, will post the details later, after I've worked out who'll be playing. Maybe later it will escalate into limited armed warfare, BUT that comes much much later after all diplomatic channels have been exhausted.
•The Dominion of Raymzonia is a large, authoritarian-governed nation, very militaristic and isolationist, and i intend to RP it that way. I'll be overseeing the RP of the thread (moders and griefers will be ignored, i'll have final say in who is ignored and who isn't), and will try to be as fair as possible. I like to think I'm pretty good at overseeing these things.
PEOPLE WHO ARE INTERESTED: post your nation factbook, recent history and background in this thread. I'll choose the ones that are most likely to make good RP.
Remember, people, DIPLOMACY first. We're a bunch of large nations, not a bunch of armies headed by despots squabbling. I COULD insert one or two of the despot kind, just for fun, but we'll see who bites first.
So. Anyone interested? I'll put up a new thread when we have the players and have agreed on additional rules.

We'll take into account all your current troop deployments, your other RPS, and your recent actions and history, so it's not very indie.
Your stats WILL change, depending on the outcome of this RP. But we're not looking for a fight here, and will be doing mostly talking and low-level encounters (not a lot of them armed).
I'm not sure if I answered your question, though. If I didn't just ask again and clarify.

I'm a bit bigger than your criteria but I figure I could try to be a mediator, rather than a claimant. And if combat did break out I'd limit myself to a special forces/observer role. But your RP and your call no hard feelings either way.

Nova: well yeah, you're a little big, but we can make a few exceptions, maybe, just for fun. We'll see, depending on the RP's turnout before we start the IC thread.
And mediators are welcome. I'm trying to be a player (in char) and a mediator (out of char) at the same time, so help would be really appreciated.
You can drop the neutrality anytime you want, though, and support another nation's claim. Your call.
I'll come up with a list of participants, as soon as people start showing up and join in.

Well, Raymzonia and Barokoy were just involved in a major conflict. So the recent Rosian civil war is fine. In fact, the war (and the resulting damage) will be a great incentive for wanting dibs on the oil and gold.

nah, it should make things more interesting.
well i figure any claimant stupid enough to attack while negotiations are underway are going to get six or other seven nations ganging up on him, and he forfeits any chance of getting support from anyone else.
And the oil and gold are there, but will need several years' worth of construction and investment to get oil wells and mines up and running, so no one is getting the stuff (and the money) THAT quickly- a war wouldn't be worth it. Above all, it's a territorial dispute.
Of course, this only applies to claimants. This'll be a closed RP in the new thread.. anyone uninvited will have the IGNORE cannon in their face. heh.

okay we just need one more claimant nation and it's a go.
Everyone post nation facts, please, OOC. We need to know:
•How big are you? Your population at the moment this RP will be launched will be the population you'll be roleplaying with for the duration of the RP thread.
•How big is your military? What are your assets, in general? If it's bigger than about 5 percent of your population, you better have a damn good reason explaining why.
•Your nation's history in brief. This is more for recent events (wars, famine, recession, etc). Also post your domestic and economic situations here.
•Your government's behaviour, a basic description. You better stick with your RP behavior from the start, because if a benevolent humanitarian nation gets all schizophrenic and begins killing civilians, that will earn a volley of IGNORE cannons. Unless you can come up with a damn good reason for changing government positions overnight (coup d'etat, your president ate a bad oyster and pushed the LAUNCH button by mistake, etc).
•Your reason for wanting the oil, or wanting to be an observer/patron/whatever. So we can come up with a good dynamic in negotiations. You're a capital-hungry superpower? You're a struggling nation direly in need of cash and/or allies? You're a despot who likes to take things? Just a short explanation will do.
•Any other things you'd like everyone else to know about your nation, your schedule, or other RPs your nation in involved in, etc.
•Any rules you'd like enforced that I haven't thought of, if you have any.
As soon as everyone posts, we can get this thing rolling. Yay!

I am currently 613 million. I’ll take the population that is presented at the time of the RP start.

I currently spend 10.5% of the budget on my armed forces, .8 on spec ops and 8.5 on foreign intelligence. The armed forces are all three branches combined into one with the exception of the spec ops. The Spec Ops are the ‘Black Thrones’ and the reason they are separate is because while the President is the Commander and Chief of the armed forces his orders are subject to checks by the other two branches of the government. The current number of people employed by the armed forces is small enough to meet criteria and I don’t plan on putting any large troops concentration to ground anyway.
Recent Escapades
-Currently involved with military operations in Colombia against the local drug lords. RP STATUS: Unkown due to server change.
-Currently involved in a coup in fifth sun. Attempting to overthrow the legitimate government to install a democratic one more friendly to the state RP STATUS: Unknown it seems to be lost in the server transfer but will be reinitiated as all parties are interested.
-Recently joined the Directorate, an alliance in which I am the 2nd smallest member. The alliance is based on joint intelligence open communication and a firm ideology of ‘I got your back.’
Disposition
The government has a very ‘Nove Hope first’ attitude. It generally stays out of conflict yet will not hesitate to step up to the plate if need be. The government’s prime objective in foreign relations is to find good relations, or create entities to have good relations. While an adamant free market and a very liberal society with a free market, which soaks up a lot of corporate welfare, they don’t discriminate against people who are of different opinions. Communists, fascists and capitalists populate the list of close international friends, albeit with a selfish attitude towards foreign affairs free markets make for easier friends. The actions of Nova Hope are decided by the three prongs of government. An unaligned congress which espouses many political thought due to the diversity of the congressmen, a House of Commons currently lead by a fascist/nationalist Prime Minister who holds a majority in said government and the President who is a devout capitalist and libertarian when it comes to domestic affairs, while an ardent nation builder in foreign affairs.
Goal in this situation
To assess who would make the best ally to Nova Hope and broker a negotiation with all parties which will eventually leave said party in control of the resources. An agreement to have a Noviet company construct the infrastructural will also be perused. Should an armed conflict break out Nova Hope will make calls for peace while using secret means to assist its favorite son.

Nova, sorry but we're playing strictly modern tech there.
The samus armor isn't already being used by any current military, so you can't use that. I'd suggest medium to heavy polymer body armor, though, which IS already in use, and has SOME of the properties the samus armor has.

•The Raymzonian Dominion has a population of 178 million. A military state, it trades freedom for security, and as such have almost no political freedoms and civil rights, instad opting for prosperity through economic wealth and security.
•The nation is an archipelago composed of 27 large islands, all of them effectively policed by the military intelligence/police/local security force, the Templar. A huge, intricate, practically impregnable network of policemen, soldiers, spies and assassins, the Templar make sure nothing threatens the security of the Dominion and its leadership.
•The military is then a priority in the government budget, with a staggering fifteen percent devoted to military expenditure and upkeep. Most of the assets go to an extensive navy and air force, composed mostly of quick response forces: submersibles, strike fighters, and missile and aircraft platforms (numbers to follow soon as i finish calculating). Military training is also compulsory, with a reserve force of almost a million in the population (in times of war, only the top performing civilian reservists are recruited). The elite of the military, the Raymzonian Rangers, are a few hundred thousand men trained in sabotage, assassination, and special ops.
•There are no elections as such on Raymzonia, government positions being given in a complicated process of government exams and appointment. It is loosely based on the government system of ancient Imperial China. Also like China, the head of government, the president, holds absolute power, and the government is rife with "corruption" in the form of tributes and tithes.
•Raymzonia, a few years ago, was involved in the quelling of a rebellion on the neighboring island-state of Barokoy, which eventually led to a defense against an invading genocidal Empire of Generia (which never finished, because the server went down while everyone was accusing Generia of godmoding. Barokoy and I just agreed that Generia was eventaully repelled and is now paying war reparations to Barokoy). The Duke of Barokoy was permanently exiled to Raymzonia to appease the new government composed of revolutionaries and the old nobility.
•The Raymzonian government cannot be trusted. It will do anything, kill anyone, say anything to ensure that the Dominion will prevail. The Templar have permeated the bureaucracy, and their methods have been adopted in the higher levels of government.
•Raymzonia would like nothing better than to be left alone, but is forced to go out of its way and participate in world affairs to ensure its own security. Thus, it is interested in getting its finger in the proverbial pie when it comes to oil and gold.
•Since I live in the Philippines, it's a given that we won't be doing much real-time interaction. So RP accordingly.

The Island of Rose is undergoing a military revampafication. They plan to finish in a few weeks. Also, the President just visited Heimlichsburg, invited socialist states to his Villa and is currently hosting a meeting for Victorian members. Also, it is handling colonies in Prospero 4 and an unknown mainland.
The Government is merciful, eccentric, and able to get things done. Recently it just re-legalized the death sentence, increased space funding, and instituted gay marriage.
The Island of Rose is focusing on becoming a naval power, due to it's Island place....
The Population is currently 364 Million people.

Even with this being said your not allowing them in? All it is is full body armor with a built in HUD for the user, airtight it has its own breathing apparatus as well as a sat uplink. It's to bad that the RP didn't survive the server switch I'd link the thread for you. The technology exists the only reason no nation uses it today is the cost ineffeciency. Most natios look at it and deciede that for the limited amount if 'extra' protection it's not worth the expense. My strategies are based on minimal loss of life on my side so it slanted the equation. If you say no again that's fine I'll accept that as your decison, I just wanted to make sure you were 100% aware before the decison was made. (The only reason I used the word SAMUS was to conjure an image, not to refer to a tech level.)

Mmm. I still think the individual satlinks and HUDS are a bit much, logistics-wise. At least for a realistic modern tech standpoint.
You'd need to power the suits, for one thing, esp. for extended combat situations, and having over a million suits uplinked to a sat EACH means you have a huge number of satellites in orbit, with waystations and support lines maintaining the suits (each suit needs a wearer, at least a few uplinked techs for handling and processing sat info, etc etc) AND centers for satellite info. Okay, so maybe the suits are feasible (and therefore allowable), but the numbers quite aren't. Your budget for the suits should be a lot bigger, since there's a lot of infrastructure involved in sat technology.
The armor protection factor is fine, since no one really uses sidearms at long range anyway. Radical drop in penetration and stopping power over distance, and all that.
Just suggestions, really. Feel free to argue over points I might not have addressed. But just tone down the role of the suits a bit, and we;ll be fine.
wait a minute. Why are we arguing over this? This is supposed to be *diplomatic* negotiation. Heh. :p

Well to be honest I've never deployed more than a few thousand ground troops at once, so I've never had to plot out massive logistics, only small scale stuff. You don't think 150 billion a year to maintain the operation of the suits is enough? What amount were you thinking?
The suits would be powered by packs on the backs of the wearer, meaning that yes they are limited to a certain radius around the supply trucks to get more packs but I figured that was an acceptable down side. I mean it gives me the oppurtunity to RP more about the supply side in a war rather than number wanking all over someone.
As for the sat uplink I suppose I wasn't clear, sorry. The squad leaders are attatched to the sat uplink with the others having the ability to should the need arise. Alot of the time these suits are recieving downloads from the satalitte yet uploading to the local CnC.
Waystation? I'm not sure what you mean.
As for the role of the suits I really had hoped that the RP would never come to the point where I'd need to deploy them. As I said in the goal above if these nations come to blows I will be calling for peace, while only secretly helping out. Meaning stealth bombing runs, sub packs hit and runs etc. Landing troops would be like runing up a giant Noviet flag.

Nova: Okay that sounds fair i guess. By waystations I meant that your satellites don't beam information directly into the suits- most sat info today goes through a filtering network of installations made specifically for this purpose. Which means buildings for these networks, and people to work in them, maintenance costs, etc. Which is why I thought the cost should be more than what you'd budgeted for it. But really, it's a minor point: we'll be mostly negotiating anyhow.
•Let's all just assume all the claimants are neighboring nations. The Ors Reefs fall smack dab in the middle of all our aquatic borders, which gives us all a claim on the harvestable resources. You don't have to move your nation to the region, let's just play with that assumption. Unless you all really insist on making a new region, that's fine, too. In fact, that opens up several other RP possibilities... hmmm.
•Or, if you'd prefer to be a distant nation, you should have an explanation why you have a claim on the territory.

Aaah. Right now I understand what you mean by waystation. Good point. Most of those functions are handled by the in theatre CnC. In my last RP it was the comms division on an aircraft carrier and later it was a building I specificly built in a captured city. Although to be fair I do see your point and will make a few more entries into my milatary account. lol I'm already running a deficit so what will a little more red ink hurt right?
