It has come to our attention, and that of many members of the RBA, that authoritarian socialism is counter-productive, and that it does more harm for the left than good. Therefore, a new, powerful group has emerged, determind to present a new, democratic alliance. This is the future, this is the Union of Socialist Nations.

USN Constitution, The Fundamental Law of the Union of Socialist Nations

Chapter One : The Fundamental Makeup of Union of Socialist Nations

Article 1: The Union of Socialist Nations is a Democratic Socialist Alliance

Article 2: A head of the Union of Socialist Nations shall be voted for at monthly intervals. The elected head is under a binding obligation therefore to maintain an active support for the interests of the member states of the USN.

Article 3: With regards to social and political importance, every member state is equal.

Article 4: All member states are under a binding obligation to assist fellow states when fighting a defensive war, through military aid or other. This Article may be waned in exceptional circumstances.

Article 5: All member states are under an obligation not to attempt to gain material profit from other member states.

Chapter Two : Requirements of Member States

Article 6: All Member States are required to maintain the interests of their greater populace.

Article 7: All Member States are under a binding obligation to commit forces to USN campaigns except in cases of conscientious objections.

Article 8: No Member State will seek to undermine the democratic principals of the Union.

Chapter Three : Rights of Member States

Article 9 : Article 9: Every Member State (regardless of circumstance) has the right of the vote, and that vote shall be equal in value to those possessed by the other States.

Article 10: Member States have the freedom from persecution.

Article 11: Member States have the absolute freedom of speech, save for remarks that would deliberately infringe against others ethnic, moral, cultural or religious sensibilities.

Article 12: Member States can expect the support of fellow nations in times of civil, military or economic crisis (this article can be waned in exceptional circumstances).

Chapter Four : The mechanics of Alliance Democracy

Article 13: The Head of the Union of Socialist Nations is the elected representative of the Member States. Therefore, should the populace feel that the Head no longer represents the interests of the member states, then the Head's term may be cut short by popular petition.

Article 14: The Position of Leader is the only position to be voted on. The Leader selects his cabinet on assuming office. However, this cabinet must have been made public at the time of the election. Should the Leader wish to change his cabinet post election, the change must be put to the vote.

Article 15: The following decisions of the Leader must be put to popular consensus. Declarations of War, Re-Armament, Major Changes in Foreign policy, Expansion, and any other decision which the populance sees fit.

Article 16: The Leader is the Elected representative of the Member States. The Leader has the power to dictate normal foreign policy, economic policy, civil policy, and any other non-extraordinary policy. However all changes must be put to the Alliance for debating and evaluation, and the Leader is under an obligation to take note of Member States dissent.

Chapter Five : The Application of Discipline

Article 17: The following offences are recorded under the constitution as offences. Intolerance, denying others their right to freedom of speech, fabrication, and any other breach of the Articles set down in the Constitution.

Article 18: The Leader, under agreement with his Cabinet, may issue a warning to any member state for breach of Article 17. Reference to both the offence and the constitution must be made, and the warning must be public.

Article 19 : Should a member state continue to be in breach of Article 17 following a warning, the Member State can be suspended by popular consensus. The actual length of suspension can range from symbolism (ie. No practical realisation) to the next leadership election. In addition, a suspended state is prohibited from holding a position of authority for the next three months.

Article 20: Should a member state have been warned, suspended, and then continue to be in breach of Article 17, then the member may be banned from the Union of Socialist Nations by popular consensus. A banning is the permanent suspension of a member state from the Alliance.

Article 21: Any State may be returned to the Alliance by popular consensus should the State express a willing to do so and is remorseful of their actions. This action may be undertaken following a one-month period.

Chapter Six : Regarding the Constitution

Article 22: Existing Member states must express their support and commitment to the Constitution.

Article 23: Any Member State joining the Union of Socialist Nations must express their support and commitment to the Constitution.

Article 24: The Constitution may never be abolished.

Article 25: Any aspect of the Constitution may be altered by a vote of two thirds of the active member states, with the exceptions of Article's 24 and 25.

Both of you are in the International, so why not just stick with that? We're both committed to the same thing and it would be silly to have 2 organisations with exactly the same policies...

It is true that our allainces must part in this way, and it is a sad act that it has come to this. However, I have seen what authoritarian socialism has done to the RBA, and I believe it is time to start afresh.

This is not a competition to the International. If anything, I hold a great admiration for the succesful democratic experiment which is the International. This is more of a splinter from the RBA in reality.

I can not speak for the ASDU, but I tell you, the ANL supports your ideals and the beliefs of non-authoritative socialism. We wishh you sucsess and luck and I ask the RBA not be engaged in serrious competition with this new group.

We will not compete. However the RBA will aid this alliance if ever it is in trouble.

I thank all of those who have pledged their support for the alliance. However, what we really need is members. We have seen how the world re-acted against the authoritarian communism of the Dr_Twist war, and though I regonise that the International is now possibly the strongest socialist alliance on NS, it would be highly benificial to our cause to have at least two strong democratic socialist alliances.
