The nation of Latinsbury is still a new and un-devoloped tundra of nothingness . The supplies and tools needed to lay down the ground work for our capital city are available and personel are standing by . However , our city planners and engineers have no experience .

I am hoping one of you would be willing to send a small team of experienced city planners and engineers to Latinsbury to guide my efforts in the construction of Latin City . Our capital .

I have little in the way of assets to provide payment , however ..I will let you name the streets and avenues of this new city .

One of the things we are rather renowned for is architecture, though it is something rarely imported. However, your open letter was intriguing to Her Majesty and therefore we would like to offer to send you a group of architects, engineers and other experts to help build your city. Please let us know a little bit more about this tundra environment, how far north it is for instance, how close to the sea and what access there is to rails, labour, airports, and so on.
Also, Her Majesty is always interested in foreign cultures and if you have any information on that she would like to know more.

Mattikistan has a handful of government-employed engineers and architects responsible for the maintenance of the historical buildings around the nation, including the Central Hall of Government.

I may have been wrong to call the land of Latinsbury a tundra . But wasteland is definetly applicable .

The area I wish to begin building Latin City on is flat , save for a few bluffs to the North East. Right now 2.1 Million Latinsburians are living in mig shift structures and tents. The soil is mostly hard clay , underneath that is permafrost . However , the area is rich in water and already many wells dot the inhabited areas.

(The nation is roughly at the same distance north as Kamchatka russia)

Right now it is the summer , the barren plains are covered in tall grasses . During the summer snow blankets the entire nation . The people of Latinsbury are somewhat uneducated but they are quite hardy and resourcful .

Lavenrunz , if you help me..I shall build a statue of you in front of city hall and June 24th will be Lavenrunz Day , a national holiday. Thank you very much for your offer .

Mattikistan: If you wish , your team can be responsible for the construction of city hall. Lavenrunz has more assets at his disposal and I shall put his team in charge of the rest of the city . For your assistance , I will name the airport after you .

The situation has been explained to them, and they have agreed to assist in your efforts. They shall be leaving for your country tomorrow, and will follow your orders. They are still employed by our government, however, and will not violate Mattikistan safety proceedures and laws.

Unfortunatly we have no money or engineers to give. They are busy building up my new homeland. Our budget is 60% rebuilding, and 40% defense at the moment.
But I can send you 200 C5 Galaxies for whatever you need to use them for.

Pedaphiliac : Those C5's will be crucial in the movement of building materials and supplies . Your contribution will speed up construction and streamline our logistics on an exponential level . We have named a small mountain range after you. I am unfamiliar with this vehicle , could you provide some more detailed information about the C5 ? It could help me put the machine to its best use .

An undeveloped nation,huh... well. Have we got a deal for you! We will loan you some of our services: Military, Engineering, Embassies, Etc.
All we want in return is a couple plots of land out in the middle of nowhere. We would like to establish military bases there. We will pay you 2 million dollars per base allowed. We can't put them in our country due to the civilians thinking we are going into war at the first sight of a tank. Please consider.

Ybronneb : If you can build a reliable and effective water/plumbing infrastructure for my capital city , I will provide you with 4 square miles of flat land that you may exploit at your leisure.

However I must ask that you do not bring any nuclear materials into my country. Latinsbury has a strict Nuke-Free policy.

Only one week ago President Eugene Castiglione of Latinsbury sent out a international request for assistance. The response , simply astonishing. The nations of Lavenrunz , Mattikistan, Pedaphiliac and Ybronneb have sent over two thousand experienced and well-trained engineers to lay out and begin the construction of Latin City. It has been a long time since such a multi-national force has come together for such a self-less cause. Brilliant minds from Lavenrunz are bumping shoulders with Ybronneb planners and architects, a very inspirational sight to see. The cooperation between these teams of designers and planners is unheard of. This beautiful collaboration of minds has millions of Latinburians optimistic and determined about their future.

Construction of Latin City has gone very well these last few weeks. The Latinburian people have nicknamed the foreign band of engineers "Va Kelesko Monstantania" ...roughly translated "The Cement Lords". The city has laid over 300 kilometers of road and construction on the 78th city block has begun. The city may still seem of a modest size now, but it has become apparent that this city is going to need to be able to house at least 90% of Latinsburians. The un developed land is proving to be far too inhospitable for human habitation. Shanty towns lie outside the newly built city limits in massive quantities . Poverty is becoming an issue . However 60% of the water/electrical infrastructure is completed. Mattikistan personnel are now completed the capital building and are free to leave whenever they wish. However they are welcome to stay as long as they want. Lavenrunz crews are working round the clock developing the commercial and economic centers of the city. The Lavenrunz statue is almost complete ..it will stand just over 7 meters tall .

C5 Galaxies fill the sky , transporting everything from raw iron ore to construction personel and labourers to worksites . There was a incident two days ago where a C5 Galaxy lost power and crashed into some high capacity powerlines. 12 people were killed , 4 of them native Pedaphelians , services are being held tommorow at noon. The cause for the electric failure was determined to be damaged cables that had become corroded .

Latinsbury is inviting representitives from each nation that contributed to the construction of Latin City to a ribbon cutting ceremony that shall take place two days from now. The Latin City airport is functioning and your airplanes will no longer have to "eyeball" themselves a runway. We look forward to your attendance .

Among those present were artists who had several state approved depictions of Empress Aurora, the current ruler of Lavenrunz. (fair haired, in her late teens, blue eyed; ideally an equestrian statue)
The Lavenrunzians came with generations of skill in building roads, laying out town infrastructure and potential. They laid down an intercity rail plan, advising that it interfere with normal traffic as little as possible.
Walther Kainz, the Minister of Foreign Trade, arrived with an offer, that Latinsbury might accept two Lavenrunzian power plants, which would be of a hydroelectric design, in exchange for the following.
1. A combined forces base to be put in the area--solely for the purposes of relaying materials and troops, not to patrol the sovereign territory of your country.
2. Permission to prospect for oil by some of our petroleum companies.

We will send Chief Engineer Lara Blewett and General Lyssioh Do'Urdel to the ribbon cutting ceremony. The General will be there to negotiate location of the plots of land and to finalize plans.

Lavenrunz : We accept your offer, as long as the materials you relay are free of plutonium , uranium or any other radiological materials . On a side note , a native Latinsburian has painted large portraits of Empress Aurora and Mr.Kainz and they shall be hung in the Main Corridor of the Latin City Hall.

As for the petroleum prospecting, we have no problem letting you search for oil. However , if you discover any we ask for a 33% cut of any discoveries and consequent extraction. We believe this is fair.

Chris: Your offer is appreciated however Latinsbury's need for a military is non-existant. Beef and agriculture is currently enough to sustain the people. However if you wish to send over your top engineers to Latin City , we would be willing to work with them and familiarize them with plans and blueprints givin to us by Lavenrunz and Ybronneb .

Theres been some ideas passed around about building a Latin City Univercity dedicated to the art and science of urban planning and engineering. However this project is estimated to cost 48 million dollars and would require an annual budget of 6.2 million. If any nation would be willing to finance this facility , we would make it worth your while.

i will give u 2.3 million dollars if u help out with my agriculture, farming, and some construction

for 2.3 Million we will give you 40 cranes , 20 Dump Trucks as well as our whole Council of Agriculture (for 1 month). This should allow you to make progress in your nations infrastructure.

Schools : 31 (LCU currently under construction)
Hospitals : 5 (running at 47% of capacity)

Latin City is now complete. The personel from each respective nation is on their way home. However , I have 199 C57 Galaxies sitting around my Capital city with no destination or function .

Hey Do you need help finishing your city Well if i help finish yours you have to help finish mine and i will give you top protection. i have a shitload of airforce on its way and we will have the best army in the nations.just do both of us the favor.

My city is complete ..at this point I'm busy prospecting for oil with Lavenrunz's teams . Im not sure if you have a functioning airport , but I do and if you would like. You could station some planes there .

I see you need water-efficient industries to support a growing population and agriculture which uses minimal water resources to feed it. As a fellow desert nation, we are in a position to assist.
