President Madison looked over Anatoba, its lights dazzeling into the night. Turning back into his office, he smiled at his visitor, "As you know, Secuta Island has remained relitavely uninhabited since independance."
The man nodded, "Yes, the island has been simply a nice place to visit. What do you exactly intend to do with it?"
The President smiled again, "Well, as you also know, the world is so highly turbulent, especially of latter days. Across the globe, refugees are flooding into illegal areas, only to be arrested and locked up. This is why I am opening the Secuta Refugee Facility. From all over the globe, refugees will be free to move to this island. Once there, they may or may not apply for citizenship in the Austar Union."
"So," replied the man curiously, "We're establishing a facility which can house refugees from accross the globe? Freely?"
"Mr. Pertoni, the world needs some form of safehouse for the world's victims..." replied the President harshly.
Mr. Pertoni winced, "So when do you plan the opening ceremony of the facility?"
The President smiled, "Next week..."
*** One Week Later ***
As the limosuine pulled up, agents rushed to open the door. Stepping out, President Madison set foot onto the red carpet. Smiling for the cameras gracefully, he walked up to the podium.
He reached the microphones, "Brothers across the globe. All of you will understand that sometimes the harshness of war and povety forces entire families to flee from their homelands.
Usually, they flee to some nearby nation, only to be arrested and persecuted for trying to save their own lives, and the lives of their loved ones. This is why brothers, I am officially opening the Secuta Refugee Facility.
This facility, simulates a regular community, therefore has a capacity of up to three million refugees, and will grow and build upon itself when more people need to be housed.
The Secuta Refugee Facility will be considered home to many accross the globe, and once a member of that facility, they may apply for full citizenship rights in the Austar Union. Of course, until their applications are passed, they will continue to recieve Secuta Facility rights.
All refugees will have the right to say in facility administration, however final desision will remain in the Austarian administration.
There must be at least one safehouse for these victims brothers across the globe. This facility will be our version of that safehouse. God Bless."
President Madison cut the ribbon, posing for the photographs. As he cut the ribbon, the crowd erupted into cheering, for the President who seemed to be reforming a once self-serving aggressive nation.
