I've tried to do this a couple times, but have failed. Please bear with me. By the way: I am a dictatorship and have a powerhouse economy so, here goes. I like the idea of going a set amount per 1 million population so that is what I'll do.

1,600 Vipers(Elite Guard of Ybronneb)
58,000 OAARY Troops (Official Army of the Armed Republic of Ybronneb)
