In response to the creation of the evil alliance IFDO and imperialist threats by the capitalist nations of the South Pacific, Crimsonia, Uruk, and Cromagnonia, particularly their threats of terrorist attacks on the peaceloving socialist nations of the world, we the people's of the United Socialist States of Whittier, West Moon, Neandertalia, Australipithicinea do hereby declare and affirm this treaty of mutual defense in the name of defending and advancing socialism around the world. In accordance with our right of self defense we declare the following.
We note that the South Pacific and other capitalist regimes have threatened ujust attacks on socialist nations without just cause.
Article 1: The Whittier Pact is hereby created to
oppose the evil capitalist nations of IFDO and their imperialist ambitions of world domination; resist, deter and/or actively prevent attempts at world domination,
piracy, terrorism, hostile expansionist ideology or sponsoring of those
exact principles. This applies to all non socialist nations.
The main reason for the Whittier Pact shall be to oppose and defeat imperialist actions against fellow socialist nations whereever they appear in the world. We have the right to impose friendly govts in any nation that dares go to
war with us or happens to have an imploded, fragile, or basketcase economy
(basically all weak nations)". We shall strive to encourage the adoption of socialism by all nations and we shall aid fellow socialists who attempt to oust their capitalist governments.
Article 2:
The Whittier Pact hereby declares opposition to the illegal and imperialist nations of the so called International Freedom Defense Organisation. We declare our right to attack any nations we believe to be supporting or housing terrorist organizations.
We oppose all interference with any nation's internal affairs and will oppose with armed force such blatant imperialism.
Article 3: We declare the right of all nations to acquire WMD's and affirm their right to use all means necessary for self defense including nuclear weapons. Further in the event of war with IFDO, the United Socialist States of Whittier and its allies hereby declare the right to launch a nuclear first strike for the slightest reason.
Article 4:
This alliance shall arbitrate border disputes, religious disputes, and other disagreements among its members and all alliance decisions are binding on all members. The alliance shall use all means necessary to maintain freindly regimes in member nations.
Article 5.
If any member of the Whittier Pact is attacked, all other members are obligated to come to its defense. Our cause shall be to oppose unprovoked aggression against fellow socialist nations.
The Proletariat shall decide when the alliance is to be invoked.
Article 6:
The Whittier Pact reaffirms the right of first strike as regards the use nuclear weapons. We reserve the right to go to war over the slightest threats to our common national securities. The Supreme Soviet shall determine whether to go to war or what other actions will be taken in such cases.
Article 7:
No member of the Whittier Pact may initiate hostilities with nonmember nations without the consent of Supreme Soviet. Any member that does so, may be subject to punishment as the Supreme Soviet sees fit.
Article 8:
All trade with IFDO nations, and other capitalist nations is strictly prohibited.
It is the duty of member nations to engage in espionage against said nations and others who oppose socialism.
Article 9:
The Whittier Pact shall be governed by a Supreme Soviet with 5 members. 3 of these
founding nations will be permanent and have veto power, as regards
Resolutions passed by the majority decision of the Supreme Soviet, so as
to ensure the well being of the allliance. The Permanent members of the Supreme Soviet shall be Whittier, West Moon, and Neandertalia.
Article 10: Any member of the Proletariat may propose resolutions but such resolutions must be approved by the Supreme Soviet before going to a vote of the whole alliance.
The Supreme Soviet may veto and/or overturn decisions by the Proletariat.
Article 11: Members of the alliance may ask a member of the supreme soviet to vote on their behalf. Only member nations of the Supreme Soviet may cast proxy votes. Members must have Supreme Soviet permission to have proxy votes cast.
Article 12:
The temporary members of the Supreme Soviet shall be appointed by the Secretary General of the Alliance, Whittier. Their positions shall be largely ceremonial.
They shall do whatever Whittier tells them to.
Article 13:
All non Supreme Soviet members must abstain from voting on matters in which they have conflicts of interests.
Article 14:
Members may be kicked out or censored as the Supreme Soviet sees fit.
Article 15: Member nations must ask the Supreme Soviet for permission before going to war, signing treaties with nonmembers, or trading with nonmembers.
Article 16:
All members of the Whittier Pact agree to be satellites of the United Socialist States of Whittier and are hereby gauranteed total protection.
Article 17: A decision by the Supreme Soviet may be overridden with a 99% vote of the membership.
Article 18:
Whittier shall be made aware of all situations that are of concern to the alliance or its members national securities.
Article 19:
The alliance and its members may give economic or humanitarian assistance to any socialist nation even those that are not members of this alliance.
The alliance shall give assistance to poor non socialist nations, such assistance being contingent on them establishing friendly relations with the alliance and all of its members. Humanitarian assistance shall include giving aid to socialist rebels.
Article 20:
Pact members shall be committed to assisting each other in times of natural
disaster or acts of terror committed on a Member's territory.
Article 21:
A state of free trade shall exist between all members of the Whittier Pact. All trade with capitalist nations is, again, barred.
Article 22: Members shall permit the stationing of fellow members on their territory for the purposes of better providing for common mutual defense from capitalist and other imperialist aggression.
Article 23:
Members must co-operate on the exploration of both space and the
oceans, with a view to developing new technology and applications.
Article 24:
Only technology that may be available in 10-15 years will be accepted into
the Whittier Pact's arsenal.
No 'god modding' in military engagements is allowed.
Article 25:
Any nation may join provided they a unanimous approval from all five
members of the Supreme Soviet. Only nations freindly to Whittier and the cause of Socialism may join. Having a socialist government is preferrable but not required.
(Historical note: members used to be required to have socialist governments.)
Article 26:
Nations may be admitted as members while they are involved in conflicts, civil wars as long they agree to occupation and stationing of Whittier Pact nations on their terriritory. And agree to adopt socialist governments. Or they agree to oppose IFDO.
Article 27:
Membership may be vetoed by the Secretary General of the Supreme Soviet.
Such vetoes may not be overridden.
Article 28: The Supreme Soviet will can eject or use military force on any member violating this charter.
Article 29:
No member may leave the alliance with out the express consent of Supreme Soviet.
Article 30: All nations not on the Supreme Soviet are on the Proletariat.
Article 31: The Proletariat may propose and pass sanctions. If approved by the Supreme Soviet, said sanctions shall be enforced by the alliance.
Article 32:
The Whittier Pact may impose an arms embargo on any nation engaged in imperialist aggression, genocide or terrorism.
Article 33. Resolutions in the Proletariat require 60% to pass.
Article 34:
Diplomatic solutions should always be sought first and foremost before an
armed response to threats is enacted.
Article 35: Sanctions may be imposed by Pact against nations engaging in the abduction
of Members' citizens for use in the slave trade (also known commonly as
trafficking in human life).
This is not to preclude nations from allowing slavery within their own borders. Citizens of alliance members may be punished with temporary slavery or servitude in the Great Gulag. Such punishment shall not last more than 20 years.
Article 36:
All members must abide by sanctions issued by the Supreme Soviet.
These shall include economic, travel, diplomatic, and technological.
Article 37: Neutral nations plying international
waters or airspace are not obligated to obey said sanctions.
Article 38:
Trade or aid to enemies of the alliance shall be punishable with force and or expulsion from the alliance.
(Historical note: Whittier has been none in past times to have invaded members who traded with capitalist nations or threatened to leave the alliance. Only one nation has been able to successfully leave the alliance in peace. All other attempts were quickly quashed with military might. The infamous Lagashi incident comes to mind in which Lagash adopted capitalism and was going to leave the alliance, however the new government was ruthless ousted and the Lagash population quickly suppressed when the second Brezhnekov dispatched the Whittier armed forces to Lagash to force that nation back into the alliance. Estimates ranged that at least 400 people were killed the crushing of the Lagash democratic movement. A new communist and Whittier freindly regime was installed. "}

Article 40 (added): If any friendly government is jeopardized by civil war, the alliance may intervene with military force to help the friendly government.
If rebels seeks to overthrow the government of a nonsocialist government, the alliance may provide military aid to the rebels or provide direct military support to said rebels. Such actions are subject to Supreme Soviet approval.
Article 41: The charter may changed at any time by the Supreme Soviet with out consulting the Proletariat.
Article 42: All members agree to be sattelite nations of the USSW.
