International Announcement, released earlier today, for the attentions of all the nations of this world:
"All nations, please be aware:
According to the Articles of the Constitution of the Confederacy (specifically Article 2, Section 4), the Mattikistan Government has just passed legislation stating that, if at all feasible, the medical sector of our military shall be immediately and automatically sent to administer aid to all troops regardless of banner in any war we have knowledge of.
You will recognise them as they tend to set up large tents with our national flag printed on the top near the battle scene with a red cross placed across it, and their helmets have a small flag printed just above the standard First Aid cross. They also tend to be unarmed.
If for some reason our medical personnel come under fire, they shall immediately take note of the offending nation, and pull out. Said nation shall not be treated by medical personnel again until negotiations say otherwise.
For those nations worrying, the medics shall travel without armed escort, on unarmed ships, planes and/or land vehicles. Each triage unit shall possess a maximum of five sidearms for emergency defensive purposes.
Please be aware that there is currently an initiative being prepared for public vote to increase funding to the medical side of the military. Until then our resources are limited and medical personnel may not be able to attend the scene of every battle -- if insufficent medical becomes a problem, battlefields shall be dealt on a first-come-first-serve basis, or in extreme cases, simply by weighing the number of injured. As a neutral nation, you can be assured that each injured person shall be treated equally, regardless of the colour of his uniform or the flag his unit flies. Thus, no injured person shall be turned away, and no preferential treatment given to anyone.
If for some reason your nation objects to receiving such aid, please either leave your objections here or send a telegram for attentions of the Defence Minister. Otherwise do not be surprised to find them in your territory, working with your own medics, or running to the aid of fallen soldiers during battle.
We do this as was stated in our constitution, for our own peace-of-mind, and primarily to curb as much human suffering as is physically possible.
This legislation comes into effect tomorrow at 0700 hours.
