Background:

What is now known as the Commonwealth of McQuaide is still remembered by many as the Republic of Georgia. After the dissolution of the Soviet Union, Georgia underwent a series of coups and revolutions that resulted in a dictatorship by a man named Daniel McQuaide. McQuaide reformed the state security apparatus, eliminated the secret police, and was in the process of bringing into play democratic reform when an unknown party assassinated him. The country, in deference to the benevolent dictator, changed the name of the country in his honor. Now, an ambitious and globally conscious administration has taken the realm, leading the small nation into the international scene.



Geography:

Area: 69,700 sq km.

Area Comparison: Slightly smaller than South Carolina.

Terrain: largely mountainous with Great Caucasus Mountains in the north and Lesser Caucasus Mountains in the south; good farm land in river valley flood plains.

Natural Resources: forests, hydropower, manganese deposits, iron ore, copper, minor coal and oil deposits; coastal climate and soils allow for important tea and citrus growth



Government:

Type of Government: Parliamentary Commonwealth

Capital: Formerly Tiblisi, now city of New Dublin, on Black Sea coast.

Legal System: Based on Civil Law

Suffrage: 17 years old universal.

Executive Branch: Prime Minister Daniel Sweeny—Former Soviet KGB agent, with confirmed operations in Afghanistan and Chechnya. It was during his operations smuggling goods in over the Caucus Mountains that Sweeny fell in love with the countryside of Georgia, retiring to the Georgian Secret Police in 1990. Was a pivotal player in assisting Prime Minister Daniel McQuaide in reforming the security apparatus of the state. Elected by a landslide after death of McQuaide, by running on McQuaide’s party.

Legislative Branch: 250 member parliament. 150 elected by region for 3 year terms, 50 at-large, 50 by minority populations.

Judicial Branch: 7 member court appointed by Prime Minister for 10 year terms.

Diplomatic Missions in McQuaide: Aequatio, Temme, Neo Pacifica, Praetonia.

Region Affiliation: Allied States of EuroIslanders



Economy:

The Commonwealth of McQuaide is presently attempting to improve its economy through the sale of surplus military goods from the Soviet era. McQuaide factories are beginning to manufacture T-80UG tanks and BMP-3 fighting vehicles to supplement these sales. Other enterprises include the development of an autonomously piloted fighter and other domestically-designed vehicles.



Military:

The Commonwealth of McQuaide Self Defense Force is a modern military in the process of rapid buildup and improvement. Rapidly transitioning from Russian technology to more modern NATO-compliant technology, McQuaide has recently been deploying forces around the European theatre in a variety of capacities.

Branches: Army (Including Reserves and National Guard), Navy (Including Merchant Marine), Marine Corps, Air Force, and Homeland Defense branch (Including External and Internal Intelligence bureaus, border patrol, coast guard)

Military Expenditures: 3.5% of GDP

OOC: Nice factbook, a bit small though, will you add more information in the future?

IC: Al-Sabir, with a large natural shortage of wood, obvious if you know that almost the entire country is covered in desert, wonders if trade relations could be established, leading to enhanced overall relation between our two countries and prosperity and wealth for our populations.

With us exporting vast amounts of oil, which we assure you it would be cheaper than our own oil, due years of experience in that business and the oil-soaked earth of Al-Sabir, and McQuaide exporting lumber as return (amounts to be determined by market-values), this will propably mutual-beneficial to our great nations.

Ministry of State Dispatch

The Commonwealth of McQuaide desires to thank the Al-Sabir government for its gracious and well-reasoned offer. The Commonwealth sees such an economic partnership as one mutually beneficial to both our countries, and thus agrees to the deal. With the permission of the Al-Sabir government, a negotiating party will be dispatched immediately to resolve the details of the agreement.

The Commonwealth would furthermore desire to make an offer of a diplomatic mission exchange with the Al-Sabir government. As a nation with a strong Muslim minority, we believe that a cultural exchange program would benefit the citizens of both our countries. To fascilitate such an exchange of missions, the Commonwealth is prepared to offer the following:

1) Exchange of embassy facilities. The government of Al-Sabir will be provided with one of our four-story, spacious and modern embassy facilities in our capital's 'Embassy Row'. These buildings, buit six years ago on the banks of the Liffey river, are equipped with the modern communications and security systems that modern diplomatic missions demand. We will also offer a similar, but smaller, consular facility in our inland industrial and agricultural city of Novy Tiblisi.

2) Nation in Good Standing trade status. Reduced or eliminated tarriffs, extended rights to Al-Sabir corporations within Commonwealth borders.

3) Military non-aggression treaty. This can, upon a period of negotiation, result in a mutual defense pact.

4) Cultural exchange. Citizens of Al-Sabir shall be welcomed in McQuaide universities, hospitals, and other facilities, enjoying the same rights as McQuaide citizens. In case of legal trouble, Al-Sabir citizens can be extradicted to Barretta Courts, on the condition that similar rights be extended in the trial process. Additionally, the Commonwealth is willing to fund a clerical exchange program, allowing Muslim clerics the opportunity to study and worship in a different environment. In such a way, knowledge of the greater world can be learned and spread through religion.

We have immediatly composed a large fleet of oil tankers to provide a constant flow of oil to the lands of McQuaide.

We accept McQuaide's offer of a diplomatic mission exchange and we will provide the exact same offer as you stated, as most important points the military non-aggression treaty and the reduction or complete removal of any trade tariffs existing for the import of McQuaidian goods.

We would also like to state that we have a far from muslim only culture, freedom of religion is one of the most important acts in the constitution, as we are, comparable to McQuaide, a Benevolent Dictatorship. Though Muslims are the main cultural group in the Al-Sabirian society, 63.4 percent of the population, two strong minorities of Christians and Jews are important in our society and are treated the same way as all Muslims. Inter-religional marriages are definitely not uncommon and citizens are used to living in a mixed enviroment of different religions, different cultural happenings and different behaviours. Nonetheless we would be delighted to set up a Muslim cleric exchange.

As for a mutual-defense pact, Al-Sabir is obliged to help many nations in times of need, as a member of three large alliances, but, since we believe this diplomatic exchange between McQuaide and Al-Sabir is extremely beneficial for us, McQuaide does not appear to be warmongering and since it is mutual, we would honoured to negotiate on a mutual-defense pact.

An old building in the suburbs of Kusair, our capital, has already been reserved, part of the Embassy Row. We welcome your team to come prepare the embassy, an old, but yet graceful accomodation, where a seperate department of the Ministry of Defense was once stationed. Advanced security and spacious, because of the dozens of archives that were once placed there.

Once more, would McQuaide be interested in discussing a mutual defense pact?

McQuaide would indeed be interested in a mutual defense pact, as the Commonwealth has always observed Al-Sabir to be a positive and peaceful international player. McQuaide suggests that any mutual defense pact include the following provisos:

1) That this be a defensive pact only. Each signatory may reserve the right to call for and recieve help in offensive engagements, however such help shall not be obligatory.

2) That each signatory be committed to the dedication of at least 1/4 of their front-line fighting units to the defense of the other signatory, as long as only one signatory is engaged in combat operations within their borders. Should both signatories be engaged in defensive operations within their territories, this agreement shall not apply.

3) That each signatory retain the option to maintain control of their fighting forces acting in accordance with this treaty. Although each signatory is capable of handing over command of treaty forces to its ally, this is not a requirement.

The treaty has been signed and ratified by President Khaled Brahim, should the Commonwealth be attacked without provocation, the Desert Republic will act swift and with no mercy for any attacking forces, should the McQuaide agressively strike any other nation with a legitimate reason (declared legitimate by a vote of the Al-Sabirian Senate), the Desert Republic shall consider militairy aid, even though we're not obliged.
