Constitution of the Confederacy Mattikistan

(For any nations who may care)

We the Honourable Citizens of the Confederacy of Mattikistan have Determined:

To prevent human suffering in all its guises,
To reaffirm faith in the fundamental human rights of all individuals regardless of gender, race or financial disposition,
To establish conditions under which justice and mutual respect for the obligations arising from treaties and other sources of international law can be maintained,
To promote social progress and better standards of life in larger freedom.

Chapter I: Purposes and Principles
Article 1

The purposes of the Confederacy of Mattikistan are:

1) To maintain peace and educational well-being for all our citizens
2) To promote the ideals of equal rights and self-determination to neighbouring states
3) To work towards international cooperation with the aim of solving problems such as economic, social, cultural, or humanitarian character; in promoting and encouraging respect for human rights; and for fundamental freedoms for all without distinction as to culture, sex, or religious belief

Article 2

The Confederacy, in pursuit of the purposes stated, shall act in accordance with the following principles:

1) The Confederacy shall settle its international disputes by peaceful means in such manner that peace, security, and justice, are not endangered
2) In all international relations, the Confederacy shall refrain from the threat, or use, of force against the territorial integrity or political independence of any social system, or in any manner inconsistent with the purposes of the Confederation
3) The Confederacy shall endeavour to remain neutral in all conflicts
4) The Confederacy shall offer basic humanitarian resources wherever it can wherever it is needed



Chapter II: Agencies

Article 3

There are established as the principle agencies of the Confederacy of Mattikistan: a Parliament, a supreme court of justice, and a minimal defensive armed forces

Article 4

The Confederacy shall place no restriction on the eligibility of male and female to participate in any capacity under conditions of equality in its principal and subsidiary agencies.



Chapter III: Economic and Social Development

Article 5

The Confederacy shall promote:

1) Higher standards of living, full employment, and conditions of economic and social progress and development
2) Solution of economic, social, health, and related problems
3) Universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to culture, sex, language, or religion

Chapter IV: Parliament

Article 6

Functions and Powers

1) In order to assure prompt and effective action by the Confederacy, its citizens confer on the Parliament primary responsibility for the maintenance of education, economy, healthcare, emergency services, peace and security forces, and agree that in carrying out its duties under this responsibility the Parliament acts on their behalf
2) In discharging these duties the Parliament shall act in accordance with the purposes and principles of the Confederacy.

Article 7

Voting

1) The Prime Minister shall be voted in by the citizens of the Confederacy every four years via private balot
2) To ensure fair representation, multi-party voting will be in effect. No party regardless of ideals will be suppressed
3) All forms of media must be free and unbiased for the parties to distribute their policies for election time

Chapter V: Ratification & Signature

Article 8

1) These Articles of Confederacy shall be ratified by the signature of the founding leaders of Mattikistan in accordance with legal procedure
2) The ratifications shall be deposited in the Mattikistan Central City Hall, when they shall come into full force

Article 9

These Articles of Confederacy, of which the various language texts are equally authentic, shall be deposited in Central Mattikistan archives. Duly certified copies thereof shall be transmitted to all new governmental departments.
In faith whereof the representatives of the government of the Confederation have signed these Articles of Confederacy.
