Thanks to the 3 Fleets we recently "Liberated" & some quick negoitations...We have begun to build a Naval Base on Midway...
These Bases will be Very Modern Facilities to represent our interests in the Pacific...

You might want to ask Western Asia for permission, since he already controls Midway.
Evil Overlord Enterprises has a basing agreement with Western Asia regarding Midway. There are some 200 technicians, maintenance crews, and aircrews from the EOE military on the island, performing reconnaissance and surveillance across the northern Pacific. It is highly improbable that anyone could get close to Midway without being detected and challenged.
