General Jean-Jacque le Marist has ordered the initiation of a bioengineering program within the territories under his control. The construction of several labs have begun and several well-known scientists within the borders have been recruited to begin preliminary research. However, because of the lack of experience in this field within the territories, le Marist has offered monetary compensation or freedom to conduct bioengineering experimentation to those who might be willing to contribute to the Dakarian bioengineering program. (ooc: the island where this is stationed is Dakar, le Marist is just the ruler of the territory.) Specific goals of the program are to achieve the ability to manipulate the DNA of the unborn (either in a clone or from within the womb of a natural mother) as well as develop an efficient cloning program.
