Cax Requires New Weaponry

For ... undisclosed reasons Cax requires an energy weapon.
This must be a weapon of PRE-2020 TECH LEVEL (if there is such a thing), capable of destroying large armoured targets from a long range.
The energy it uses up must be HUGE, at least equivalent to a large power station.
The dimensions of the main chamber must be less than 10x10x10 metres, or multiples thereof; e.g.; 8x16x7 m, as long as the total volume is less than 1000m^3.
The way in which the energy is turned into destructive force does not matter.
Rest assured that this weapon is not likely to be used in any conflict soon.
Cax will contribute up to $5billion for research and development costs, as well as $7.5billion payout for production rights of final product, or $10billion if there are no R&D costs to be paid.

OOC: I want this to be moderately sensible. The pre-2020 is of utmost importance, as I hate godmodders and all who associate with them. If it is not possible, explain your reasoning and I will grudgingly accept. If any n00b developers come along with 'i hav a main beeem particle cannon it can destroy lots i want 10bliioon', then I will ignore them. Serious developers only. Thankyou.

The Jovian Experimental Weapons Research Division is working on a prototype weapon that uses processed argon gas to fire a concentrated beam of destructive plasma energy. So far, our designs need refinement and are not yet ready for combat use, but we have high hopes for the design. It currently requires a stationary power source, but if we can compact the design enough, we hope to give it some mobility by using our uranium microreactor technology.

This would be excellent as long as it is feasible, then I will have no problem with this course of action. Will you require the R&D money?

The only catch is that we only have five working models of the weapon. You will be buying the designs for it. You're on your own when it comes to building the thing. Also, we will not be including the afforementioned Uranium microreactor technology.

That is no problem. Could you give a very brief description of how it works? Something so that if it's used in a war, I can give those involved a reasonable explanation so they don't shout 'GODMOD!!' As long as it SOUNDS good, that's OK. Confuse them with techno-babble, if needs be.
Do this, and consider the $7.5 billion wired.
