Due to the fact that the ARSB Navy has had little overseas action in some time now, and they require some training, the ARSB parliament has approved the allocation of funds and time for a massive naval exercise... This exercise, completely unrelated to any Mcleod03-TFU conflict, is taking place near TFU, strangely resembling a blockade.
The fleets deployed into this exercise are the 3rd Expeditionary Fleet, 5th Expeditionary Fleet, and the 2nd Battle Fleet. *Ship strengths located at bottom*

Fleet Admiral Serj Kasperov stood at the helm of the Admiral Polvchenkov, a Razor-class battle carrier, the flagship of the entire war-games force of three seperate fleets. He was one of the more decorated officers of the ARSB Navy and had risen through the command, starting out as a strategist in the 1st Fleet (before radical force-plan changes in the navy), then moving to the second fleet to command a frigate and eventually up to command the entire 2nd Battle Fleet, the second largest fleet in the ARSB Navy. He was now leading the entire force to the waters off of The Fedral Union to train the Navy in numerous maneuvers... So far, they remained unhindered in moving towards TFU, because most if not all of their fleet was out 'blockading' Mcleod03.
Within days after initial set-out from ARSB ports, ships from the combined fleets moved into positions just outside of TFU's waters, strangely near most of their ports... They were still in international waters so no conflict could emerge, and TFU couldn't stop them...

As the ships set up camp, massive air maneuvers and sub maneuvers began, just skirting along the border between international waters and TFU's waters. Ships began participating in massive wargames with each other, simulating ship-ship combat, Anti-submarine warfare, ship-aircraft combat, boarding techniques, and practicing unloading marines and their equipment into landing craft.
With each group that 'surrounded' TFU, was at least one carrier, whether it be heavy or light along with numerous escort frigates, destroyers, etc. Submarines lurked beneath the waves in between the groups while aircraft swarmed the skies all around, but over international waters.
Two more expeditionary fleets were conducting smaller maneuvers hundreds of miles from TFU but they were noted to possibly join the much larger exercises going on outside of TFU.
