With that the Council dismissed and within a week the delegations departed to attempt to open relations with any willing nations.

While HK47 is in fact in the middle of a revolt there is enough of a settlement among the three parties that you can begin talks with any of the them. As far as money speaking to the old govenment and/or the new government is your best bet. As far as good will talking to the people is the best thing to do.
