The Island States has reached an agreement with Doujin and Doujinshi Corp. concerning The Island States Navy Yards and TIS's need for ships. The pact is similar to the Edolia-Doujin Pact, but offers many advantages to Doujin and Doujinshi Corp. (including use of TIS port facilities for Doujin Naval Operations, joint-sovereignty of the property used by the facilities, and jurisdiction of criminal and taxation matters to Doujin on the property).
