A question of bombs/explosive power (OOC-ish)

At the moment im designing some new toys for the Huzeny military and i was wondering wheather when a bomb is 2000 or 1000lbs is that its explosive power, actuall weight or the weight of just the warhead and if its explosive power is that lbs fo TNT?

In refferance to dumb or iron bombs the weight rating is the total weight (or rahter weight class ie the bunkler buster is rated at 5000lb but only weights 4500lb or so) of the actual bomb assembly, not counting the fin/stabalisation or giudance units ie just the actual explosive and the casing.
The actual explosive of a bumb bomb can be as low as 50% of the overall weight (and can be lower for pentration bombs) with the rest of the weight being in the steel casing.
In terms of missiles the rating reflects the actual weight of the entire warhead.

ok another question, i have something that hits with the equivilent of 600lbs of TNT. that is weak/decent/powerfull/very powerfull

I suppose for a tank it might be decent, but I don't use ATGMs (yet) so I don't know.

It would depend on how it hits, what it is and what it's role is in terms of an open blast performance it's not too bad about on par with a tomawhawk warhead.
