OOC: The following is posted because it represents a significant change in defense policy for McQuaide, and might be needed to reference to later. Any NationState with a descent intelligence service could stumble upon this info. However, because McQuaide is so small (at the moment), I would prefer you RP yourself into this knowledge rather than simply assume anything.

SECRET IC:

The Prime Minister had been incensed again, this time with the latest report of genocide within a nations borders that experts were expecting to reach 3 million. He had called a special meeting of his security council. The generals, admiral, and intelligence agency heads sat nervously—the whole nation’s defensive community had been on edge ever since a close call with an ally almost sent the ill-prepared nation to war.

“Genocide here. invasion there. Every few months another invasion based on—at best—shoddy reasoning, sometimes on sheer madness. And here we are, a few million people astride the Black Sea, invaded more times than Boris Yeltsin has committed genocide against vodka bottles. One Army Corps, a Marine Division, and a small naval task force capable of, what, sealift for a brigade, if we activate the merchant marine? Not the most impressive show of force.”

“But we have much going for us. The people are free, well motivated, and our economy is improving once again. Alliances with Aequatio and Clan Smoke Jaguar have provided us with access to the best NATO-grade technology around, albeit in small numbers.”

“That is why I called this meeting together. I am designating the 11th Mechanized Brigade, Urban Operations Capable Combat Team and the 22nd Airmobile Brigade Combat Team to be Special Operations Capable units, and the 23rd Light Infantry Brigade to be our designated special forces unit. I want this council to draw up basic expectations for these units, and establish a designated Special Forces command to determine the training and budget needs of these groups.”



ONE WEEK LATER:

The Security Council had indeed succeeded in establishing the basic outline for the McQuaide Special Forces Command. Their plan utilized a tiered system, drawing the best of the McQuaide Self Defense Forces men and women into the Special Forces without bleeding the rest of the MSDF of its best and brightest. The two Special Operations Capable brigades would be direct-entry units provided with specialized training and equipment. They would draw volunteers directly from the basic schools, and operate their own advanced training and probationary training programs to bring operators up to full functioning capacity.

The 23rd Infantry Brigade, on the other hand, was to be a fully independent Special Forces unit, with a full battalion dedicated to the training of their Special Forces operators. It would draw candidates only from the frontline combat units of the MSDF, searching out the most aggressive and dynamic soldiers, then providing them with an intensive regimen of training before entering them into the fighting battalions of the 23rd.

Functionally, the three units had very different missions. The 11th Mechanized Brigade was geared towards operations in urban environments, and was to dedicate training to peacekeeping, counter-insurgency, and urban assault operations. The 22nd Airmobile Infantry Brigade was primarily dedicated to raiding operations, although six Long-Ranged Reconnaissance Patrol platoons would also be trained, to provide targeting and intelligence information to Special Operations Command and the MSDF as a whole. The 23rd Light Infantry Brigade was to be the ‘grab-bag’ of special forces.

One whole battalion was dedicated to clandestine urban operations. This ‘Spectre’ battalion was trained almost exclusively for intelligence gathering and unconventional infiltration. They were to infiltrate the cities and factories of the enemy, train any friendly resistance units, collect and report targeting data for use by bombers and rocket artillery, and finally to instigate sabotage operations. Other units would specialize in scuba and HALO insertion, the training and support of local insurgencies, and other such missions.

As soon as the Prime Minister signed off on the plan, the first sets of orders were cut for thousands of MSDF soldiers.
